CETECHS is Hiring a Contract Specialist Near Washington, DC

Provide Contract Specialist support services for Office of Acquisition, assisting with complex procurement and contract administration under the leadership of our program manager.
Duties And Responsibilities
  • Assists in establishing a full range of contractual administration including the issuance of contract modifications, investigation, and resolutions.
  • Performs in-depth review and analysis to verify progress. Initiates action to resolve contract-related problems affecting the ability to meet program goals.
  • Assists in the procurement of complex contract requirements involving critical and/or sensitive program efforts in accordance with FAR Part 8, 12, 13, 14, 15 and 16.5.
  • Create maintain, update, and access a lesson learned and best practices database derived from the review and evaluation process of assigned solicitations.
  • Review procurement requisition packages, recommends revisions to the Performance Work Statement, decides on the type of contract, milestones, sole source justification.
  • Conducts market research and recommendations for set-asides and/or exclusions.
  • Assists in preparing solicitation documents and incorporates Federal Acquisition Regulation (FAR) and DOT clauses and provisions. Performs price analysis, coordinates technical evaluation committee, obtains pre-award surveys, and develops negotiation strategy.
  • Recommends award to contracting officer, ensure proper procurement package, solicitation, technical evaluation, and award documents is reviewed.
  • Plan and administer complex procurements of goods, systems, or services with critical requirements and characterized by lack of previous cost data.
  • Ability to use variety of cost, fixed price/multiyear contracts, extensive use of subcontractors, frequent changes in terms, and funding arrangements.
  • -Assists in the administration of contracts, including performance of termination actions, until final delivery and payments are completed, and the contract is closed and retired.
  • Works with the Contracting Officer Representative to ensure effective monitoring of contractor performance. Interpret contract provisions for contractors, program officials and provide guidance.
  • Prepares initial agency position on protests, recommends a decision on claims arising under the contract, and prepare written or in-person debriefings.
Qualification and Required Skills
  • Education - Must have a bachelor’s degree (Master’s Degree preferred) in Business Administration or a 4-year course study leading to a bachelor’s degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
    • Work experience and completion of FAC-C Level III training.
    • Certified Federal Contracts Manager certification through NCMA (preferred)
  • Work Experience –
    • Minimum of 10 years' experience working in Federal Government as Contract Specialist
    • Minimum 10 years or more years of experience demonstrating proficiency and experience in pre and post award acquisition functions in accordance with FAR Part 8, 12, 13, 14, 15, and 16.5.
    • Minimum 10 or more years of experience demonstrating mastery of Federal and Departmental procurement regulation; Comptroller General and Board of Contract Appeal decisions, OMB Directives, Executive Orders, and other outside directives and court decisions, which affect the procurement process sufficient to determine the applicability of all the above to procurement problems.
    • Minimum 10 years or more experience to demonstrate proficiency of knowledge of Federal contracting law, regulation, policies and precedents, and related principles, policies, and procedures sufficient to plan, lead, review, or audit the most complex procurement functions.
    • Minimum 10 or more years of knowledge of the regulations and techniques of source selection sufficient to conduct a selection.
  • Skills - promoting e-commerce, and supporting the use of automated acquisition systems, contractor performance evaluation systems, electronic invoicing systems, and other electronic systems facilitating the agency's move to paperless contracting.
    • Knowledgeable of Federal Procurement Laws, Federal Acquisition Regulations, and Federal Contracting online resources.
