SALARY INFORMATION
$39.65 - $48.20 Hourly$6,872.70 - $8,353.80 Monthly
$82,472.40 - $100,245.60 Annually 
Effective August 1, 2024 - 3% COLA Pay Increase

POSITION DESCRIPTION
Welder: Under general supervision, performs skilled machinist and welding work for the Water Division in the designing, repairing, machining, assembling, welding and fabricating metal parts, tools, machines and equipment; performs duties of Water Distribution Worker as directed; performs related duties as required.

Water Distribution Worker: Under general supervision, performs operational tasks in Water Distribution. Duties are performed under close supervision and within a structured learning capacity. Incumbents perform a wide range of construction and maintenance tasks and perform with greater independence and discretion as knowledge and abilities are acquired.

CLASS CHARACTERISTICS
The Welder/Water Distribution Worker is a journey-level classification assigned to the Water Utility Distribution Division. Incumbents perform both skilled welding work in repair, replacement and maintenance of water distribution equipment and structures and conduct operational duties in construction of water distribution systems.
SUPERVISION EXCERCISED
Receives supervision from the Water Distribution Crew Supervisor. Exercises no supervision.
ESSENTIAL FUNCTIONS
Welder
  • Fabricates, assembles and repairs utility equipment; welds, brazes, cuts, shapes and fastens metal parts.
  • Utilizes electric and gas welding equipment, drill presses, metal brakes, metal shears, lathes, grinders, power, hand tools and measurement instruments necessary for journey level metal work; plans sequence of operations and utilizes a variety of machine shop equipment. 
  • Develops and prepares specifications for tools, parts or equipment; participates in maintenance of the water system. 
  • Performs sheet metal and other metal work; performs repairs in the field and in the shop. 
  • Maintains records of time spent and work performed; maintains inventory of stock. 
Water Distribution Worker:
  • Installs, removes, and repairs large and small services. When installing/replacing a water service, incumbents shall program the advanced metering infrastructure (AMI) communication module with the associated meter.
  • Cuts, fits, lays and repairs water mains; cleans and flushes water mains; repairs mains, valves and hydrants. 
  • Inspects, tests, and operates valves, fittings and related water distribution equipment. 
  • Operates trucks and construction equipment such as backhoe and trenching machine; performs minor servicing to truck and reports mechanical or other problems; keeps truck stocked with supplies and materials. 
  • Performs repairs to fire hydrants and flow tests related equipment. 
  • Participates in water system maintenance and repair work; locates, excavates and repairs water lines and related facilities; inspects water projects for leaks, decayed pipes, spillages and pump malfunctioning. 
  • Once it is determined that an Advanced Metering Infrastructure (AMI) communication failure is related to the water meter/meter register, Water Distribution Workers will exchange the water meter/meter register and reprogram the AMI communication module and the meter/register that was exchanged.
  • Installs barricades and routes traffic in a safe manner. 
  • Operates a jackhammer; pours and finishes concrete and blacktop. 
  • Assists in training less experienced personnel. 
  • Maintains routine records. Assists with maintaining advanced metering infrastructure (AMI) inventory necessary to exchange water meters/meter registers.
  • Performs related duties as required.
QUALIFICATIONS
Education and/or Experience 
  • Education: HS/GED.
  • Experience: One (1) year of experience in welding.
Licenses or Certification
  • Possession of, or to obtain during probationary period, a Class B California driver's license, with Air Brakes and Tanker endorsement and a satisfactory driving record.
  • Possession of, or to obtain during probationary period, a Grade D1 Water Distribution Operator Certificate issued by the State Water Resources Control Board.
  • Possession of, or ability to obtain during probationary period, a current welder certification equivalent to AWS Standards.

Knowledge
Welder:
  • Construction maintenance methods, procedures, tools, equipment, supplies and materials used in the water industry.
  • Methods, materials, equipment and tools used in metal, machinist and welding work; various metals and their characteristics and methods of cutting and shaping them. 
  • Operation, maintenance and repair of small and large metal working tools and equipment; safe work practices. 
  • Principles of mechanical maintenance.
Water Distribution Worker:
  • Equipment and procedures involved in the installation.
  • Maintenance, and repair of water systems.
  • Related laws, ordinances, rules, regulations, policies, and procedures.
Ability
  • Communicate clearly and concisely, both orally and in writing. 
  • Keep accurate records. 
  • Design metal work specifications. 
  • Read graphical presentations of work to be done. 
  • Diagnose equipment operating problems and make required repairs. 
  • Operate and maintain metal working tools and welding equipment. 
  • Use precision measuring equipment. 
  • Follow oral and written instructions and work from plans and specifications.
  • Keep records of work performed.
  • Work safely and follow safety procedures and policies. 
  • Fabricate, repair, and assemble equipment.
  • Understand and follow verbal and written directions. 
  • Work independently.
MARGINAL FUNCTIONS 
These are position functions which may be changed, deleted, or reassigned to accommodate an individual with a disability.
Environmental Conditions
  • Work is performed primarily at Water Distribution Facilities, and various distribution sites.
  • Required to work extended hours including evenings and weekends from time-to-time.
  • Performs a regularly scheduled standby shift as assigned. 
Physical Conditions
  • Prolonged sitting and regular standing, walking, reaching, twisting, turning, kneeling, bending squatting and stooping in the performance of daily activities. 
  • Grasping, repetitive hand movement and fine coordination in the performance of daily activities. 
  • Near and far vision in reading written reports and work related documents.
  • Acute hearing is required when providing phone and personal service. 
  • Verbally communicate and comprehend verbal directions
  • Lift, drag and push files, paper and documents weighing up to 50 pounds.
