What You'll Be DoingAs the Community Development Director, Head of CRA Investments, you will be responsible for managing all aspects of the CRA Investment Portfolio. This includes management/oversight of sourcing, preparing & presenting new deals, completing periodic reviews and recordkeeping on existing investments, and day to day tasks such as working with various areas to close, book, and fund new deals; funding periodic capital calls; and ensuring payments are properly applied. Relationship building with community organizations is also an important component of this position.
How You'll Succeed
  • Identify and evaluate new CRA investment opportunities.
  • Review/Edit Investment Presentations authored by the other staff members.
  • Management, training, and career development of staff including Community Development Relationship Managers, analyst and portfolio asset manager.
  • Play a lead role in planning and preparing materials for the Chief Credit Officer and the CRA Investment Committee, a group of Bank staff who have been selected to serve on the committee based on their area of expertise and who have designated investment approval authorities.
  • Periodic reporting on portfolio status and/or creative projects taken on by the team.
  • Act as Subject Matter Expert for the Bank regarding Equity Investments in Community Development projects; represent CIBC on external commissions/working groups.
  • Manage risks aligned with the Bank’s risk culture and oversee risk assessment program for the CRA Investment portfolio. Tasks vary from developing a process to appropriately assessing and evaluating risk for a given investment to evaluating risk for a particular class of investment categories as a whole.
  • Management of a risk evaluation template for each investment class. Communicate risk assessment strategy with Credit review and Risk to gain acceptance and approval to implement.
  • Maintain quarterly dashboard and report to Credit Risk Committee on a quarterly basis.
  • Work with external consultants to obtain quarterly valuations of certain investments as directed by Finance.
  • Manage long term exits and workouts in the CRA Investment Portfolio
  • Create and maintain governance documents including the CRA Investment Committee Charter and CRA Investment Policy.
  • Serve on the Oversight Committee for Midwest Industrial Redevelopment Corporation, an affiliate of CIBC Bank USA that applies for and distributes New Markets Tax Credits.
  • Work with the Head of Community Development to develop targets for CRA Investments in each of the Bank’s CRA assessment areas. Develop a plan to ensure the Bank is performing above target when examined by the FDIC for CRA.
Who You Are
  • You have a Bachelor’s degree. Master’s degree is preferred.
  • You have a minimum of 7-10 years of experience as a relationship manager, portfolio manager or underwriter in a community development investment or lending role, commercial real estate lending or similar experience. Experience with low-income housing tax credit deal structuring required.
  • It’s an asset if you have formal credit training and experience managing workflow of credit analysts.
  • You are a caring and accountable leader. You have experience developing and implementing strategic team goals. You have experience coaching employees and inspiring successful team performance.
  • You know that details matter. You notice things that others don't. Your critical thinking skills help to inform your decision making. Excellent customer service and interpersonal skills, including verbal and written communications.
  • You have knowledge of Community Reinvestment Act and Community Development Finance.
  • You have the ability to manage multiple tasks simultaneously.
  • You have a strong commitment to community development and relationship building.
  • You possess advanced Excel, Word, and PowerPoint skills. Experience with IBS/ACBS and Kadince is an asset.
