SummaryThe City of Bend Community and Economic Development Department is currently seeking one (1) Engineering Inspector in the Private Development Engineering Division. This fulltime, regular, FLSA non-exempt (overtime eligible) position is represented by the City of Bend Employee Association (COBEA).

Functions, Duties And ResponsibilitiesFUNCTIONS, DUTIES AND RESPONSIBILITIES:The following duties ARE NOT intended to serve as a comprehensive list of all duties performed by all employees in this classification. Shown are duties intended to provide a representative summary of the major duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.
  • Inspects the work quality and materials used in a variety of public works construction projects and capital improvement projects, primarily in relation to sewer and wastewater treatment, water delivery, transportation and other infrastructure; observes and measures materials used in construction, underground improvements and capital projects; takes samples and arranges for laboratory tests.
  • Conducts field sampling and testing of construction materials; directs lab testing operations; analyzes and interprets lab test results and writes test reports; approves materials for use on construction projects; makes field determinations of scope and method of work; authorizes field changes to plans when required.
  • Reviews project plans for accuracy and conformance with City specifications; observes construction progress and documents with field reports; drafts letters to contractors; and responds to complaints related to construction activities
  • Prepares technical reports, drawings, letters and change orders; maintains written records of work performed; and performs construction surveys.
  • Performs other duties as assigned.
Knowledge, Skills And QualificationsKNOWLEDGE, SKILLS AND QUALIFICATIONS:
  • Knowledge of City policies and procedures.
  • Knowledge of principles, practices, methods and materials used in public works construction.
  • Knowledge of construction methods and procedures including equipment, underground construction, shoring and forming.
  • Knowledge of construction materials such as concrete, asphalt and piping.
  • Knowledge of construction material testing procedures, soil mechanics and geology.
  • Knowledge of drafting and mapping.
  • Skill in reading, understanding and interpreting construction plans and specifications.
  • Skill in inspecting and analyzing construction procedures and code violations.
  • Skill in detecting faults in construction materials, plans, specifications and workmanship.
  • Skill in conducting field and laboratory testing.
  • Skill in preparing test results.
Education, Experience, Certifications And Licenses RequiredHigh school diploma or GED certificate, and five (5) years experience in the construction, building or engineering field; and a valid driver's license, OR an equivalent combination of education and experience that provides the required knowledge and skill.
  • The ability to complete the Construction Inspector Certificate program within 12 months of employment is required.
License requirements for positions assigned to the Streets & Operations Department:
  • Ability to obtain and maintain valid Oregon Class "A" Commercial Driver's License with tanker endorsement within six months of hire.
  • Possession of the General Inspector Certification and the Asphalt Concrete Pavement (ACP) Certification in the ODOT Construction Inspector Certificate program or ability to obtain in 12 months.
