Sr Program Manager

The Senior Program Manager will oversee and lead a portfolio of site-specific and virtual projects focused on providing shelter and social services to asylum seekers, delivering essential support to the government of New York City. This role involves leading initiatives aimed at process improvement, data transparency, and intelligent program design. The Senior Program Manager will be responsible for strategic planning, coordination, and management of cross-functional teams, resources, and stakeholders to ensure the successful execution and delivery of programs. Additionally, the role will require close collaboration with key stakeholders and management to align programs with organizational goals, drive growth, and achieve desired outcomes.

Compensation & Benefits:

  • Estimated Starting Salary Range for Sr Program Manager$140K - $170K
  • Pay commensurate with experience.
  • Full time benefits include Medical, Dental, Vision, 401K and other possible benefits as provided. Benefits are subject to change with or without notice.

Sr Program Manager Responsibilities Include: 

  • Oversee all asylum seeker support operations across 20 sites, ensuring alignment with data-driven target outcomes developed in collaboration with the NYC client.
  • Lead and develop a team of Site Directors and initiative leaders, along with their supporting staff (e.g., case managers, direct care providers, foodservice, security), through mentorship, project/program management guidance, and provision of necessary training and resources.
  • Foster strong relationships with the NYC client by understanding their mission, delivering exceptional customer service, maintaining consistent communication, and forming a strategic partnership.
  • Collaborate with corporate teams to create innovative solutions for client challenges, such as reducing shelter network pressure through the voluntary onward movement of asylum seekers.
  • Cultivate and maintain community relationships with nonprofits and other organizations that support the asylum seeker population.
  • Engage with local and state government leaders, participate in local committees and advisory boards.
  • Contribute to a team of experts focused on developing growth and innovation strategies to create market-leading solutions for cities dealing with migrant housing and service delivery crises.
  • Manage the growth and maintenance of the assigned portfolio, including involvement in business development and proposal management activities.
  • Collaborate with cross-functional teams on future business opportunities by providing strategic partnerships or serving as a subject matter expert.
  • Provide technical oversight for programs, including managing changing priorities, ensuring quality and deliverables from subcontractors, and monitoring required change orders or modifications.
  • Manage Monthly Business Reviews and regularly update the Operations General Manager (OGM) on all active projects.
  • Partner with the OGM to implement the organization’s strategic goals and objectives, taking a leadership role in realizing the vision across the LLC.
  • Act as the Transition Manager for all new awards and selected recaptures, establishing meeting cadences, engaging Frontline Agile Support Teams (FAST), and ensuring a seamless process for all deliverables.
  • Core responsibilities include project management oversight, client management, contract/budget management, technical oversight, business development/proposal management, and LLC oversight.
  • Performs other job-related duties as assigned

Sr Program Manager Experience, Education, Skills, Abilities requested: 

  • Bachelor’s degree in social work, management, or a related field.
  • Master’s degree is preferred.
  • A minimum of 10 years of experience managing large, complex projects.
  • At least 5 years of experience in the human services field.
  • Experience working with government agencies, particularly social service agencies.
  • Project management experience is required; PMP certification is preferred.
  • Bilingual proficiency in Spanish is preferred.
  • Proven experience as a Program Manager or in a similar leadership role, managing complex initiatives.
  • Strong understanding of current organizational practices and programs.
  • Multilingual skills are preferred.
  • Proficiency in Microsoft Office products.
  • Familiarity with program management methodologies used within the organization.
  • Exceptional problem-solving and analytical skills.
  • Strong leadership, communication (both written and verbal), and interpersonal skills.
  • Excellent organizational and project management capabilities.
  • Ability to manage and develop high-performing teams.
  • Ability to implement and execute the organization's vision and goals.
  • Ability to simultaneously lead multiple projects with competing priorities in a fast-paced environment and achieve successful outcomes.
  • Must obtain the necessary security clearance as required by contract or sector needs.
  • Past applicable job experience may include, but is not limited to: Project Manager, Director of Federal Contracts, or Operations Manager.
