Strategic Communications & FE Public Affairs Specialist

The Strategic Communications & FE Public Affairs Specialist organizes and implements DHA FE’s communications projects. Works with FOB leadership to establish and implement a strategic communications plan regarding the deployment of LogiCole to the Defense Health Networks, Military Treatment Facilities, and DHA staff. Works with FE and FOB leadership to build the strategic communication requirements and conducts work groups to review and gain consensus. Creates and delivers clear messages across multiple channels, such as, but not limited to, SharePoint, newsletters, reports, presentations, media releases, and events. Liaises between DHA FE Branches and Sections on key FE communications projects.

Strategic Communications & FE Public Affairs Specialist Responsibilities Include: 

  • Represent and advocate communication program requirements in support of senior executives. Support various medical programs for installations worldwide. 
  • Standardize strategic communications approach across the division 
  • Facilitate multi-discipline input and proactively recycle best practices back into program/project tools. 
  • Communicate programmatic and technical requirements to senior executives, organizations, contracting agents, and industry partners. 
  • Assist to resolve issues, as necessary. 
  • Work to assure efficient program and project execution by maintaining information flow among parties. 
  • Assist in the development of program presentations. 
  • Provide recommendations on policy and implementation, as required. 
  • Establish strategies of optimizing access to/communication of Policies, Standard Operating Procedures, and Facilities Information, instruction, & Guidance (FIIG) Bulletins, etc. 
  • Assist in developing formal process for government review and approval of communications projects 
  • Coordinate work with JMLFDC and with the technical developer of LogiCole as new projects emerge and develop strategy to implement communication to the field 
  • Maintain/manage SharePoint support as required. 
  • Assist FOB Training Manager with FOB trainings and webinars. 
  • Develop Branch and/or FE newsletters
  • Performs other job-related duties as assigned

Strategic Communications & FE Public Affairs Specialist Experience, Education, Skills, Abilities requested: 

  • Bachelor’s Degree in English, Communications, Journalism, or similar field of scientific/engineering study which writing for publication for general audience consumption was a key part of profession, but can be waived if equivalent experience level is acceptable to the government. 
  • Minimum of three (3) years previous experience in communications management, project management, administration in a correlated field 
  • Three (3) years’ experience with DMLSS-FM module or LogiCole development 
  • General knowledge of operations at higher level staff to include DoD, OSD, Combatant Commands, Joint Staff, DRUs and Services HQ Staff. 
  • Comprehensive knowledge of DoD and other service military department to direct complex staff actions that require knowledge of military command structure, missions, roles, and organizational structures. 
  • Ability to evaluate staff actions, proposals, orders and plans, and other recommendations in relation to DHA’s and DoD’s strategic plans, regulations, policies, and operations. The incumbent must have the ability to recommend corrective action as necessary. 
  • Analytical skills to permit translation of DHA program and mission objectives into overall DHA plans which can be implemented within the framework of federal regulations, DoD and service regulations and procedures. 
  • Possess an active favorable NACI. 
  • Working knowledge and understanding of LogiCole 
  • Proficient computer skills, Microsoft Office Suite; working knowledge of program/project management software 
  • Experienced at compiling and following strict budgets 
  • Excellent verbal and written communication skills 
  • Strong ability to multi-task, prioritize, and manage time effectively 
  • Excellent understanding of project management 
  • DoD Healthcare Support experience. 
  • Familiar with DoD medical treatment facility (MTF) operations and can effectively communicate with healthcare professionals. 
  • Excellent client-facing and internal communication skills. 
  • Working knowledge of the DMLSS – FM Module, working knowledge with current National Fire Protection (NFPA) codes, and standards applicable to Healthcare 
  • Past applicable job experience may include, but is not limited to: Communications Specialist, Public Affairs Officer, or Public Relations Specialist. 
  • Must pass pre-employment qualifications of Cherokee Federal
