Position Overview:

The Senior Vice President (SVP) of Policy is a key leadership position reporting directly to the CEO. The SVP will lead clean energy policy, leveraging an influential membership of the world’s largest purchasers of electricity with more than $15T in collective market cap, to accelerate clean energy investment, development and procurement in line with CEBA’s mission of customer-driven clean energy for all.

The SVP will actively collaborate with the CEO and executive leadership to drive strategy, execute short and long-term objectives, and define and meet metrics of impact and accountability. The SVP’s role includes engagement with the CEBA and CEBI governing Boards of Directors and the Advisory Board consisting of key CEBA members informing strategy.

This position is critical to the fulfillment of CEBA and CEBI’s missions as we execute our strategy in line with our global aspirations.

Core Responsibilities:

  • Establish, implement and oversee policy agenda and engagement to drive clean energy investment, development and procurement in the U.S. and priority markets around the world.
  • Monitor market dynamics, policy landscapes, and member activities to inform strategy and communicate trends, forecasts, and impacts internally and externally.
  • Develop, execute, and track key U.S. legislative and regulatory opportunities and activities at national and regional levels. Manage a team of registered lobbyists and federal and regional policy professionals. Facilitate relationships with policymakers both in Congress and the Administration.
  • Act as CEBA’s lead in Congressional hearings, federal agency rulemakings, and other federal legislative and regulatory proceedings. Act as CEBA’s spokesperson on high-level policy and regulatory developments.
  • Work closely with CEO and government affairs function to develop and drive advocacy strategy to accomplish policy objectives
  • Work directly and collaboratively with the SVP of External Affairs and Communications to drive policy and advocacy communications.
  • Oversee policy positioning for development efforts, including identifying fundraising opportunities, cultivating relationships, and shaping the policy narrative with funders.
  • Lead the team in the development of authoritative resources, including guiding principles, primers, white papers, guidance documents, policy principles, and frameworks, as well as thought leadership pieces informed by energy customers and industry experts.
  • Act as a primary relationship leader for identified members and stakeholders, including actively engaged energy customers advising on national and regional policy.
  • Serve as CEBA’s subject matter expert on how market and policy recommendations can promote best practices for clean energy procurement and investment.

Organizational/Leadership:

  • Plan and execute the policy and regulatory strategy, including budget oversight, resource allocation and timeline management. Work collaboratively and closely with the CEO and executive leadership team.
  • Use data, analytics, and insights to determine program and initiative success.
  • Understand and track the effectiveness of key initiatives, research, programs/events, and overall enhancement of the CEBA member experience.
  • Develop, nurture, and maintain a relationship with the CEBA and CEBI Boards of Directors.
  • Actively engage with the Advisory Board, an influential CEBA member group informing strategy and driving CEBA’s Policy work.
  • Support and grow a team of CEBA policy professionals and consultants.
  • Facilitate cross-team collaboration and growth.

Qualifications:

Required:

  • 20 years’ experience if no higher education
  • 15 years’ experience Bachelor’s Degree
  • 12 years’ experience Master’s Degree

Additional:

  • Demonstrated industry experience or expertise in at least one programmatic subject matter area including but not limited to energy, sustainability, climate, cleantech, policy, utility engagement, corporate procurement.
  • Deep understanding of Congressional lawmaking and federal regulatory processes; Established Congressional and Executive branch relationships that allow for confident interaction with key Hill staff, elected officials, and business executives.
  • Superior, executive-level written and verbal communication.
  • Project team leadership and people management experience.
  • Influential and credible professional network, preferably within clean energy and sustainability.
  • Eligible to work in the United States.
  • Ability and willingness to work nontraditional hours and travel up to 25% of the time.
