Job Title: Human Resources Coordinator

Reports To: Director of Human Resources & Payroll

FLSA Status: Exempt

JOB SUMMARY

The job of Human Resources Coordinator is done for the purpose/s of coordinating the day-to-day operations of Human Resources. The Coordinator oversees the processing of applicants, maintenance of the HRIS, employee relations and other HR functions. The Coordinator provides information to a variety of individuals/organizations, documents information and ensures compliance with District, State and Federal policies, rules, regulations and guidelines.

BASIC DUTIES AND RESPONSIBILITIES

Basic duties of this position include the following. Employees in this position perform some or all of the following tasks. Other duties may be assigned.

  1. Conducts new employee orientation in coordination with HR/payroll staff.
  2. Coordinates employment process including recruitment and hiring process, and makes recommendation for salary schedule placement.
  3. Oversees background checks for potential hires and all district volunteers.
  4. In coordination with the Director, directs assigned HR/payroll staff to guide and monitor activities of the department.
  5. Assists in interpretation and administration of collective and non-collective bargaining agreements.
  6. Maintains a variety of databases, in coordination with HR/Payroll staff
  7. Oversees a variety of processes including but not limited to leaves, benefits, and the worker’s compensation return-to work program to ensure compliance with state and federal rules and regulations.
  8. Develops, selects, implements, administers and evaluates benefit programs including open enrollment, medical, dental, vision, life, PERS, 403b, HRA, HSA, Section 125, and various optional benefits in coordination with the Director.
  9. Provides information and assists in the development and monitoring of the District’s personnel budget.
  10. Researches state, federal, and collective bargaining questions to ensure compliance with current legal requirements.
  11. Responds to verbal and written inquiries from a variety of internal and external constituents.
  12. Assists in processing personnel matters including but not limited to investigations, grievances, discipline and dismissals.
  13. Participates in collective bargaining negotiations and maintains internal and external communication for the process.
  14. Oversees licensure renewals for all educators.
  15. Coordinates the process for job description review and revisions with the collective bargaining unit leadership and district teams.
  16. Serves on various District assigned teams including but not limited to: reclassification committee, job description committee, negotiations District team.
  17. Prepares various reports including annual state and federal reports, personnel budgeting reports, workers’ compensation, EEOC reports, etc.
  18. Maintains appropriate certifications and training hours as required. 
  19. Monitors and complies with applicable District policies and procedures, state, local and federal laws, rules and regulations.
  20. Interacts thoughtfully and courteously with internal and external constituents including but not limited to business partners, employees, students, the community and State agencies.
  21. Attends work regularly and is punctual.
  22. Attends in-services, trainings, and staff meetings as required.

QUALIFICATIONS

  • Education: Bachelor’s Degree in related field preferred. Associates Degree and five years of related experience may be substituted.
  • Experience: Three to five years of Human Resources generalist experience. Experience in public education preferred.
  • Works well with others. Focuses on solving conflict; maintaining confidentiality; listening to others without interrupting; keeping emotions under control; remaining open to others’ ideas and contributing to building a positive team spirit.
  • Ability to communicate fluently verbally and in writing in English. Ability to effectively present information and respond to questions in one-on-one, small group situations. Ability to verbally respond to common inquiries from various people. Ability to read and interpret documents. Ability to write routine reports and correspondence.
  • Ability to add, subtract, multiply and divide in all units of measure, using whole numbers, common fractions and decimals. 
  • Ability to solve practical problems and deal with a variety of situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written and oral format.
  • Advanced knowledge of MS Office, email, internet. The ability to quickly learn various systems including insurance systems, substitute/leave systems, HRIS, etc.
  • Ability to appropriately communicate with a diverse population. Ability to exercise good judgment and work in a dynamic environment and appropriately react to a wide spectrum of emotions.
  • Ability to become and remain certified as a Notary Public. Complete mandatory district trainings.

The employee is frequently required to walk; stand; sit; use hands for fine manipulation, handle or feel and reach with hands and arms. The employee is occasionally required to stoop, kneel, crouch or crawl. The employee must regularly lift and/or move up to 25 pounds and occasionally up to 100 pounds. The employee may occasionally climb stairs or ladders. Specific vision abilities required by this job include close vision, distance vision, ability to adjust focus and peripheral vision.

Work Environment

The work environment is a standard office setting working with standard office equipment: computer, phone, etc. Hearing and seeing is an essential physical requirement. Sitting is required for approximately 95% of the job. Standing and walking as required to present and attend meetings and speak. The noise level in the work environment is usually low. The employee is occasionally exposed to wet or humid conditions and outdoor weather conditions. Employee may be exposed to bloodborne pathogens.
