City of Beavercreek is Hiring a Finance Director (Full-time) Near Beavercreek, OH

GENERAL NATURE OF WORK: This position performs highly responsible administrative and supervisory work in the directing, coordinating, and performance of the day-to-day activities, personnel, and resources of the Finance Department. An employee in this class is responsible for the total operations of the Finance and IT Departments. Duties are performed under the direction of the City Manager. The Finance Director serves as a member of the City Manager’s executive team.

EQUIPMENT & JOB LOCATION: This position requires extensive knowledge of several mission critical financial software programs and standard office software, including Access, Excel, Word and PowerPoint applications. The primary work site is Beavercreek City Hall.

ESSENTIAL FUNCTIONS – EXAMPLES OF DUTIES:

Any one position may not include all of the duties listed nor do the listed examples include all duties which may be found in all positions in this class.

  • Plans, schedules, directs, and performs programs and activities of the Finance Department in accordance with professional standards and departmental policy.
  • Prepares and executes annual budget, appropriations, and ordinances.
  • Assists City Manager in the development of the annual and multi-year budgets; supervises the budgetary process.
  • Prepares and supervises City operating and capital improvement budgets.
  • Develops and implements all financial accounting systems for the City.
  • Manages all accounts payables, payroll, and City investments.
  • Acts as the Treasurer for various City boards, including Beavercreek Development Corporation and Beavercreek Energy Special Improvements districts.
  • Manages the City's assessment programs, i.e., Tax Increment Financing (TIF), Street Infrastructure Projects, sidewalk programs, and street lighting assessments.
  • Manages all accounts receivables, including grant reimbursements, requests, and special assessments certification.
  • Manages, directs, and trains staff; administers job performance evaluation process for the Department.
  • Coordinates all bond and note financing for the City.
  • Analyzes all City insurance proposals.
  • Prepares and submits reports and records detailing fiscal management of accounts and funds.
  • Manages all accounting systems to conform to Generally Accepted Accounting Principles (GAAP); the principles and practices of the Government Accounting Standards Board (GASB); the Ohio Revised Code (ORC; and federal, state, and county accounting requirements.
  • Directs the preparation of all financial statements for City accounts, as well as the City’s quarterly financial reports.
  • Prepares the City’s annual financial report and advises the City Manager and City Council of the City’s financial affairs and conditions.
  • Establishes all departmental practices, policies, and procedures.
  • Supervises fixed asset management.
  • Works with independent accounting firm in the conduct of the annual audit of the City’s finances and prepares the Annual Financial Comprehensive Report (AFCR) for publication.
  • Assists with establishing wage and benefit for the City employees; assists with union negotiations.
  • Oversees the City’s Purchasing Policy.
  • Responsible for the City’s risk management program; represents the City on the board of the Miami Valley Risk Management Association (MVRMA).

ADDITIONAL EXAMPLES OF WORK PERFORMED:

  • Responds to service inquiries and requests from citizens, vendors, and City departments.
  • Assists other departments in identifying and resolving finance and budget-related problems.
  • Attends all City Council meetings.
  • Attends staff meetings, both departmental and managerial.
  • Performs any and all other duties as assigned.

DESIRABLE KNOWLEDGE, SKILLS, AND ABILITIES:

  • Comprehensive knowledge of governmental accounting and finance practices.
  • Comprehensive knowledge of financial accounting systems.
  • Thorough knowledge of computer systems and financial software applications.
  • General knowledge of the occupational hazards and corresponding safety precautions necessary for the safe performance of assigned duties.
  • Ability to review and develop new ideas for operational efficiency or recommendations for revenue enhancements, with the ability to analyze and implement new procedures and ideas to foster a climate of continual improvement and to enhance internal controls. This includes the ability to write and communicate internal controls to all City staff.
  • Ability to interpret and apply an extensive variety of technical material, including negotiated union contracts, reference materials, and various journals and manuals in order to apply laws, rules, and regulations to specific situations.
  • Ability to plan, schedule, direct, and coordinate the work and operations of the Department.
  • Ability to exercise considerable independent judgment and discretion in carrying out daily operations.
  • Ability to conduct long- and short-term financial forecasting.
  • Ability to establish and maintain effective working relationships with City officials, other City employees, and the general public.
  • Ability to deal firmly, tactfully, and courteously with the general public.
  • Ability to understand and follow oral and/or written instructions.
  • Ability to handle confidential information.
  • Ability to operate office equipment listed above.
  • Ability to work under the direction of the City Manager.

DESIRABLE TRAINING AND EXPERIENCE:

  • Graduation from an accredited college or university with a Bachelor’s degree in finance, accounting, or other related field; supplemented by considerable progressively responsible experience in Accounting, Budgeting, Finance or related field. Master of Public Administration (MPA) or Master of Business Administration (MBA) degree is preferred.
  • At least 5 - 10 years of municipal government experience and 2 years of supervisory experience, or any combination of training and experience which provides the necessary knowledge, skills, and abilities.

NECESSARY SPECIAL REQUIREMENTS:

  • Possess and maintain a valid Ohio Driver’s License as required.
  • Ability to work other than normal working hours as necessary.
