TEXAS BOARD OF NURSING
June 2024
I. TITLE: Human Resources Specialist 3 (1733) (B19)
II. DEFINITION:
Performs complex (journey-level) human resources management work. Works under general supervision, with moderate latitude for the use of initiative and independent judgment.Assists the Human Resources Director in administering all aspects of Human Resources programs at the Texas Board of Nursing, with a primary focus on recruitment, onboarding, and employee record keeping.
III. QUALIFICATIONS:
A. Personal
1.Recognized personal and professional integrity that is necessary to maintain the respect of state officials, professional colleagues and the general public.
2.A deep sense of responsibility for all phases of state board work
B. Experience and Training
1.Should have minimum of one year of general administrative or human resource experience
2.Experience with use of human resources software and applications.Experience and prior training with CAPPS Recruit preferred.
C. Education
1.Graduation from an accredited four-year college or university is preferred.Experience in human resources or general office operations may be substituted for education.
D. Knowledge, Skills, and Abilities
1.Knowledge of the principles and practices of recruitment administration. Ability to learn other Human Resources activities, such as compensation, classification, employee relations and engagement, benefits, workers' compensation, workforce planning, compliance and organizational development.Ability to learn, understand, and comply with federal, state, and local laws and regulations governing human resources activities.
2.Skill in oral and written communication; in conducting interviews; in using a computer and applicable software, including human resources-related applications; in problem solving; and in prioritizing and handling multiple tasks.
3.Ability to explain policies and procedures to staff and managers; to maintain confidential and sensitive information; to develop and analyze human resources processes; to establish and maintain effective working relationships with applicants, employees, and the general public; and to communicate effectively.
IV. RESPONSIBILITIES:
Responsible for assisting the Human Resources Director with all aspects of Human Resources administration, with a primary focus on recruitments, onboarding, and employee record keeping.
V. FUNCTIONS:
A.Processes job requisition requests through CAPPS, and sends the requests to hiring managers and Directors as needed for approval.Posts job vacancies once requisitions are approved.Ensures job postings include required statements about agency Equal Opportunity policies and E-Verify process.
B.Tracks applicant submissions to job postings through CAPPS, and keeps hiring managers informed about applicant pool for each posting.Receives employment applications, and screens applications.Forwards screened applications to hiring managers as needed.
C.Assists hiring managers with scheduling interviews; assists with development of interview questions and participates in interviews upon request.May provide other requested support from hiring managers upon request.
D.Contacts and gathers information from applicant employment references and distributes employment reference responses to hiring managers, the Human Resources Director, the Executive Director, and others involved in the approval of hiring.
E.Extends employment offers to applicants once hiring is approved.Updates Directors and hiring managers on acceptance or rejection of employment offers.Makes recommendations regarding counteroffers as needed.
F.Answers moderately complex human resources questions about Human Resources processes and procedures from managers and staff, and resolves routine issues.Refers questions from managers and staff to the Human Resources Director, General Counsel, Accounting, or other agency management as needed.
G.Coordinates with IT staff and others as necessary to prepare for new employee arrivals, including requesting computer assets, accounts, workspace, employee badges, and parking coordination.
H.Assists the development and delivery of new employee orientation.
I.Explains and provides accurate information to employees regarding the State Benefits Package
J.Assists the Human Resources Director with ensuring staff complete required mandatory training and assists with maintaining all professional development records.
K.Organizes and maintains hiring files, employee files, and other Human Resources records in compliance with the records retention schedule.
L.Makes recommendations to the Human Resources Director regarding improvements to Human Resources workflow and processes.Implements approved changes to workflow and processes, and communicates changes as needed to hiring managers.
M.Recommends, develops and upon approval implements HR forms to gather necessary employee information for personnel files and to improve and streamline HR processes
N.Assists the Human Resources Director with maintaining and distributing handbooks and manuals to staff and managers.
O.Assists the Human Resources Director with administration of all HR programs and processes as requested.
P.Performs other duties as assigned
VI. CONDITIONS OF EMPLOYMENT:
