Building Inspector II

This is a Full-time Non-Exempt (overtime eligible) position with a hiring range between $24.917 and $27.504 per hour based on years of direct experience. In addition to the pay rate, the City of Bartow provides health insurance, life insurance, short term disability, pension (requires 4% contribution), plus 11 holidays. After probation, employees receive 2 personal days in addition to vacation leave and sick leave.

Summary:

Working in the City’s Building Department, performs technical field work inspecting and enforcing the state adopted Florida Building Codes for Building, Residential, Plumbing, Mechanical and Electrical, as well as City ordinances and related regulations.

Essential Duties and Responsibilities:

Reads plans and specifications; interprets drawings and setbacks and inspects construction for compliance with the approved plans, specifications, City regulations, and state adopted construction codes. Inspects footers, slabs, beams, columns, framing, roofing, insulation, masonry work, landscaping, parking and drainage areas to evaluate compliance with building codes and specifications. Inspects soil lines, pipe sizes, locations of fixtures, water supply lines and materials, waste lines, vents, shut offs and sewer connections to ensure compliance with plumbing codes and specifications. Inspects grounding, wiring, conduit installation, equipment installation, device installation, etc., to evaluate compliance with electrical codes and specifications. Performs final inspections of swimming pools, manufactured homes, signs, and other properties to evaluate code compliance. Conducts code enforcement inspections as required to ensure City code compliance. Communicates official programs, policies, and procedures to the general public; interprets codes and changes to contractors and homeowners. Operates a City vehicle to travel to various locations to perform work. Prepares oral and written reports related to assigned work. This is not intended to be an all-inclusive listing of essential job functions; the performance of other essential functions maybe required.

Qualifications (Education, Training & Experience) & Special Requirements:

  • Graduation from high school supplemented by course work in Building Codes and/or construction with five (5) years’ experience;

OR

  • An equivalent combination of relevant education and experience which provides the necessary knowledge, skills, and abilities, and other competencies necessary for the position.
  • Must meet the requirements of Florida Statute 468.609 as outlined below:
    • Must possess a Standard Class (OR) a Provisional certificate from the Florida Department of Business and Professional Regulation’s Building Code Administrators and Inspectors Board as a (Residential Inspector).
    • Any and all Provisional licenses must be converted to Standard license in the time allowed by (DBPR) Department of Business and Professional Regulation.
    • Failure to acquire and maintain licenses may be cause for termination.

Special Requirement:

  • Must possess a driver’s license valid in the State of Florida.

Knowledge, Skills, and Abilities:

  • Knowledge of the materials, methods, and practices used in construction trades.
  • Knowledge of the codes and regulations governing building construction, electrical, mechanical, or plumbing installation, alteration, repair, and environmental protection.
  • Knowledge of possible defects and flaws in building construction, electrical, plumbing or mechanical installations and of effective corrective measures.
  • Ability to recognize deviations from such plans in the construction process.
  • Ability to explain, interpret, and enforce regulations and codes with firmness, tact, and impartiality.
  • Ability to communicate and present ideas clearly and concisely, both orally and in writing.
  • Ability to work independently.
