Purpose/IntroductionThis position initiates and improves the efforts of Global Procurement and Plant Manufacturing to achieve lowest total cost and operational excellence. This is a dual site position, providing procurement support to the Chevron Philips Chemical Orange and Port Arthur Sites and serves as an extension to the Site Procurement Manager(s), engaging in all plant procurement related activities including, but not limited to, cost effective sourcing, contracting, support for turnarounds, projects, and other plant procurement activities. Analyzes, supports, and actively participates in the development and implementation of sourcing strategies primarily for local small to mid-sized capital and expense projects and/or designated spend categories. Responsible for delivering and tracking quantifiable financial benefits and value creation. Facilitates the transfer of best practices and continuous improvement processes and practices for achieving transactional excellence.
Responsibilities
  • Serves as the primary Procurement liaison to the Orange and Port Arthur Project organization to identify and capitalize on savings/value opportunities through the utilization of effective sourcing strategies and bidding/RFP/RFQ processes – work primarily within the framework of existing agreements and Global Procurement goals and objectives.
  • Collaborate with the Site(s) project organization to identify evolving project execution resourcing needs and maintain awareness of the market to develop longer term plans for meeting future needs.
  • Review supplier/contractor proposals for project related materials and/or services and ensure alignment and consistency with applicable contracted terms.
  • Use available systems and tools to compile and track supplier/contractor nonconformances and performance related issues and seek root causes and effective corrective action plans to drive continuous improvement and future project success.
  • Maintain the Site(s) Approved Contractor List consistent with both the Site(s) and Global Procurement strategies and objectives.
  • Understand and support the development and implementation of procurement transactional efficiency improvement strategies. Recognize opportunities for value added local or strategic contracts and involve contract administrators and buyers to drive resolutions.
  • Interface with strategic suppliers to solve problems involving pricing, supplier performance, or any other matters that may arise.
  • Create solid business relationships with suppliers and internal customers
  • Organize and lead business reviews with suppliers as required to drive continuous improvement
  • Execute metrics and controls to manage and monitor vendor relationships.
  • As required, will prepare Requests for Proposals (RFP) and coordinate the bidding process through contract award.
  • Assist in the resolution of invoice discrepancies and purchase order variances
  • Collaborate with all levels of the organization to drive continuous project procurement process improvement efforts.
Required Qualifications
  • Bachelor’s degree in Engineering, Business, Supply Chain Management or related field.
  • Minimum of 5 years relevant experience (procurement, manufacturing, commercial, supply chain in the chemical or petrochemical industry).
  • Specific experience with Business Communications including general knowledge of contracting, an understanding of the legal framework of business and a general understanding of compliance and risk from a business perspective.
  • Proficiency in Microsoft Office Suite and SAP.
  • Possess project management and organizational skills.
  • Possess excellent verbal and written communication skills.
Preferred Qualifications
  • Contract negotiations and Strategic Sourcing experience.
  • Supplier relationship experience (managing significant internal stakeholders and external supplier relationships at multiple levels in their organizations).
  • Proven strong capability and experience driving compliance with procurement policies and practices.
  • Ability to work independently as well as a highly functioning team member.
  • Excellent project management, organizational skills, and the ability to multi-task.
  • Able to guide and challenge project team members. Adept at issue escalation while keeping stakeholders apprised of the status.
  • Customer focused, punctual and display a sense of urgency.
  • Able to adapt methods in response to new information, changing conditions or unexpected obstacles.
  • Show understanding, friendliness, tact, courtesy, empathy, concern, and politeness to others.
  • Able to develop/maintain effective relationships with others
  • Ability to influence the work product of others who are not directly under their authority
