Job OverviewThe incumbent will p rovide oversight to ensure compliance, conservation, and pollution prevention programs are effectively and efficiently executed for operations occurring o n Maxwell Gunter AFB .
Work Model: Onsite/Office-Based
Responsibilities Essential Duties & Job Functions:
  • Review, validate, and coordinate Memorandums of Agreement (MOAs)/Support Agreements.
  • Provide oversight of base activities to ensure compliance of regulatory and mandatory requirements.
  • Identify, track, and measure areas of non-compliance and provide corrective actions that can be implemented within prescribed timelines.
  • Provide environmental inputs and updates into the current IT system i.e., NexGen-IT.
  • Provide program management for pollution prevention initiatives through the identification of new and alternative processes and materials, the reuse of existing materials, and the recycling of generated pollutants.
  • Inform the Government CE representative of any scheduled and unscheduled regulator visits/inspections and escort all regulators and inspectors on inspections.
  • Complete internal environmental self-inspections through the Wing IG Commander Inspection Program, MICT, and participate in Unit Effectiveness Inspections (UEI).
  • Prepare, provide, and maintain all mandatory/required reports and records to internal and external customers in a timely, professional, and accurate manner.
  • Direct Natural Infrastructure Management (NIM). Manage and provide support for implementation of Natural Infrastructure Assessments (NIA) (including ranges).
  • Communicate environmentally significant issues/events, actions, and operations to ensure government senior leadership receive information in an accurate manner and within one (1) hour.
  • Report NIAs data to Base Civil Engineer (BCE), wing leadership, and HHQS as required.
  • Participate in the Environmental Safety and Occupational Health Council (ESOHC) and Environmental Management System to address environmental issues related to the installation. Identify environmental requirements and necessary information as prescribed by HHQs.
  • Provide comprehensive and complete requirements documents and technical support to facilitate contract solicitation and post award contract administration for environmentally related contracts procured by a government procurement agency.
  • Comply, manage, and implement all federal, state, and local environmental laws, applicable DoD, AF, HHQs, and MAX-GUN AFB policies, programs, instructions and regulations.
  • Prepare and coordinate environmental asbestos and lead based paint impact analysis.
  • Provide environmental emergency response support as outlined in the base Spill Prevention Control and Countermeasure (SPCC) plan.
  • Serve as the contact for environmental inspections and environmental regulatory notifications.
  • Assist in the development and maintenance of the Base Activity Management Plan (BAMP) to include, for example, Facilities, Utilities, Real Estate & Natural Infrastructure, Transportation Networks and Airfield Pavements to support development of the Base Comprehensive Asset Management Plan (BCAMP).
  • Other duties as assigned.
Job Requirements Mandatory:
  • Engineering or Physical Science Degree, such as Geology, Biology, Chemistry or Environmental Science from a university accredited in the degree.
  • Completion of Resource Conservation and Recovery Act (RCRA) and DOT HAZWOPER training.
  • Minimum of five (5) years of full-time practical experience as an Environmental Branch Manager or similar supervisory title.
  • Minimum of eight (8) years in the environmental field to include working with federal regulations and documents such as RCRA, CWA, CAA, or FIFRA.
  • Ability to deal with a variety of people in a professional, courteous manner in diversified situations.
  • Valid state Driver’s License with acceptable driving record pertinent to the position.
  • Ability to successfully pass any background checks and/or drug testing required on the contract.
  • Must be able to read, write and speak English.
  • U.S. Citizenship.
  • Ability to obtain access to U.S. Government Installations through the Defense Biometric Identification System (DBIDS).
