CIS is Hiring a Design/Construction Director (Seattle) Near Seattle, WA

Leveraging their project management background, the Design/Construction Director - Climate Resilient Infrastructure (CRI) will lead the management and oversight of day-to-day operations and workflows of our community-based infrastructure development work (project delivery) across CIS’s portfolio from CIS’s Seattle office to ensure quality and timely delivery of built assets that improve the community’s climate resiliency. Additionally, the position will provide industry, technical, and analytical support to CIS’s business development and marketing efforts.

We are seeking an experienced Construction Manager, Civil Engineer, and/or a Design Manager with a minimum of fifteen years of experience in sitework design and construction with a working knowledge of sustainable design and project management principles. Project Management Professional Certification is required. The ability and motivation to integrate social equity principles across the work, and a strong motivation to care for the underserved communities is an essential attribute of this role.

The role involves increasing productivity and improving the efficiency of our local delivery partners for the successful achievement of our extensive annual production (in excess of $50M) of infrastructure projects. Experience should include managing the design, preconstruction, and construction of site infrastructure systems and a proven track record of successfully completing all phases of projects including planning and conceptual design and permitting through construction completion and close-out.

This position reports to the Managing Director of CIS’s Asset Management Services.

Key Responsibilities:

  • Program level oversight of GSI design/construction project duties including managing design professionals, critical path scheduling, preconstruction services, and construction management services.
  • Identify and source qualified resources for the site/project selection, design, permitting, construction, and long-term facility operations & maintenance.
  • Work with property owners to gain access to property for projects design, construction, and long-term maintenance.
  • Ascertain technical and financial feasibility of proposed projects.
  • Work with CIS’s Community Engagement Directors to proactively connect project delivery through community outreach to Community Based Organizations for each project.
  • Work with CIS staff, support the showcasing of Environmental, Social, Governance (ESG) benefits of the program.
  • Ensure client’s strategic vision and goals for the program are achieved, maintaining CIS’s status as the preeminent sought-after service provider.
  • Responsible for leading and coordinating consultants, contractors and stakeholders across each Program within the CIS portfolio, as well as with subconsultants, public agencies, clients, non-profits, and other community-based organizations, as needed.
  • Develop multi-year program project plans, as well as developing annual budgets with thoughtful implementation plans.
  • Lead/assist with marketing efforts, such as proposal writing and participating in business development and marketing events and activities.
  • Responsible for meeting operations including agenda creation, meeting facilitation, minutes, and follow-up tasks, as necessary.
  • Support internal stakeholders including CIS leadership, Asset Management, Finance and Accounting with their needs for ongoing and ad hoc reporting, budget reviews, forecasting, site visits, and analyses as needed.
  • Identify and resolve potential performance gaps or challenges that may impact future commitments. As necessary, develop corrective action plans that promptly address any pain points, inefficiencies, or unmet business needs; partner with operations teams to guide end-to-end execution of the plan.
  • Ensure the consistent application of all controls, policies, and procedures.
  • Support an environment that fosters respectful, informative, and timely communication and collaboration across various functional areas.
  • Coordinate the activities of functional support teams to assure that all resources are well coordinated, and lines of communication are clear and open.
  • Review and analyze financial reports to proactively identify challenges as well as opportunities to improve operations and to maintain the overall financial health of the program.
  • Ensure that all milestones, measurements, fees, budgets, and schedules are achieved in compliance with the approved program business plan and the CIS’s vision.
  • Work with finance, accounting, legal, HR, IT, and various subject matter experts to maximize oversight and increase value within the partnerships to ensure delivery of the vision, scope and services.
  • Troubleshoot and adjust strategy and tactics when necessary to ensure achievement of goals.

What You Will Need:

  • Enthusiasm to work within a collaborative, interdisciplinary team of engineers, landscape architects, and planners to make positive and impactful change across communities through careful design and implementation of best practices.
  • Motivation to serve underserved communities.
  • Undergraduate degree in Civil Engineering or Construction Engineering. Graduate degree preferred.
  • Project Management Professional (PMP)® certification is required.
  • At least fifteen years of design and/or project management experience with projects involving large scale site infrastructure. Please highlight any experience working with underserved communities.
  • The successful candidate will have a proven track record of overseeing/managing the site infrastructure design process so as to understand construction cost implications from the project’s concept through permitting.
  • Proven abilities as a project manager and possessing the necessary skills to successfully manage projects, including the ability to mentor designers and contractors, properly schedule deliverables, budgeting, and developing a comfortable rapport with clients, team members, and external partners.
  • Experience in business development, including responding to requests for proposals.
  • Proven ability to manage timelines, delivery, and dependencies in a results-focused environment and influence outcomes without hierarchical authority.
  • Excellent interpersonal, writing, and presentation skills, with the ability to communicate effectively with management and cross functional teams and establish collaborative relationships internally and externally.
  • Flexible attitude with respect to work assignments and ability to manage multiple and competing priorities in a dynamic and matrixed environment.
  • Ability to take personal responsibility for the quality and timeliness of work and achieve results with little oversight.
  • Critical thinking and analytical skills necessary to mitigate risk factors and resolve complex or unforeseen conditions amid tight timelines and high client expectations.
  • Demonstrable business sophistication and financial aptitude necessary to navigate high complexity service level agreements.

Position Location Requirements

The candidate is expected to be based near and work in our office in Seattle, and work from the office a couple days a week. The candidate will also need to attend other in-person meetings as required and should anticipate approximately 20% travel time throughout the year.

The pay range for this position is $200k to $225k. However, base pay offered may vary depending on skills, experience, job-related knowledge, and location. This position is eligible for incentive payments of up to 20% of the base pay if goals are met, aligning the performance of the position with the goals of the program.
