Job Description
The City of Avondale has an opportunity for a Procurement Officer with the Finance and Budget Department. This is a FLSA exempt, full-time position with benefits.
Administers and manages the City's purchasing and procurement program to ensure compliance with the City's Procurement Code and accounting regulations, policies, and procedures. Responsible for providing customer support and guidance on complex formal, informal, and emergency procurements as well as resolving accounting issues identified by staff to ensure that the City's needed equipment, supplies, construction, contractual requirements, and payment obligations are met in a timely manner.
Essential Functions

Administers and manages the City's purchasing and procurement program to ensure compliance with the City's Procurement Code and the City's accounting regulations, policies, and procedures.
Provides customer support and guidance on complex formal, informal, and emergency procurements. Resolves accounting issues.
Offers staff Procurement Training and customer support on contract management and contract performance.
Maintains Procurement webpage and vendor notification.
Coordinates formal bids and Request for Proposals (RFPs). Reviews and assists in developing specifications and terms, schedules opening dates, arranges advertising, and maintains files. Maintains and edits standard forms used in bid/RFP specifications. Responds to inquiries concerning criteria for contract award decisions.
Communicates with vendors to coordinate procurement of materials and services. Reviews or prepares purchase orders and requisitions.
Maintains procurement records such as items or services purchased, costs, delivery, product quality or performance, and inventories.
Develops/updates procurement policies and procedures. Reviews and evaluates procurement code for applicability. Writes and composes procedures for use by City departments.
Writes reports for Council action. Writes and composes reports documenting procurement decisions. Prepares justification for contract awards or vendor selection.
Maintains contract files. Reviews contracts to evaluate overall revisions, price, and past performance of each contract before bid or renewal. Approves price increases provided for in contracts and makes changes as necessary and appropriate.
Minimum Qualifications

Bachelor's Degree in Accounting, Business Administration, Public Administration, Marketing, or a related field.

Work requires broad knowledge in a general professional or technical field normally acquired through four years of college.
Three (3) years of experience with administering and leading formal procurement.
Valid Arizona Operator's Driver's License.

Certified Public Purchasing Buyer (CPPB) is highly desirable.
Supplemental Information

Ability to comprehend and make inferences from sometimes technical material such as laws, rules, ordinances, regulations, and procedures governing public procurement (i.e., City Procurement Code, Arizona Revised Statutes, contracts, vendor letters, etc.).
Ability to make basic to complex arithmetical computations (multiplication, division, percentage calculations, addition, and subtraction). Review of bids will require computation of unit costs, sales taxes utilizing various rates, and contract price comparisons.
Ability to compose written documents with clearly organized thoughts using proper sentence construction, punctuation, and grammar. Council reports for contacts awards. Composition of policies and procedures. Technical specifications and contract terms.
Within this job, the employee normally performs the duty assignments according to his or her own judgment, requesting supervisory assistance only when necessary. The assignment may be reviewed upon completion. Performance is reviewed periodically.
Ability to research and evaluate technical proposals and recommend contracts for award. Perform complex and accurate bid/proposal price/cost analysis for various products and/or services. Compile contract data and evaluate for contract performance and make recommendation for contract renewal or bid.
Final decisions regarding policy development and implementation are made and/or recommended. May require the planning and development of departmental procurement training. This position requires constant contact with department staff and vendors to discuss issues, resolve problems, negotiate terms and prices, and make recommendations to management. Employee must maintain regular attendance. Ability to work in a constant state of alertness and safe manner.
