Senior Operations Policy Officer

This position requires an active TS/Sensitive Compartmental Information (SCI) clearance.

Cherokee Preting is seeking qualified individuals to serve as a Senior Operations Policy Officer to support the Department of State Bureau of Counterterrorism, and Office of Technical Programs and Operational Policy (CT/TPOP). The Senior Operations Policy Officer will serve as a subject matter expert for engagement with the Department of Defense (DoD) and other interagency partners on military strategy, policy, authorities, programs, operations, and analysis related to counterterrorism and transregional terrorist threats.

Senior Operations Policy Officer Responsibilities Include: 

  • Develop and coordinate analysis and policy recommendations for the Bureau and Department related to CT operations
  • Support the TPOP Office, Bureau and Department in meetings with interagency and international partners
  • Maintain a current understanding of diplomatic, defense and interagency, and international CT strategies, policies, and authorities to address priority terrorism challenges.
  • Align Bureau, Department, and United States government CT policies with directives of the National Security Council (NSC), the Counterterrorism Security Group (CSG) and other Interagency Policy Committees (IPCs). 
  • Leverage foreign policy and national security expertise to advise, coordinate, and lead CT-related defense policy and military engagement issues for the Office, Bureau and Department. 
  • Conduct daily interaction with Department, Embassy, and interagency personnel under general or minimum supervision and interacts with senior staff, representative of foreign governments and the U.S. interagency. 
  • Support a classified program and will comply with all security requirements and processes for handling classified information. 
  • Performs other job-related duties as assigned

Senior Operations Policy Officer Experience, Education, Skills, Abilities requested: 

  • Minimum of eight (8) years of related experience with three (3) years working with the Department of State or equivalent agency.
  • Must have a Master’s degree or equivalent training/experience. 
  • Knowledge of DoD, TSOC and Combatant Command coordination, structure, and resources. 
  • Understanding and application of Foreign Internal Defense and Counter–Terrorism.
  • Must be able to manage portfolios of geographically international/global tailored, focused requirements, Lead discussion groups, and design effective capacity-building solutions and courses of action.
  • Provide highly specialized expertise advisory and analysis to key decision makers.
  • Experience with diplomatic missions overseas is preferred.
  • Experience in crisis management and counterterrorism preferred.
  • Knowledge and experience working within the National Security Presidential Memorandum 4 (NSPM-4), counterterrorism related Presidential Policy Directives and NSPM frameworks, and U.S. government interagency collective.
  • Current Top Secret security clearance with SCI eligibility is required.
  • Ability to travel worldwide (about 10-20% of the time).
  • An in-depth knowledge of U.S. security and classification procedures is necessary.
