About our opportunity:
The City of Asheville is seeking qualified applicants for the position of Community Development Division Manager in the Community and Economic Development Department. The CED works to build opportunities for community access to housing and equitable economic opportunity. Our team is dedicated to exceptional public service and community engagement. This Division manages and administers HUD funded programs for Asheville and a four-county consortium consisting of Buncombe, Henderson, Transylvania and Madison Counties. Broadly, these programs include the Community Development Block Grant (CDBG), Community Development Block Grant - COVID (CDBG-CV), HOME Investment Partnerships Program (HOME), and other programs funded by HUD, including the recently announced HOME ARP funding.
What you'll be doing:
  • Manage and oversee programs and activities funded by the Department of Housing and Urban Development (HUD), including Community Development Block Grant (CDBG), HOME, CDBG-CV, and HOME ARP funding.
  • Prepare action, performance, and allocation plans; monitor sub-recipients; and ensure compliance with federal regulations.
  • Coordinate oversight and planning with related committees, ensuring citizen and stakeholder participation in developing strategic and action plans.
  • Present information to relevant committees and City Council for key decisions in funding allocations.
  • Oversee and direct the preparation of the City's Five-Year Consolidated Plan and Annual Action Plans.
  • Develop and recommend policies and programs related to community development for City Management and City Council.
  • Develop and maintain program financial management and budgets.
  • Plan, assign, and direct personnel responsible for various housing and community development functions.
  • Supervise and evaluate assigned Community Development staff, fostering a collaborative and supportive team environment.
  • Develop and improve systems of management for community development programs, troubleshoot issues, and identify practical solutions.
  • Maintain up-to-date knowledge of housing and community development activities and trends.

About you:
We know your time is valuable. Applicants who meet the following minimum requirements or have comparable experience and/or education will be considered:
  • Bachelor's degree in public administration, community development, urban planning, business administration, social sciences, or a related field.
  • 5 years of related experience in developing and implementing affordable housing and community development programs and/or grant administration, including experience in employee supervision.
  • Thorough knowledge of federal community development programs, regulations, and administrative requirements.
  • Considerable knowledge of resources available for housing and community development projects at local, state, and federal levels.
  • Ability to communicate effectively in oral and written form, and to give presentations before large groups of people.
  • Ability to establish and maintain effective working relationships with various governmental officials, stakeholders, and the general public.

  • Work Schedule: Generally Monday-Friday, 8:30 a.m. - 5:00 p.m., with some attendance at evening meetings of the Asheville City Council and related meetings required.
  • Position requires in-person presence at Asheville City Hall and includes hybrid work options as approved by the Department Director.
