Perioperative Operations Specialist (Eden) - Full-Time - 40 Hours/Week - Day Shift

Expected Starting Salary Range: 24.68 - 30.29
SUBFUNCTION DEFINITION: Responsible for certain administrative, procedural, financial, legal, operational, and quality improvement activities within Cincinnati Children's Hospital that are necessary to run the facilities and to support the core functions of the business relative to treatment and payment.

Scope: Size of department/site of care/operating unit (total square footage of assignment) and of buildings/sites of care (TBD) of pt. encounters; service lines (TBD) Degree of independent decision making responsibility; degree of budget and materials management responsibilities; on-call emergency response responsibilities (TBD) direct report FTEs (TBD)

REPRESENTATIVE RESPONSIBILITIES

  • Facilities/Operations
Direct and coordinate the daily operations of the dept./facility in collaboration with leadership. Establish and monitor business processes. Identify opportunities for improving cost and quality through in-depth analysis. Develop and implement policies and procedures for improved utilization, quality and operations. Ensure operations are efficient and cost effective. Resolve issues re: staffing, utilization of facilities and equipment. Develop and interpret policies and procedures for staff and ensure that all policies conform with guidelines. Ensure compliance with all regulatory requirements. Promote programmatic development, efficient work and patient flow, supply and instrument management, and a safe culture and environment. Coordinate/manage facilities-related projects, monitor timelines for completion and provide direction for staff and vendors. May manage purchase or repair maintenance of facility equipment. Manage, allocate and coordinate space to meet the operational and strategic goals of the division and the needs of the individual program areas. Collaborate with IT and design to ensure proper placement of items in clinical areas. Assist with area commissioning and decommissioning process.
  • Accreditation/ Regulatory/Compliance
May define process and manage invention reporting required for federal and private compliance. Update Standard Operating Procedures (SOPs) as required when regulation and system changes dictate. Collaborate to capture revenue distribution models for executed agreements to ensure that financials are distributed in compliance with the CCHMC policy. Identify opportunities on an ongoing basis to improve compliance with agreement obligations, including milestones, reporting, and invoicing.
  • Financial/Budget
Participate in the development, implementation, evaluation and management of capital budgets. Assist with/support annual operating budgets. Implement and/or maintain a process for financial controls. Analyze and monitor financial performance and report financial results to stakeholders; evaluate variances, determine underlying causes and identify, present, and implement proposed solutions. Integrate the financial management and decision making across the department/division; establish and monitor productivity metrics. Accountable for compliance with organizational financial policies and procedures. Provide oversight in revenue cycle management, including: optimizing revenue, ensuring complete and accurate billing, monitoring associated charge capture; creating competitive pricing, developing/expanding programs; and monthly revenue reporting. Assist with fiscal responsibilities of the department as requested. Track revenue, expense, and allocations. May work with vendors regarding functionality needs, coordinate implementation of new software and upgrades with IS, update processes and communicate changes to department and other stakeholders. May analyze, test and implement existing or new vendor software solutions that fulfill business needs or improve existing processes.
  • Process/Quality Improvement
Identify, develop, and implement new methods, processes, and systems to improve and facilitate the team's work. Identify ways to improve data quality and usability and to streamline and enhance reporting processes and/or deliverables. Identify and recommend procedures to enhance or maintain a high level of effectiveness in daily operations.
  • Project Mgt
Coordinate assigned projects including collaborating on project plans, budgets, and resource requirements. Track progress and prepare internal reports. Prepare documents to support project management and reporting. Prepare and distribute project communication to internal and external clients. Identify system and technology needs and act as liaison to ensure appropriate systems and reporting are maintained in support of project requirements. May provide some administrative support such as arranging meetings, developing agendas, preparing meeting materials, taking meeting minutes and preparing progress reports.
Perioperative Operations Specialist - Tasks, Duties, and Responsibilities
  • Workflow

o Guides and assists in day-to-day workflow regarding inventory management (e.g., stocking, organizing,

o Makes recommendations to help sustain and further develop inventory management process to improve the workflow process.

o Oversees technicians to ensure their tasks, duties, and responsibilities are executed in an efficient manner as well as resolving issues in the daily workflow.

  • Inventory Control

o Develop a process to communicate par levels with Materials team who manages the volume to maintain inventory level, anticipate adjustments, and reduce waste.

o Responsible for stocking, organizing, and troubleshooting issues involving inventory.

o Identify trends and action plans anticipating adjustments in inventory caused by case volume and environmental factors.

o Responsible for all Eden materials by reviewing automated inventory reports for on-hand quantities, charges, etc.

  • Equipment Maintenance/Operation

o Reviewing service contracts and possessing full knowledge of equipment, how it functions and maintenance of that equipment.

o Set up preventative maintenance program and ensure schedule adherence for equipment/supplies.

o Must troubleshoot, field, and resolve issues with equipment to not disrupt cadence with perioperative cases. Required to assess, make the decision, fix, adapt, and overcome equipment issues in a timely manner.

  • Communication

o Effectively and directly communicates (i.e., verbally, written, etc.) with technicians, clinical leadership, and others regarding reporting and resolving issues in real-time.

  • Decision Making

o Must mitigate and solve all operational issues at the location in an effectively and timely manner.

o Take point in engaging Infection Prevention, Third-Party Construction, and Facilities and Perioperative leadership to ensure the fix and remediation and mitigate impact to clinical care.

o Escalate any impact to clinical care that results in rescheduling of cases or cancellations.

o Escalate when key partners/vendors are not responding timely regarding issue resolution or assistance needed to remove barriers.

  • Regulatory/Compliance

o Coordinates and works directly with clinical leaders for supplies, equipment and ensuring regulatory compliance for running the clinic out of this location.

o Responsibility for understanding environment of care elements for regulatory compliance and ensuring requirements are met (e.g., JACO Requirements).

o Rounding with Infection Control and Regulatory to implement process improvement for all non-compliant issues identified.

  • Vendor Relations/Management

o Develops positive working relationships with vendors through effective communication and resolving vendor issues.

o Communicates effectively with the division who coordinates, receives/distributes (i.e. check in/check out) and accesses the equipment’s operational functionality.

o Escalate concerns when key partners/vendors are not responding timely regarding issue resolution or assistance needed to remove barriers.

  • Facility Management

o Operational responsibility for the Eden location, physical space, and point of contact.

o Troubleshoot issues/concerns in a timely manner to maintain a safe working environment and mitigate disruption in workflow.

  • Patient Flow

o Oversight of all parts that support the patient’s flow such all Durable Medical Equipment, (wheelchairs, stretchers, etc.).

o Completes preventive maintenance, ensures patient routes through the location are appropriate, safe, and meet regulatory guidelines.

o Maintain an effective patient flow upon patient arriving and exiting facility.

  • Budgetary

o Reviews, maintains, and is responsible for budgets (i.e., operations, materials, and associated expenses), variances, and issues.

o Clearly understand and articulate equipment/supplies needs and impact on budget.

o Work with Sr. Business Dir to adjust budget based on operational needs.

o Capital budget responsibilities – meets quarterly with service lines to discuss existing equipment and needs and justify what and when needed, submit purchase orders, and oversee receipt of items.

  • Process Improvement

o Identify need, pattern, or trend to ensure adequate solution and streamline processes. (e.g., sterile processing department flow and environmental services management).
