The purpose of this classification is to perform specialized managerial functions involved with the engineering, construction, operation, design, maintenance and coordination of water, natural gas and electric distribution systems for the Water Gas &Light Commission.
EXAMPLE OF DUTIES
Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.Plans, organizes, directs, and reviews work, activities, and resources required for projects; coordinates project activities with contractors, the general public and utility crews; reviews quality of completed work and ensures compliance with standards.May design water, natural gas and electric utility systems and maintenance projects, utilizing C.A.D. software; may design sewer lines, storm drainage, curb and gutters, recreation areas, parking lots, exhibits, etc;Utilizes survey equipment to design new utility construction and evaluate existing utility locations; designs utility installation projects for new commercial, industrial and residential customers.Reviews project plans to determine resource needs, required procedures, staff requirements, and allocation of available resources to various project phases; prepares detailed estimates for projects.Reviews plans submitted by contractors; ensures compliance with city, state and federal standards; prepares detailed estimates for contractors to install new utilities and/or relocate existing utilities.Designs and manages utility identifications and relocations for Department of Transportation (DOT) road projects.Coordinates with federal/state agencies for construction of new facilities/projects that may change current sewage and storm piping or utility standards.Makes project recommendations to the Planning Board or Assistant Manager of Operations.Approves contractor pay applications, bids, invoices, and change orders.Develops project program budgets; monitors expenditures under current budgets.Responds to routine request for information from employees, officials, the public or other individuals; responds to complaints and questions related to department operations; provides information, researches problems, and initiates problem resolution.Prepares a variety of reports, purchase orders, bid documents, and related documentation; completes appropriate paperwork to obtain utility easements and various other permits required for utility construction; makes presentation and recommendations as appropriate.Operates or uses various equipment, power tools, hand tools, and supplies in order to complete work assignments: operates and maintains pick-up truck, digital camera, plotter, wide format scanner, hand-held GPS unit, drafting instruments, surveying instruments, valve locator, compass, , and other power or motorized equipment.Operates a personal computer to enter, retrieve, review or modify data, utilizing Microsoft Word, Excel, Auto Cad, word processing, spreadsheet, database, presentation, Internet, e-mail, or other software; and operates general office or other equipment as necessary to complete essential functions.ADDITIONAL FUNCTIONSMay perform the duties of the WG&L Engineering Director in his/her absence.Performs other related duties as required.
