Job Overview

This position manages the performance of all emergency management requirementsand services as the head oversight for employeesoperatingunder the EM Services.Provides direction and guidance to EMemployees andaligns efforts with flight leadership prioritiesensuringcompliance with guidance.

Responsibilities
Essential Duties & Job Functions:
  • Develop, implement, execute and sustain the installation Emergency Management Program.
  • Provide EM expertise to the Installation Mission Sustainment Team.
  • Employ resource management activities to coordinate the prioritization and allocation of installation resources in support of incident management operations.
  • Serve as the program coordinator for the installation EM Working Group (EMWG).
  • Provide unit commanders an immersion brief focused on the installation's EM program, EM policy, local Disaster Response Force (DRF) structure, and unit commander's program responsibilities.
  • Use Program Element Code (PEC) 27574F (Weapons of Mass Destruction Threat Response) and PEC 27593F (CBRN Defense Program) to plan, program, and budget for EM and CBRN defense requirements.
  • Establish resource management principles to identify, describe, request, and track resources affecting EM personnel, response and recovery, training, and facilities.
  • Meet at least annually with the installation housing and lodging offices who are responsible for preparedness and recovery activities of installation residents and guests.
  • Coordinate with the Medical Treatment Facility (MTF) emergency manager to integrate Public Health EM requirements into the installation's EM program.
  • Expand on requirements listed in DAFI 10-2501 by developing local guidance specific to the committed area of responsibility.
  • Coordinate local EM policies and procedures with local civilian EM counterparts.
  • Ensure completion of the Installation EM program's Integration Risk Management Process (IRMP).
  • Execute the EM Flight financial management responsibilities.
  • Assist commanders and functional area supervisors with developing and maintaining plans, policies, and programs supporting EM program objectives.
  • Facilitate EOC tabletop training drills.
  • Other duties as assigned.
Job Requirements

Mandatory:

  • Bachelor's degree in Disaster/Emergency Management and (10) years or more field experience OR fourteen (14) years or more related field experience.
  • Completion of AFEM Courses (JCAQP3E931 00AB) (J9AQA3E931 00RB) (J9AQA3E931 00RA), (JCABP3E931 01AA) (J6ANW3E951 00AA) (J6ANW3E971 00AA) or equivalent courses.
  • Prior attendance of National Incident Management System (NIMS) 300/400 (X3AZR3EXXX 0N1A) or equivalent course desired. If course completion not obtained prior to hire, member must complete course within six months of hire.
  • Emergency Manager level certification within the AF Certified Emergency Manager (AFCEM) Program desired. If certification not obtained prior to hire, member must complete certification process within program guidelines after hire.
  • Must be able to acquire and maintain a Secret Security clearance.
  • Ability to acquire and maintain government identification/common access card.
  • Ability to deal with a variety of people in a professional, courteous manner in diversified situations.
  • Valid Alabama state Driver's License with acceptable driving record pertinent to the position.
  • Ability to successfully pass any background checks and/or drug testing required on the contract.
  • Must be able to read, write and speak English.
  • U.S. Citizenship.
  • Ability to obtain access to U.S. Government Installations through the Defense Biometric Identification System (DBIDS).
