Job Description

The City of Avondale has an opportunity for a Talent Acquisition Supervisor in the Human Resources Department. This is a FLSA exempt, full-time position with benefits.
Manages the day-to-day operational activities of a variety of professional, technical and analytical recruitment and onboarding tasks, including recruitment, testing and selection. Promotes the City of Avondale as an Employer of Choice and provides support and direction to HR Analysts and Specialist to ensure continuity of operations in hiring throughout the City. May assist with training and performance management initiatives.

Essential Functions

Supervises and coordinates the activities of a team of professional and administrative human resources staff including organizing and assigning work, performance planning and evaluations, and making hiring decisions.
Reviews and evaluates recruitment and classification areas, develops and implements new processes and/or procedures, and ensures process and procedures comply with personnel rules and employment laws. Provide guidance, mentorship, and support to team members to ensure effective recruiting and onboarding processes.
Provides professional human resources consultation and strategic direction to assigned departments in areas including but not limited to recruitment and selection and the employee onboarding and offboarding process.
Plans, develops and implements key strategic systems and programs related to recruitment, testing, selection, offboarding and onboarding. Identifies, evaluates and implements process improvement initiatives to ensure an efficient recruiting, onboarding and offboarding process.
Provides data analysis to management regarding human resources related issues or projects. This includes tracking the City’s vacancy rate, turnover rate, and other related statistical analysis related to recruitment and onboarding.
Collaborates with the Human Resources Department’s classification and compensation analysts to make offers of employment to applicants. Provides insight and data to ensure compensation analysis is thorough.
Interprets and explains City policies and procedures to department management and employees. Ensures compliance with policies and provides recommendations.
Prepares and presents training to City employees and Department Directors on best practices associated with recruitment, onboarding, and offboarding.
Keeps current on all employment related laws and advises departments on the rules and regulations related to all employment and payroll related federal and state laws.
Performs other duties as assigned.

Minimum Qualifications

Bachelor's Degree in Human Resources, Business Administration, Organizational Development, Public Administration, Social Sciences, or a closely related field. Master's degree preferred.
Five (5) years of professional human resources experience including at least one (1) year of supervisory experience. Human resources experience must have included recruiting and/or talent acquisition responsibilities, or an equivalent combination of education, training, and experience that provides the requisite knowledge, skills, and abilities for this job.
Experience in a government or municipal environment is preferred. Experience managing recruitment and selection processes for public safety positions desired.
Certification in one or more of the following areas preferred: SHRM-SCP/CP, HRCI SPHR/PHR.
Valid Arizona Operator’s Driver’s License.

Supplemental Information

Work requires the ability to read employment law publications, policies, procedures, contracts, professional publications, directives, letters, memos, and general correspondence at a college level.
Work requires the ability to perform general math calculations such as addition, subtraction, multiplication and division.
Work requires the ability to write personnel policies, procedures, manuals, handbooks, recruitment brochures, various reports, informational pamphlets and flyers, letters, memos, and correspondence.
Planning responsibilities include planning and prioritizing the work of assigned staff, delegating and monitoring projects, objectives and completion deadlines.
The incumbent prepares documents and does research to justify language used in documents for a unit of a department and may recommend budget allocations.
Work requires supervising and monitoring performance for a regular group of employees in a work unit including providing input on hiring and disciplinary actions and work objectives/effectiveness, and realigning work as needed.
Work is widely varied, involving analyzing and evaluating complex and significant variables. Citywide policies, procedures, or precedents are developed and/or recommended.
The incumbents in this position contact others within the organization. These contacts may involve similar work units or departments within the City such as Finance and Administration which may be involved in decision making or providing approval or decision making authority for purchases or projects. In addition, these incumbents work with individuals outside the City who may belong to professional or peer organizations. Working with various state and federal agencies may also be required of the employee. Vendors and suppliers may also be called upon for information on purchases, supplies or products.
Meetings and discussions may be conducted with customers, brokers and sales representatives. Employee must maintain regular attendance. Ability to work in a constant state of alertness and safe manner.
The incumbent in this position is entrusted with a variety of sensitive personal and private information. The incumbent is required to maintain and protect all confidential information acquired in the course of work.
