The City of Bastrop is growing exponentially! Come join our Development Services team as a Combination Inspector/Plan Reviewerand grow with us in the department that is the central hub for all new projects coming into Bastrop.
Under general supervision of the Building Official, this position is responsible for conducting on-site field inspections to ensure that new construction and existing properties are in compliance with applicable codes. Plans detailed methods to attain desired objectives working within established policy. Methods require use of initiatives and resourcefulness in developing processes and procedures. Inspections are conducted independently, but in accordance with department regulations and established technical standards.

Distinguishing Characteristics:
Combination Inspector/Plan Reviewer incumbents follow diversified procedures and implement processes to accomplish end results, within guidelines. Immediate supervision is available upon request. This class is a higher-level class that performs more complex technical and investigative duties requiring a higher level of knowledge and skill.

ESSENTIAL JOB DUTIES AND RESPSONSIBILITIES
Essential functions, as defined under the Americans with Disabilities Act, may include any of the following representative duties, knowledge, and skills. Essential duties and responsibilities may include, but are not limited to, the following:

  • Conducts field inspections and approves plans as required of new and ongoing construction to ensure compliance with all applicable building codes.
  • Conducts inspections to determine if existing properties are being maintained in compliance with applicable codes.
  • Responds to requests for code interpretation and application from contractors and property owners.
  • Maintains records of completed inspections; enters inspection results into computer system.
  • Reviews plans and specifications, on-site, to ensure construction is in accordance with city approved plans.
  • Provides support to supervisors.
  • Completes plan reviews on an as needed basis to check for code deficiencies and local zoning requirements.
  • Prepares, reviews, and maintains various reports pertaining to the Building Inspection Department.
  • Attends various classes and seminars as required.
  • Cleans and properly maintains assigned vehicle and equipment.
  • Works with general public, architects, developers, engineers, contractors, and other entities on all aspects of building inspection along with various departments within the city to assure compliance to specifications.
  • Required to report for work punctually, work all scheduled hours and any required overtime as deemed necessary.
  • Participates with Emergency Management when the need arises with the duties assigned.
  • Performs any and all related duties assigned by the Building Official.

NECESSARY KNOWLEDGE, SKILLS and ABILITIES

  • Working knowledge of the International Building Code, Residential Code, and the National Electrical Code; working knowledge of current construction methods, materials, tools, and equipment.
  • Ability to read and interpret construction plans and specifications.
  • Ability to detect hazards and violations and recommend corrective measures during field inspection work; ability to enforce regulations with tact and courtesy in field inspection work; ability to communicate effectively verbally and in writing; ability to remain calm, objective, and impartial under stressful conditions; ability to establish and maintain effective working relationships with employees, other departments, contractors, and the general public.
Typical Decisions:
The incumbent determines if residential construction and existing properties are in compliance with applicable building codes and ordinances.
MINIMUM QUALIFICATIONS FOR COMBINATION INSPECTOR/PLAN REVIEWER
  • Knowledge of: National, regional, and City building codes and ordinances.
  • Skill in: Communicating effectively both verbally and in writing.
  • Education: ICC & IRC Code Certifications.
  • Experience: At least one (1) year of experience, two (2) years preferred in conducting inspections of construction projects.
  • Any work-related experience resulting in acceptable proficiency levels in the above Minimum Qualifications is an acceptable substitute for the above specified education and experience requirements.
Licenses and Certifications:
  • Valid Texas Class C driver license with an acceptable driving record to maintained throughout employment.
  • State Plumbing License are required.
  • ICC Residential and Commercial Building and Electrical Inspector certification.
  • ICC Residential Energy Inspector certification within 6 months of hire.
PHYSCIAL DEMANDS AND WORKING CONDITIONS
Must possess mobility to work in and around city and private buildings, facilities, and construction sites; ability to operate a motor vehicle and drive on surface streets; strength, stamina, and mobility to perform light to medium physical work, to operate varied tools and equipment; vision to read printed materials and a computer screen; hearing and speech to communicate in person and over the telephone or radio. The position involves fieldwork requiring frequent walking to identify problems or hazards. Employees work in and around various buildings, facilities, and construction sites and are exposed to loud noise levels, cold and hot temperatures, heights, mechanical and electrical hazards, dust and hazardous physical substances and fumes. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate above-mentioned tools and equipment. Positions in this classification bend, stoop, kneel, and reach when completing field inspections. Employees may be required to lift, carry, push, and pull materials and objects weighing up to 30 pounds.

Special Requirements:
Work weeks are normally five (5) day, 40-hours; some night meetings; occasional before or after normal work hours as necessary; or during emergency situations as required.

Position will remain open until filled. Employment is contingent on passing post-offer, pre-employment drug testing/physical, and criminal background investigation.
