General Description

The City of Albany Public Works Engineering Department is hiring for an Engineering Technician. This position is responsible for inspecting, managing, and documenting construction of public works and private development infrastructure for conformance with approved plans, construction standards, and engineering standards. Processes applications and permits; reviews plans; reads maps; conducts research and compiles information; conducts field inspections; and performs related duties as assigned.
The general working hours are 8:00 a.m. to 5:00 p.m. Monday through Friday.
Salary Information:
Effective July 1, 2024, this position will receive a cost-of-living adjustment (salary increase) of two percent (2.0%).
Benefits include:

  • Essential Functions/Duties & Responsibilities

    The duties listed are intended only as illustrative examples of the various types of work that may be performed by individuals in this classification. Any of the following duties may be performed. These examples are not necessarily performed by all incumbents and do not include all specific essential functions and responsibilities the incumbent may be expected to perform.
    1. Plans, coordinates, and oversees all types of projects involving the construction and maintenance of public infrastructure, including water mainlines and lateral services, sewer mainlines and lateral services, storm water facilities, roadways, sidewalks, and ADA (Americans with Disabilities Act) ramps, etc.
    2. Performs duties as an inspector for construction of improvement projects to assure satisfactory workmanship and adherence to engineering drawings and specifications.
    3. Serves as process and project manager for assigned infrastructure projects. Facilitates pre- construction meeting; tracks and ensures follow up and resolution of all outstanding issues; tracks completion of final punch list items; and ensures final inspections pertaining to building permits are complete; signs off and completes check list to ensure requirements are met prior to approval and determines to release or hold for compliance.
    4. Performs contract management functions for public construction developments including coordinating payments, overseeing change orders, monitoring scope, schedule, and cost.
    5. Assists the public by providing location and connection information related to City-owned streets and utilities; issues permit as required; and provides standard construction information.
    6. Coordinates and performs sidewalk inspections.
    7. Inspects job sites to verify construction is being performed while maintaining erosion and sediment control, and coordinating corrective actions to failing containment systems, as needed.
    8. Responds to inquiries from contractors, developers, property owners, staff, and the public regarding engineering processes and procedures, including interpretation of codes, standards, specifications, and other City ordinances.
    9. Provides administrative, logistical, and technical support to project and construction management staff by organizing and coordinating records, files, and databases; composing correspondence; gathering, recording, and evaluating data; assisting document preparation and standards or specifications.
    10. Effectively utilizes word processing, data base, spreadsheet, design, and computer-aided drafting software, as appropriate, to facilitate written communications, technical evaluations, project management, and engineering design.
    11. Represents the City of Albany by responding to the public, citizens, its employees, and others in a prompt, professional, and courteous manner while continuously maintaining a positive customer service demeanor. Regards everyone, internal and external, as a customer and deliver the best service possible in a respectful and patient manner.
    12. Works to create a high-performance work culture by demonstrating a positive attitude and modeling the City's mission, vision, and values. Conducts self with high integrity, proactive in conserving City resources, and seeks and incorporates customer feedback for ongoing performance improvement. Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality customer service.
    13. Serves as a member of various City committees as assigned.
    14. Assists other staff in the performance of their duties as assigned; and may provide training and orientation to new assigned personnel.
    15. Maintains regular job attendance and adherence to working hours.
    16. Adheres to appropriate attire, grooming, and hygiene standards established for the position.
    17. Operates a motor vehicle safely and legally.
    18. Performs other related duties as required/assigned.
    Position Job Tasks and Responsibilities
    The following duties of this classification are intended only as illustrative examples of the various types of work that may be performed by individuals in this position.
    Capital Projects
    1. Inspects the work of contractors building City funded public improvements.
    2. Administers Public Works Capital Improvement projects.
    Site Improvement Projects
    1. Inspects the work of private developers building public improvements.
    Encroachment Permits
    1. Inspection of all permitting in public right-of-way, including franchise utilities.
    Supervision/Lead Work Exercised

    This is a non-supervisory position. Lead work and coordination of work of others is not a typical function assigned to this position. Incumbents in this position may provide training and orientation to newly assigned personnel.
    Works under the general guidance and direction of the Engineering Construction Supervisor.
    Qualifications & Requirements

    Education and Experience:
    An associate degree in civil engineering, or a related field
    AND
    Five years of experience in the field of civil engineering
    OR
    An equivalent combination of education, training and experience that provides the required knowledge, skills, and abilities.

    Special Requirements:
    1. Possession of or ability to obtain a valid Oregon driver's license and a driving record that meets the City's driving standards.
    2. Possession of or the ability to obtain an Oregon Limited Plumbing Inspector within two years of job placement.
    3. Possession of or ability to obtain Certified Erosion and Sediment Control Lead, within six months of job placement.
    4. The individual shall not pose a direct threat to the health or safety of themselves or others.
    Knowledge, Skills, and Abilities:
    Knowledge of: engineering principles, practices, terminology, and methods applicable to a municipal public works setting; construction methods used in constructing public infrastructure including construction equipment, underground construction, shoring and forming; performance testing procedures; construction materials such as aggregate, concrete, asphalt and piping; construction material testing procedures, soil mechanics and geology; project management and inspection practices and procedures; OR-OSHA Construction safety requirements; Oregon State Standards and Specifications for Construction (OSSC) standards and specifications; and City policies and procedures, standards, and specifications.
    Skill in: reading, understanding, and interpreting construction plans, engineering plans and specifications; construction staking, grade setting, layout, and general surveying; inspecting and analyzing construction procedures and code violations; making mathematical calculations (fractions, percentages, and ratios) and drawing logical conclusions; detecting faults in construction materials, plans, specifications and workmanship; testing of water and wastewater systems per the city or other national testing standards; preparing correspondence, reports and legal documents; using computer software, including word processing, spreadsheets, and interactive computer programs; operating common office equipment. (i.e., MS Office); assessing and prioritizing multiple tasks, projects and demands; resolving problems or complaints; reading, interpreting, and applying local, state, and federal laws, rules, and regulations; researching deeds and survey records and writing reports; and communicating effectively both orally and in writing; and operation of listed tools and equipment used.
    Ability to: prepare, organize, and maintain engineering field and office data, reports and systems; apply related City policies laws and regulations; operate highly technical computer applications, such as GIS or CAD; create and guide implementation of capital improvement plans or programs; communicate effectively, verbally and in writing; understand and carry out written and oral instructions; establish and maintain effective working relationships with employees, other departments, and the public; and operate computers for data entry, word processing, presentation software, and spreadsheet programs.
    Work Environment
    In the performance of the job duties, the employee will perform in an office setting approximately 30% of the time. Work is performed outdoors approximately 70% of the time while inspecting various land use developments, construction sites, or municipal facilities. While performing outdoor work, employee is exposed to various weather conditions, including heat, cold, rain, snow, ice, night work, etc. The employee occasionally works near moving mechanical parts and in high, precarious places and is occasionally exposed to fumes or airborne particles, toxic or caustic chemicals, risk of electrical shock, and vibrations. Occasional travel includes local and regional meetings, and regular visits to work sites around the city. This position may occasionally be required to work evenings and weekends.
    Physical Demands

    The work is medium work which requires exerting up to 50 pounds of force occasionally, and/or up to 30 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects. Additionally, the following physical abilities are required:

    • Repetitive Motion: Substantial movements (motions) of the wrist, hands, and/or fingers.

    • Visual Acuity: sufficient to observe violations of codes, to effectively operate standard office equipment; ability to read and write reports, correspondence, instructions, drawings, etc.; and to operate motor vehicles by both day and night.
    • Walking: sufficient to move about on foot to accomplish tasks, particularly for long distances or move from one work site to another.

    In the performance of job duties, the employee will use a computer, including word processing, spreadsheet, database application programs; and computer-aided-design software; standard drafting tools; pipe locator; engineering calculator; motor vehicle; phone; mobile radio; copy and fax machines; survey equipment including level, theodolite, and electronic distance measuring devices, assorted hand tools; copy and fax machines; and other related tools and equipment.
    Safety Equipment

Hearing protection (including earmuffs), safety glasses, steel toed boots, gloves (nitrile, latex, leather), hardhat, knee pads, dust masks, traffic cones, safety vest, fall-restraint equipment when required.
