WHAT YOU WILL BE DOING (DESCRIPTION):

Performs difficult technical and supervisory work planning, organizing and directing the work of multiple divisions, supervisors and crews engaged solid waste collection activities and in construction, repair, and maintenance streets.

An employee in this class plans, organizes, and supervises work divisions and crews engaged in the construction, repair, maintenance, and installation of city streets, 3rd party maintenance of NCDOT roads within Town limits, solid waste collection, and emergency response and organization of emergency support for events such as snow removal, storm clean up and accident cleanup. Work includes planning work projects based on service extension needs, maintenance, and emergency needs; overseeing preventive maintenance and repair of streets, curb, sidewalks, and stormwater conveyance systems; developing and overseeing budgets, proper materials and equipment allocation, and determining work priorities; reviewing construction plans and assuring compliance with Town regulations and State requirements; inspecting work in progress and upon completion; answering and resolving public complaints; and assisting other Town departments when needed in emergencies and in special events. Work involves significant supervisory responsibility for division supervisors, their crews and their safety. Work requires good interpersonal, technical and administrative skills. The employee is subject to working in inside and outside environments. Work involves emergency call-back service, and also includes directing the Town's inclement weather response. The employee must exercise judgment and initiative in carrying out assignments. Work is performed under general supervision of the Public Works and Transportation Director and is inspected for compliance with instructions, conformance to established standards, productivity of the unit, and general community acceptance.

A SAMPLE OF THE ESSENTIALS (DUTIES & TASKS):

* Directs supervisors and their crews in the maintenance, repair and construction of streets, right of way maintenance, sidewalks, and erection of street signs; and oversees the management of the solid waste collection program curbside collection program including garbage, recycling and yard waste.

* Manages yard waste recovery and disposal program.

* Manages Solid Waste contracts and prepares bids.

* Coordinates educational outreach programs with the communications and sustainability departments.

* Drafts PowerPoint presentations and meets with various stakeholder organizations such as HOA's, schools, and civic organizations.

* Coordinates with event staff to support Town-sponsored special events; review event requests, provide comments and create work orders for events.

* Responds to service requests for streets, sidewalk, and solid waste collection issues.

* Surveys job sites prior to instructing crews on large or more difficult projects; inspects work during performance and after completion.

* Assists with the planning, monitoring, and inspection of contracted construction and maintenance projects.

Develops and administers division budget; participates in the preparation of bid specifications and bid proposal analysis for service and purchase contracts.

* Responds directly to residents regarding escalated complaints related to solid waste collection, litter and debris removal, right of ways, and general street and sidewalk issues.

* Prioritizes projects and coordinates the use of available equipment, materials and staff to obtain maximum effectiveness and economy.

* Coordinates and schedules fleet motor pool or rental equipment needs with Fleet Services department.

* Ensures supervisors and workers follow appropriate safety procedures; assures training of workers in proper work methods and techniques; checks work in progress for appropriate work methods and quality; and investigates accidents and reviews insurance issues.

* Keeps records; prepares reports; prepares material and supply requisitions; maintains appropriate records; uses Asset Management tools such as Cityworks software and other management tools including Microsoft Excel and Power BI to analyze, monitor, review and document work activities and production.

* Evaluates operational and maintenance needs for procedures, equipment and personnel; creates policies and procedures for use in performing the work.

* Interviews and selects personnel to be recommended for employment; evaluates performance; conducts disciplinary actions when needed.

* Directs the Town's inclement weather response.

* Provides equipment and manpower support to other divisions in emergencies and for special events.

DESIRED KNOWLEDGE, SKILLS, AND ABILITIES:

* Comprehensive knowledge of the principles, practices, and materials used in repair and maintenance of streets, right of ways, natural disaster response, and snow removal and de-icing programs.

* Comprehensive knowledge of safety in required work practices; ability to recognize hazards associated with construction and to follow OSHA guidelines.

* Thorough knowledge of budgeting and purchasing procedures and ability to implement and manage budget resources effectively.

* Thorough knowledge of negotiating and managing service contracts.

* Some knowledge and experience operating heavy equipment.

* General knowledge of civil engineering principles and related engineering specifications and environmental laws.

* Comprehensive knowledge of GIS and mapping systems.

* Comprehensive knowledge of solid waste collection, disposal, recycling, and organics composting.

* Leadership skills and knowledge of supervisory principles and practices; ability to effectively direct the work of multiple crews and programs.

* Some knowledge of surveying principles and practices.

* Ability to direct division response in emergency situations.

* Ability to perform research and prepare technical reports and findings on program needs.

* Ability to operate computer and to use a variety of programs required by the work.

* Ability to read plans, specifications, maps, and drawings and pay attention to detail.

* Ability to establish and maintain effective working relationships with supervisors, peers, subordinates and citizens and to communicate effectively orally and in writing.

* Ability to maintain and prepare accurate workplans and comprehensive weekly reports.

WHAT YOU'LL NEED (MINIMUM MUST-HAVES):

Graduation from a community college and extensive experience in street construction maintenance and repair, and solid waste collection, or experience in related public works areas, including supervisory experience; or an equivalent combination of education and experience.
