Minimum Qualifications
Education and/or Equivalent Experience:
  • Graduation with a Bachelor's degree from an accredited college or university with major coursework in a field related to Public Administration, Business Administration, Architecture, Construction Science, Planning Management, or related field, plus five (5) years of experience, two (2) years of which were in a lead or supervisory capacity.
  • Experience may substitute for education up to the maximum of four (4) years. A master's degree may substitute for required experience up to a maximum of two (2) years.

The Facilities Services Division of the Austin Public Library is currently seeking an experienced Facilities Planning Manager. This role involves overseeing multiple units, including Environmental Programs, Facilities Planning, Inventory, and Security. Key responsibilities include effective supervision, strategic planning, warehouse and delivery operations, building safety, and bid and contract management. The ideal candidate will have experience managing security personnel and implementing new practices.

ESSENTIAL PERSONNEL

TRAVEL :
If you are selected for this position, and meet the Driver Safety Standards in the City of Austin Driver Safety Program, you may drive when necessary to multiple locations as part of your regular job duties. Otherwise, you are responsible for getting to and from these locations.

Preferred Qualifications
Preferred Experience:
  • Knowledge of security standards, policies, and procedures and the ability to implement new practices/protocols.
  • Knowledge of optimizing available space within facilities and ensuring efficient layouts and functionality.
  • Ability to create databases and prepare comprehensive reports.
  • Ability to provide presentations and deliver reports on facility maintenance, repairs, and safety.
  • Knowledge of Environmental Protection and Development Regulations.
  • Ability to perform inspections and implement necessary improvements.
  • Experience leading or overseeing maintenance and security projects.
  • Knowledge of warehouse and delivery operations.
  • Experience coordinating with contractors, architects, and other stakeholders.
  • Experience supervising and delegating assignments.
  • Experience creating bids, negotiating contracts, and managing relationships with external vendors.
  • Experience with purchasing goods and services related to facilities.
  • Experience with strategic and budget planning.
  • Ability to travel to different work locations throughout the day.
Duties, Functions and Responsibilities
Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.

  • Manages a division or unit that provides facilities support in the area of custodial, security, warehouse distribution, and building maintenance.
  • Oversees construction of new facilities, building renovation, and ensures that new furniture and equipment is installed at all new facilities
  • Prepares, submits, and reviews division or unit goals, objectives, and accomplishments, and monitors expenditures to keep the operation within budget.
  • Oversees the Capital Improvement and Program ( CIP ) management for the department, and ensures that all CIP documents are completed and submitted to the Budget Office on time.
  • Ensures that all bond election documents are completed and submitted to the Budget Office and Public Works Department on time with the approval of the Director.
  • May oversee lease agreements and land acquisitions.
  • May represent department interests at annexation meetings, the Intergovernmental Bond Coordinating Council, Planning Commission, City Council, and other meetings.
  • May serve as department liaison to neighborhood.
  • May manage department's vehicles.
  • Responsibilities - Supervisor and/or Leadership Exercised:
    • May be responsible for the full range of supervisory activities including selection, training, evaluation, counseling, and recommendation for dismissal.

    • Knowledge of supervisory and managerial techniques and principles.
    • Knowledge of fundamental inventory control procedures and warehouse procedures.
    • Knowledge of equipment, vehicles, materials, and methods used in Building and Grounds services.
    • Knowledge of local ordinances and building codes.
    • Knowledge of proper safety practices and procedures and regulations applicable to work being performed.
    • Skill in oral and written communication.
    • Skill in handling multiple tasks and prioritizing.
    • Skill in using computers and related software.
    • Skill in data analysis and problem solving.
    • Skill in planning and organizing.
    • Ability to perform detailed work in an organized manner.
    • Ability to manage activities with other divisions, departments, consultants and contractors.
    • Ability to work with frequent interruptions and changes in priorities.
    • Ability to establish and maintain good working relationships with other city employees and the public.
