Delivery Manager (Scrum Master / Business Analyst)

The Scrum Master (Digital/Web Services) at Cherokee Nation Solutions Link (CNSL) plays a vital role in leading and coaching Agile teams to deliver high-quality digital/web services and solutions. With extensive experience in Scrum methodologies and a deep understanding of IRS institutional knowledge, the Scrum Master facilitates collaboration, promotes Agile best practices, and drives continuous improvement across projects.

• Estimated Starting Salary Range for Scrum Master: Pay commensurate with experience.

Scrum Master Responsibilities Include: 

• Coach Agile teams in Agile practices and evaluate and implement shifts towards industry best practices.
• Collaborate with Product Owners and Product Managers to define product approaches and develop roadmaps, backlogs, and success criteria.
• Define skill requirements and map internal, agency, and external resources for project execution.
• Analyze project risks and propose mitigation solutions, ensuring alignment with predicted user and financial benefits.
• Make recommendations for action based on analysis performed.
• Manage and maintain documentation utilizing IRS tools such as OneNote and README files, ensuring clarity, conciseness, and accessibility.
• Develop and maintain system-level documentation including architecture diagrams, flow diagrams, class diagrams, sequence diagrams, Swagger docs, and JavaDocs.
• Collaboratively define the format, location, and paradigm of documentation with AD management and tech advisors.
• Performs other job-related duties as assigned

Scrum Master Experience, Education, Skills, Abilities requested: 

• Bachelor’s degree in a related field. 
• An Active Public Trust or the ability to obtain one is required
• Minimum 3 years of Scrum Master experience in a medium to large Agile enterprise.
• Certified Scrum Master (CSM) certification preferred.
• Familiarity with a range of digital/web services and solutions, particularly in environments where open-source and Agile development methodologies are applied.
• Excellent communication skills with the ability to rationalize complex information for team understanding.
• Strong analytical skills and the ability to challenge sources where inconsistencies are found.
• Proficiency in IIBA best practices, requirements gathering, analysis, and system understanding.
• Ability to coach teams in Agile practices and evaluate and implement shifts towards industry best practices.
• Expertise in user story mapping, use case development, user story writing, INVEST criteria, and dependency mapping.
• Experience in analyzing propositions and assessing decision-making factors such as strategic alignment, cost/benefit, and risk.
• In-depth understanding of IRS institutional knowledge, OLA program, delivery partners, and system design.
• Strong leadership and coaching skills with the ability to motivate and inspire teams.
• Proven track record of driving Agile transformation and continuous improvement.
• Excellent interpersonal and communication skills with the ability to collaborate effectively with diverse stakeholders.
• Detail-oriented with strong analytical and problem-solving skills.
• Ability to thrive in a fast-paced, dynamic environment and manage multiple priorities effectively.
• Proficiency in Agile project management tools and techniques.
• Bachelor’s degree in Computer Science, Engineering, or related field preferred.
