PRIMARY DUTIES & RESPONSIBILITIES
OVERVIEW OF POSITION / DEPARTMENT
The City of Aurora is seeking a highly qualified individual for the position of Project Manager Supervisor in the Facilities Project Delivery division within the Public Works department. This person is responsible for supervising project managers and oversees the facilities building maintenance and building design/construction. This includes managing design and construction projects for city municipal buildings, capital improvements and new building construction projects. Project management includes project planning, design, budget management and construction oversite and other duties as assigned.
Signing Bonus: New employees are eligible for a $5,000 bonus; with $2,500 paid on the first payroll, and $2,500 paid upon completion of six (6) month introductory period from hire date.
Salary to commensurate with experience.
Hiring range for this position is $99,786.40-$124,733.00/Annually
Salary range for this position is $99,786.40-$155,916.25/Annually

PRIMARY DUTIES & RESPONSIBILITIES
  • Supervises a team of project managers.
  • Provides leadership and completes performance evaluations for staff.
  • Organize and participate in the development of requests for qualifications (RFQ) and request for proposals (RFP): by assisting in responding to questions during selection process, evaluating RFQ and RFPs, leading pre-proposal meetings and participate in interviews; and by assisting in the recommendation of the award.
  • Review and approve design phase submissions for proper alignment of scope, quality, budget, and schedule.
  • Construction oversight for projects: conducts walk through with contractors, identify pre-problems areas, coordinates and approves construction schedule and monitor project through completion.
  • Review, negotiate, and approve change orders.
  • Inspect completed and in-progress work sites, perform field construction inspections.
  • Negotiate and monitor contracts.
  • Supervise and coordinate the work activities of assigned personnel.
  • May serve as on-site construction manager.
  • Review and approve pay applications and invoices.
  • Monitor, evaluate and manage performance of professional and construction contract services (egg: architectural, engineering, estimating, scheduling, constructability/compliance review, construction management, etc.)
  • Aid in the identification of issues and resolution of disputes and claims, may apply judgment on all design and construction related problems and trouble shoots to expedite completion and closeout of projects.
  • Participate in negotiation of professional design and construction services agreements and amendments, assist in negotiating guaranteed maximum price (GMP) proposals.
  • Manage project budget: deliver high quality projects on time and on or under budget to client's satisfaction.
  • Ensures compliance with design and government regulations.
  • May work with consulting engineers, contractors, and other agencies.
  • Review and evaluate design plans and specifications developed by City staff and outside consultants.
  • Work with the City's Purchasing and Contracts Division in publishing requests for proposals and in selecting consultants and contractors for capital projects.
  • Develop and implement purchasing contracts for complex projects.
  • Performs other related duties as assigned.
MINIMUM QUALIFICATIONS & WORKING CONDITIONS
MINIMUM QUALIFICATIONS
An equivalent combination of education, training, and experience that demonstrates required knowledge, skills, and abilities may be considered.
Education:
  • Bachelor's degree in construction management, engineering, architecture, or another related field.
Experience:
  • A minimum of 8 years of relevant progressively responsible experience as a project manager including, but not limited to, project design and construction management. A proven history of successful delivery of building (vertical) construction projects on time and within budget.
  • Two (2) years of lead or supervisory responsibility
Licenses and Certifications Required:
  • Driver's License with a good driving record
Preferred Qualifications:
  • Project Management Professional Certification (or equivalent) preferred.
  • Associate Design-Build Professional preferred
Knowledge:
  • Comprehensive knowledge of current engineering design and construction principles and practices applicable to public facilities projects; local, state, and federal laws and regulations related to assigned function.
  • Knowledge of Crime Prevention through Environmental Design (CPTED)
  • Knowledge of Projectmates (preferred)
Skills:
  • Strong interpersonal, analytical, and organizational skills.
  • Skill in the use of field and office engineering instruments and equipment
  • Skill in the use of windows-based programs such as Word, Excel, etc.
  • Skill in checking information for accuracy and completeness and correcting errors.
Abilities:
  • Establish and maintain effective working relationships with employees, all levels of management including executive staff, citizens, and elected officials.
  • Handle sensitive situations with tact and diplomacy.
  • Communicate effectively both orally and in writing with the public, commissions, City Council, and city staff regarding development projects and issues.
  • Establish and fulfill goals and objectives.
  • Direct and effectively supervise a diverse workforce.
  • Administer budgets.
  • Plan and schedule work unit operations.
  • Interpret codes and criteria.
  • Use computer design and optimization software.
  • Make decisions and solve complex technical problems.
  • Creatively solve problems, negotiate, and handle stressful situations in a positive manner.
WORKING CONDITIONS
Essential Personnel:
  • When a local announcement of emergency or disaster is declared by the city, all City of Aurora employees may be required to work as essential personnel.
Physical Demands:
  • Light to sedentary physical work requiring the ability to lift a maximum of 15 pounds.
  • Occasional lifting and carrying
  • Frequent walking and standing for field work and meetings.
  • Clear vision to read and interpret reports and other written documents as well as produce design work.
  • Hand/eye coordination for operation of computer keyboard and engineering instruments
  • Hand/foot/eye coordination to operate a motor vehicle.
  • Speech communication and hearing to maintain communication with employees and citizens.
Work Environment:
  • Works primarily indoors in a clean, comfortable environment with occasional outdoor work including exposure to varying weather conditions, noise and dust, and traffic.
Equipment Used:
  • Uses standard office equipment including personal computers and common office software such as email, internet, Word, and Excel.
  • Computer and engineering instruments; electronic components; motor vehicle
