Central Oregon Pediatric Associates - COPA is Hiring a Human Resources Specialist (Full Time) Near Bend, OR

Central Oregon Pediatric Associates (COPA) of Bend, Oregon, the largest pediatric practice in the region, is hiring a full time Human Resources Specialist.
At COPA, the Human Resources Specialist plays an integral role serving patients at our friendly and welcoming medical clinic for children of all ages. As part of the Human Resources team, the Human Resources Specialist supports effective and efficient operations of COPA’s Human Resources department, providing outstanding customer service to all COPA team members, applicants and external partners. The Human Resources Specialist supports COPA’s mission, vision and values by delivering and contributing to the COPA team member experience. This role supports the HR function across the organization including the recruiting and onboarding process, administration of benefits and leave, while ensuring compliance with federal, multi-state and local laws.
The role of the Human Resources Specialist will include but is not limited to the following duties:
Essential Duties And FunctionsMaintains an in-depth knowledge of principles, practices, standards, and techniques and demonstrates knowledge in accordance with COPA policies and procedures within pertinent laws and regulations in the following areas:
  • Partners with COPA’s Human Resources team in delivery of department goals and objectives.
  • Contributes to and models COPA’s mission, vision and values on a daily basis.
  • Works in partnership with COPA’s Payroll Specialist and Human Resources team members to implement, maintain, and review benefits administration to ensure timely and accurate benefits enrollments and changes.
  • Provides benefits support and subject matter expertise to COPA team members during initial enrollment, open enrollment, qualifying events, and throughout the plan year.
  • Supports human resources team in communication with external benefits providers and vendors, which may include health, disability, and retirement plan providers, brokers and third party administrators to ensure a positive employee experience.
  • Works in partnership with the Human Resources team to provide COPA team members with information regarding their rights under FMLA, OFLA, disability, ADA, and other leaves in accordance with COPA policies and federal and state laws.
  • Supports the leave of absence process for COPA team members by preparing leave documents, tracking, communication and timekeeping validation, as well as the return from leave process.
  • Stays current with and ensures compliance with federal, multi-state, and local employment laws and practices, leave of absence laws and best practices.
  • Works in partnership with hiring managers and to support all aspects of the recruiting process including posting new positions, screening candidates, coordinating interviews with hiring managers and processing reference and background checks. Conducts or assists with the onboarding process and new hire orientation.
  • Anticipates needs and answers frequently asked questions from applicants and employees relative to standard policies, benefits, hiring processes, etc.; refers more complex questions to appropriate HR, payroll, or management team members.
  • Maintains the integrity and confidentiality of human resource files and records.
  • Maintains accurate and up-to-date human resource files, records, and documentation.
  • Performs periodic audits of HR files and records to ensure that all required documents are collected and filed appropriately.
  • Assists with planning and execution of special events such as benefits enrollment, organization-wide meetings, employee recognition events and recruiting events.
  • Supports day-to-day team member engagement and relations needs.
  • Regularly travels between COPA business office and other COPA locations as required.
  • Performs other duties as assigned.
Qualifications Education and Certification:
  • Associates degree in related field required; Bachelors degree in related field preferred.
  • Professional HR Certification such as SHRM-CP®, SHRM-SCP®, PHR® and SPHR® preferred.
Experience
  • Extensive knowledge of both benefits and the federal and state laws that govern them.
  • Experience coordinating leave of absence in accordance with state and federal laws including but not limited to Family and Medical Leave Act (FMLA), Oregon Family Leave Act (OFLA), Paid Leave Oregon, and Washington leave programs.
  • Extensive knowledge of recruiting and onboarding practices.
  • Experience with multi state employment preferred (including but not limited to Oregon, Washington, Montana, Nevada, Florida, Arizona, Georgia, Idaho and Ohio).
  • Excellent interpersonal skills with the ability to manage sensitive and confidential situations with tact, professionalism, and diplomacy.
  • Excellent verbal and written communication skills.
  • Excellent organizational skills and attention to detail.
  • Strong analytical and problem-solving skills.
  • Experienced using variety of professional and healthcare specific recruiting tools, HRIS, and social media.
  • Experience with ADP Workforce Now preferred.
  • Proficient with Microsoft Office Suite.
  • Two years of related experience required.
  • Bilingual in Spanish and English a plus.
Physical Requirements
  • Physical requirements include occasional lifting/carrying of up to 20 pounds; visual acuity, speech, and hearing; hand and eye coordination and manual dexterity necessary to operate computer keyboard and basic office equipment. Subject to sitting for extended periods of time, standing, bending, and twisting to perform the essential functions.
  • Must be able to wear appropriate personal protective equipment (PPE) as required.
Working Conditions
  • Work inside in a general medical office setting with ergonomically configured equipment.
  • Regularly travels between COPA clinics, business office, and community partners as required.
