Job Overview

This position provdes Emergency Management expertise to the Installation Mission Assurance Working Group.

Work Model: Onsite/Office-Based

Responsibilities
Essential Duties & Job Functions:
  • Develop and publish emergency action zones.
  • Accomplish information management duties.
  • Develop an EM Flight safety program and obtain and maintain SIPRNet capability in the Emergency Management (EM) Flight.
  • Develop and document processes for managing the Emergency Management Flight and supporting the installation's Emergency Management program.
  • Complete higher headquarters (HHQs) reporting on a monthly, quarterly, or semi-annual basis as required.
  • Complete installation EM program reviews on assigned units.
  • Track compliance issues identified from HHQs inspections, WIT assessments, and EM Program Reviews. Provide written reports to units inspected.
  • Support the EOC Manager by establishing processes and procedures.
  • Ensure ESF-5 has the ability to provide core management functions.
  • Support the development of EM Flight duty rosters.
  • Ensure operational checks of all assigned equipment are conducted as required by guidance and EM Flight leadership.
  • Tailor response checklists and or procedures for established response standards.
  • Support special programs such as air shows, EM unique programs, and DoD programs, as directed.
  • Establish and manage the EM Support Team (EMST).
  • Be appointed by the Installation Emergency Manager as alternate administrator of the installation's IEMP 10-2 Planning Tool.
  • Establish and maintain an EM Flight file plan.
  • Develop, maintain, and schedule an annual review of EM Flight operating guides.
  • Review EM equipment technical orders and owner/user operator manuals annually to identify and coordinate changes with the other sections within the EM Flight to ensure training plans, implementing instructions, and OPLANs are current.
  • Provide installation EM program information to the appropriate target audience via an EM Flight developed/maintained collaboration site (e.g., SharePoint, milSuite, or internal website).
  • Operate and maintain a dedicated EM net on issued land mobile radios.
  • Establish processes for secondary crash net activations during the situations listed in AFMAN 32-1007.
  • Collect unit EM reports quarterly.
  • Maintain contact with unit EM representatives.
  • Ensure unit EM representatives are familiar with their unit's mission and relationship to the installation's EM program.
  • Assist unit EM representatives in maintaining a unit EM continuity plan.
  • Other duties as assigned.
Job Requirements

Mandatory:

  • Associate degree in Disaster/EM and two (2) years or more field experience; OR six (6) years or more related field experience.
  • AFEM Courses (JCAQP3E931 00AB), (J9AQA3E931 00RB), (J9AQA3E931 00RA), (JCABP3E931 01AA) or equivalent courses desired. If member did not attend course above, prior attendance, at a minimum (J3AIRTXXXX 0B3A) or equivalent required.
  • Must retain instructor qualifications on EM-related courses annually from date hire or completion date of BIC thereafter.
  • Solid knowledge of EOC operations to include organizational structure and communication equipment requirements.
  • Knowledge of EOC operations and ability to support performance of ESF-5 role.
  • Possess and maintain a valid driver's license required.
  • Experience checking vehicle fluids and tire pressure to ensure proper operation.
  • Experience operating and maneuvering a vehicle while towing a trailer desired. Knowledge regarding emergency response vehicle light and siren operations desired. Knowledge regarding vehicle operations on an active flight line desired. If member is not qualified to operate/maneuver a vehicle while towing a trailer and/or operating a vehicle on an active flight line prior to hire, member must complete local training/qualification course(s) within three months of hire and must retain qualifications per associated guidance thereafter.
  • All-Hazards Responder level certification within the AFCEM Program desired. If certification not obtained prior to hire, member must complete certification process within program guidelines after hire.
  • Must be able to acquire and maintain a Secret Security clearance.
  • Ability to acquire and maintain government identification/common access card.
  • Ability to deal with a variety of people in a professional, courteous manner in diversified situations.
  • Ability to successfully pass any background checks and/or drug testing required on the contract.
  • Must be able to read, write and speak English.
  • U.S. Citizenship.
  • Ability to obtain access to U.S. Government Installations through the Defense Biometric Identification System (DBIDS).
