GENERAL PURPOSE:

Under general supervision of the City Manager, the Emergency Management Director facilitates, coordinates, and directs the planning, organization, control, and implementation of city emergency management activities. The Emergency Management Director is responsible for development and maintenance of up-to-date emergency operations plans which comply with federal and state guidelines, planning and documenting training and supervising emergency management personnel.

PRIMARY DUTIES AND RESPONSIBILITIES:

The following duties are not intended to serve as a comprehensive list of all duties performed by the individual in this classification and are only a representative summary of the primary duties and responsibilities. Incumbent may not be required to perform all duties listed and may be required to perform additional, position-specific duties as assigned.

  • Develop and maintain an up-to-date Emergency Operations Plan and an updated Hazard Mitigation Plan which complies with the federal, state, and regional guidelines; in compliance with policies established by the Belton City Council.
  • Develop policies and procedures for Belton Emergency Management Agency (BEMA) and City of Belton.
  • Responsible for maintaining records and accounting for the acquisition, use, and disposal of all items of equipment placed under the jurisdiction of the emergency management agency.
  • Directs the Belton Emergency Management Agency and volunteer(s) in carrying out all emergency management, disaster mitigation planning, and disaster recovery activities. Includes providing effective management of volunteers, equipment, resources, and assets.
  • Prepares correspondence and other administrative reports.
  • Plans, develops, and coordinates training programs and emergency operations drills and exercises.
  • Author and manage any/all grant(s) pertinent to the position of Emergency Management Director (i.e., Emergency Management Performance Grant (EMPG)) and operation of Belton Emergency Management Agency (BEMA).
  • Administers the process for submitting federal and state grant or assistance applications and claims for reimbursement of city costs.
  • Directs and supervises the Emergency Management Volunteer program.
  • Responsible for readiness of the Emergency Operations Center (EOC).
  • Responsible for maintaining the city’s outdoor warning siren system.
  • Responsible for supervision and coordination of severe weather watch and warning activities.
  • Responsible for maintenance of all department vehicles, equipment, and facilities.
  • Coordinates and maintains the readiness of the department’s communication equipment.
  • Coordinates with other jurisdictions and agencies within the city, county, region, and state regarding emergency operations plans and mutual aid agreements.
  • Attends and participates in various meetings and training activities within the local area, region, and state. Makes public appearances before civic and community groups to inform the public of emergency management programs and activities.
  • Maintains liaison with SEMA, the State Emergency Management Agency, as well as MARC, Cass County, and other local or regional emergency management organizations.
  • Review and execute the Local Emergency Operations Plan (LEOP) during emergency incidents within the City of Belton.
  • Update/review the Local Emergency Operations Plan (LEOP) every 2 years with City Council approval and maintain verification documents with identified changes.
  • Provide a copy of the Local Emergency Operations Plan (LEOP) to the State Emergency Management Agency (SEMA) Area Coordinator.
  • Establish and maintain effective working relationships with Emergency Management Peers in the MARC Region and State of Missouri, as well as State Emergency Management Agency (SEMA) Area Coordinator.
  • Manage the department budget for Belton Emergency Management Agency (BEMA).
  • Formalize the training program and exercises for the Mayor, City Council, City Staff, Belton Emergency Management Agency (BEMA) Volunteers, and first responders (Police Department and Fire Department).
  • Coordinate activities for Belton Emergency Management Agency (BEMA), Police Department (PD), and Fire Department (FD).
  • Maintain effective working relationships with the Belton School District and other community stakeholders to conduct emergency drills at all buildings, and update emergency plans.
  • Provide education to the general public on topics pertinent to emergency and weather preparedness.
  • Facilitate and manage public information including social media and other platforms for the general public pertinent to emergency and weather preparedness.
  • Review and evaluate critical infrastructure for emergency planning and safety.
  • Act in conjunction with the Assistant City Manager as the staff liaison for the City of Belton’s Homelessness Committee and work with area stakeholders in formulating and executing a plan to help address the homeless/houseless issues in Belton.
  • Participate in the Public Safety Advisory Committee established by the City of Belton.
  • Other duties and responsibilities as assigned.

MINIMUM QUALIFICATIONS: 

Required Knowledge, Skills, and Abilities:

  • Utilizing personal computer software programs and other relevant software.
  • Establishing and maintaining effective working relationships with staff, management, elected officials, vendors, outside agencies, businesses, federal, state, and regional officials, news media, community groups, and the general public.
  • Exercising judgment and making decisions under pressure in accordance with rules, regulations, and policies.
  • Knowledge of best practices in emergency management and operational knowledge of Federal Emergency Management Agency (FEMA) and Missouri State Emergency Management Agency.
  • Demonstrated skill in building a coalition of stakeholders both locally and regionally.
  • Demonstrated skill in planning for and handling logistical response to emergencies.
  • Reading and writing complex material, analyzing, perception/comprehension, judgment, and decision making.
  • Ability to work with those who may have differing opinions and maintain cooperative working relationships.
  • Modern office procedures, methods, and equipment including computers and computer applications such a word processing, spreadsheets, and statistical databases as well as ability to operate first response radios and communication platforms, social media platforms, any other necessary equipment for emergency response.

Education and Experience:

  • Preferred Bachelor’s Degree or minimum equivalent college credits for Associate’s Degree in Emergency Management, Law Enforcement, Criminal Justice, Fire Science, Homeland Security, Business Administration, or related field; supplemented by a minimum of five (5) years of experience in emergency management, emergency services, or related field; or any equivalent combination of education, training, and experience.
  • Valid driver’s license.
  • Possession of certification in National Incident Management System, Incident Command System, and other training and certifications that may be required. Successful completion of the following educational seminars and online courses within 12 months from date of hire:
