If you are seeking a meaningful role where you can make a real difference improving and growing our City, we welcome you to explore the job opportunities we have to offer.Posting Expires: 7/5/2024Salary: Commensurate with experienceGeneral Description and Classification Standards:The Department of Public Works (DPW) Service Delivery Manager will serve as an operational team, technology, and project leader for the departments newly constructed command center. This is a high level strategic and analytical position that requires critical thinking to solve complex logistical problems that may arise daily, utilizing industry standard tools in routing software, COA cameras, and GIS Mapping technology for solutioning. Other responsibilities include but are not limited to Command Center team management, project management, technology onboarding, contribution to department-wide reporting and analytics, knowledge-based management, training, operational outreach, and process improvement. Additionally, this a tactical position that drives meaningful progress executing tangible results on departmental initiatives related to SMART City actionable technologies that make DPW services more streamlined, innovative, and efficient.
Supervision Received:Receives guidance regarding overall mission, short and long-term objectives, scheduling, unusual priorities, and is expected to structure their workday to accomplish established goals for self. This position can work independently or part of a team that meets to discuss issues related to budgets, staff, policy, projects, technology, and overall departmental operations. Direction received is very general and focuses on strategic objectives and is typically collaborative. This is a policymaking level of management position and would be considered "upper middle" management.
Essential Duties & Responsibilities: these are typical responsibilities for this position and should not be construed as exclusive or all inclusive. May perform other duties as assigned.
  • Provides leader-based oversight of command center resources responsible for the deployment of vehicles and manned resources throughout the city of Atlanta, ensuring the detail completion of all standard work or assigned task in an organized professional fashion.
  • Solves complex logistical problems that may arise daily, utilizing industry standard tools in routing software, COA cameras, and GIS Mapping technology for solutioning.
  • Must be committed to work harmoniously with others in the Department and other organizations ensuring that the day-to-day activities are handled effectively.
  • Provide thought leadership in establishing and operationalizing the COA Smart City eco-system specific to DPW’s strategy development.
  • Provide recommendations to improve overall strategic approach to all Technology Innovation projects based upon experience supporting innovation
  • Researches and explores special initiatives supporting technology program objectives and DPW key priorities.
  • Develop recommendations to streamline processes, improve resource allocation, and leverage innovative technologies.
  • Provides oversight in the gathering and analysis of technology requirements on behalf of the department.
  • Identify, lead, and manage innovative approaches to business challenges and work with teams across DPW to deliver customer centric solutions
  • Lead cross-functional technology initiatives using advanced data modeling and analysis techniques to discover insights that will guide strategic decisions and uncover optimization opportunities.
  • Performs data analysis to proactively identify and/or resolve problems per operational standards and procedures.
  • Assist other management team members in identifying trends and establishing departmental goals.
  • Maintains relevant knowledge of new industry technology and is responsible for reporting appropriate information to the executive team accordingly.
Decision Making:
  • Provides input regarding decisions that impact technology and the systems of operation in the Department.
  • Follows standardized procedures and written instructions to accomplish assigned tasks.
  • Applies organizational policies; recommend strategy or policy changes.
  • Provides technical knowledge and guidance as required to less experienced staff, interns, temporary employees, etc.
Leadership Provided:Can have supervisory authority over a specified work group and provide knowledge-based leadership, guidance, and/or training to less experienced staff. Additionally, can lead cross-functional teams to address business issues and will occasionally act as coordinator or lead in the absence of Director.
Requirements (Knowledge, Skills & Abilities):
  • Excellent organizational skills and demonstrated ability to lead teams through complex and ambiguous task.
  • Good communication, including writing, speaking and active listening. Good leadership and conflict management skills
  • Good technical project management skills, including organization, planning, time management and prioritization
  • Good problem-solving skills having accuracy and attention to detail. Team-working skills with good verbal and written communication having ability to organize and manage time effectively, demonstrating accountability and dependability.
  • Self-starter, self-motivated with demonstrated ability to work independently. Has critical thinking skills with effective judgement and decision making.
  • Working knowledge and understanding of an operations command center environment.
  • Ability to safeguard sensitive and/or confidential information.
  • Experience and knowledge in Work Order/Incident Ticket Tracking Systems, Microsoft operating systems and applications current and future.
  • Knowledge of IT best practices, policies, and regulations.
QualificationsMinimum Qualifications – Education and Experience:
  • Bachelor’s degree in business or technology related field.
  • Minimum of 5 years’ experience with Information Systems, analyzing and redesigning business processes, and providing business requirements to technical teams.
  • Technologically advanced skills in Microsoft Office Suite (Outlook, Teams, Excel, PPT, Word, Access etc.) Visio, PowerBI, and SharePoint.
  • Valid State Driver’s License
Nice to Have – Noted as a Plus:
  • Master’s degree in business or technology related field. Advanced degrees in relevant areas are welcomed such as MA, MS, MBA, MPA, etc.
  • Extensive Knowledge: Microsoft Office Suite and Messaging Platforms.
  • Extensive Knowledge of Software Systems—AssetWorks, Rubicon, Routific, Calabrio, ServiceNow, PowerBI, Hansen, Accela, enQuesta, DextrFlex, and Calabrio.
Licensures and Certifications Desired but not required: Six Sigma (White, Yellow, Green, or Black Belt)
Project Management Professional
Organization Change Management (OCM) Professional
Essential Capabilities and Work Environment:This position is considered essential and thereby requires, on occasion, that the incumbent work outside of normal operating hours, which may include evenings, weekends, and holidays, as well as during inclement weather and/or times when the city would otherwise be closed.
