The Denver Human Services is seeking a highly qualified individual to serve as the Director of the Financial Services Division. The Director will guide, direct and supervise staff and oversee all functional areas within Financial Services, including budgeting, state reporting of all financial transactions, foster care and child care provider payments, accounts receivable and accounts payable, procurement, contract compliance and management, complex contract negotiation, and internal audit. In this role, the selected individual will report to the Chief Financial Officer of Denver Human Services

The selected candidate will have a proven track-record of leadership, integrity, discretion and a commitment to the work of Human Services. The successful candidate will also demonstrate a passionate desire to support the learning and integration of the equity diversity, and inclusion (EDI) work and goals throughout the Division.

The Division Director will also be able to analyze complex financial issues spanning multiple years and communicate complex financial results, issues, and ideas to all levels of the City, including formal presentations to a variety of audiences external to the department.

Generally, the Division Director:

  • Manages and oversees major functional area(s) including financial reporting operations for Human Services programs and/or other state, federal, or private grants and contracts. Ensures accounting activities are in compliance with professional accounting rules and regulations, State and Local statutes, ordinances, charters, federal funding requirements, or any other applicable rules and regulations that may pertain to the funds.
  • Guides, directs and reviews work of subordinate fiscal administrators to ensure timely, accurate, and propriety of transactions and financial reports
  • Identifies, analyzes, and proposes solutions to complex department-wide, and in some instances statewide fiscal issues that may impact the department and the services and supports provided. This includes, organizing and leading meetings to define financial policy for the Department
  • Communicates with department management to determine changing needs relative to the Financial Services Division; explains departmental and/or City policies and procedures; interacts with City employees from various departments as well as state and county finance representatives, through which the division director will represent the department’s positions on fiscal policy
  • Reviews monthly analysis of revenue, expenditures, and variances, as prepared by subordinate staff; identifies reasons for differences; oversees department-wide budget monitoring and the annual budget development process, ensuring that the latter is in alignment with the department’s strategic direction. Also, Develops and tracks performance metrics for areas falling under the division’s purview for the City's Peak Performance presentations
  • Establishes appropriate internal controls and policies for effective use of resources. Reviews processes and reports on a regular basis to ensure that policies and practice are appropriately adapted to evolving environments. Must be able to thrive in a high volume setting with complex systems and adapt to constantly changing requirements.
  • Coordinates through subordinate internal audit staff various City, state and independent audits. Evaluates, proposes corrective actions, and implements internal and external audit recommendations and provides feedback to management on results
  • Demonstrates superior seamless customer service, integrity, and commitment to innovation, efficiency, and fiscally responsible activity in a high-performance environment. Develops constructive and effective relationships and tactfully resolves escalated issues
  • Proven leadership skills in a values-driven learning environment where leaders train, coach, counsel and develop those within area of supervision towards achieving a high-performance. Develops work plans and performance evaluations for employees in area of supervision to support the strategic plan of the division and department. Executes leadership skills by providing sound judgment with decisions and recommendations based on thorough research, comprehensive analysis, and with consideration of the potential impact on a broad scale
  • Completes other projects and duties as assigned

Our ideal candidate will have:

  • Seven (7) plus years' experience in public sector financial management, with preference given to individuals with familiarity with human services financing, including:
  • Proven ability to research and interpret complex rules and regulations related to various funding sources and then apply knowledge to resolve issues and to inform policy/procedure development
  • Experience reviewing, analyzing and implementing policies or procedures written by others, including local, state and federal legislators and policy makers, and ability to thoroughly research and write internal policies and procedures related to area of oversight
  • Significant experience analyzing complex problems related to department-wide finances, with the ability to develop recommendations to resolve problems including providing advice, guidance, and training to peer division directors and other leadership with the department, contractors, and staff
  • Solid working knowledge of the full spectrum of citywide procurement practices involving the expenditure of a wide variety of funding sources
  • Oversight of year-end processes with previous experience preparing and reviewing periodic financial reports/transactions in accordance with GAAP and GASB, including accruals and support documents for the SEFA
  • Previous experience as a primary point of contact with a variety of internal and external auditors, from routine monitoring activities to the Single Audit
  • Excellent judgment and organization skills to prioritize, navigate, and creatively resolve a wide variety of problems with a focus on customer service while adhering to necessary requirements
  • Regularly monitors key performance indicators in area of oversight and directs work plans or processes to ensure seamless customer service. Advanced Excel skills to analyze data sets and working knowledge of Lean or Six Sigma tools to improve efficiency, customer service and reduce the possibility of error
  • Proven leadership skills with demonstrated ability to foster and promote a values-driven culture. Leads by example with unwavering ethics and high-performance standards. Demonstrated success at leading cross-functional teams to achieve goals in a high volume and fast-paced environment
  • Superior listening and oral communication skills to effectively engage other leaders, staff, and customers; strong negotiating skills; excellent written communication skills

  • Education requirement: Bachelor's Degree in Business Administration or a related field based on a specific position(s)
  • Experience Requirement: Five (5) years of experience managing a financial functional or financial operational work group, business unit or area and supervising lower-level supervisors, managers, or professional-level staff in disciplines including accounting, budget, assessment, treasury, cash management, debt, investments, real estate, internal control and compliance, risk management, or a related discipline
  • Education/Experience Equivalency: Two (2) years of the appropriate type and level of experience may be substituted for each required year of post-high school education
  • License/Certifications: By position, possession of one of the following: Certified Public Accountant, Certified Government Financial Manager, or Certified Public Financial Officer.

Licenses and certifications must be kept current as a condition of employment

Additional appropriate education may be substituted for the minimum experience requirements
