City of Bend is Hiring a Project Manager I / II Near Bend, OR

SummaryThe City of Bend is currently accepting applications for one (1) regular, full-time Project Manager I/II in the Project Management Office. This opportunity is represented by the City of Bend Employee Association (COBEA) and is FLSA exempt (overtime ineligible).
This recruitment is seeking level I or level II Project Managers as defined below. Candidates will qualify for either level I or II depending on the amount of similar and/or relevant experience the candidate possesses.

Projects assigned are non-infrastructure, and generally originate on the City’s innovation strategic plan – the City’s roadmap for elevating and expanding the use of data, technology, and continuous improvement. Projects in the upcoming biennium may include but are not limited to: develop strategies and systems to manage documents and records across the City, manage re-platforming of the City’s website, and implement a system for the City to manage its real estate portfolio.

Duties And ResponsibilitiesThe individual in this position is expected to engage in the following work-related activities.
Project Manager I
  • Learn the City's Project Management tools and processes.
  • Assist in the planning and implementation of projects;
  • Develop project plans;
  • Facilitate the definition of project scope, goals, milestones, and deliverables;
  • Define project tasks and resource requirements;
  • Identify estimates for each task, dependencies between each task, and the priority of all tasks;
  • Plan and schedule project timelines;
  • Identify project risks and develop contingency plans;
  • Communicate with stakeholders;
  • Manage customer expectations throughout the project lifecycle;
  • Create and maintain comprehensive project documentation.
  • Assist with the management and coordination of work among project team members;
  • Establish, maintain, and manage relationships with third parties/vendors;
  • Consult with clients, staff, and stakeholders to resolve issues, address changes, and escalate risks;
  • Organize, facilitate, and participate in meetings of stakeholder groups to identify needs and build consensus and collaboration;
  • Identify and manage desired outcomes and expectations;
  • Provide direction and support to project team.
  • Recommend and assist in the implementation of goals and objectives;
  • Evaluate operations and activities of assigned responsibilities;
  • Recommend improvements and modifications;
  • Recommend and implement policies and procedures;
  • Prepare various reports on operations and activities.
  • Monitor, review and analyze project progress against project plans;
  • Implement and manage project changes and update plans;
  • Incorporate process improvements throughout the project lifecycle;
  • Prepare and present status reports defining progress, problems, and solutions;
  • Create and implement change management strategies and plans that maximize employee adoption and minimize resistance.
  • Analyze and review federal, state, and local laws, regulations, policies, and procedures in order to ensure compliance; conduct analysis on best practices and trends, and formulate and implement recommendations.
  • Complies with safety requirements of the position and actively promotes safe work practices.
  • In an emergency event or an officially declared State of Emergency, responds as directed to ensure the restoration of essential public services, facilities, and infrastructure.
  • Performs related duties as necessary to achieve the objectives of the position.
Project Manager II
  • Manage the successful completion of project initiatives on time and within budget;
  • Manage key resource dependencies and constraints, manage quality of deliverables,
  • support business process change management; facilitate transition to production operations;
  • Conduct post-project review; formally close out project and coordinate measurement of project benefits.
  • Lead the planning and implementation of projects of a single department or multiple departments
  • Develop project plans;
  • Facilitate the definition of project scope, goals, milestones, and deliverables;
  • Define project tasks and resource requirements;
  • Identify estimates for each task, dependencies between each task, and the priority of all tasks;
  • Determine project integration points with other applications and business processes;
  • Plan and schedule project timelines; identify project risks and develop contingency plans;
  • Assemble and coordinating project staff; managing project budgets;
  • Communicate with stakeholders;
  • Manage customer expectations throughout the project lifecycle;
  • Create and maintain comprehensive project documentation;
  • Manage and coordinate work among project team members;
  • Establish, maintain, and manage relationships with third parties/vendors;
  • Consult with clients, staff, and stakeholders to resolve issues, address changes, and escalate risks;

  • Provide expert guidance to other it project and departmental personnel, the general public and/or outside agencies;
  • Investigate complaints and recommend corrective actions as necessary;
  • Act as the City representative on committees, interagency task forces, special projects, and other community outreach activities as assigned.
  • Analyze and review federal, state, and local laws, regulations, policies, and procedures in order to ensure compliance;
  • Conduct analysis on best practices and trends, and formulate and implement recommendations.

Minimum Qualifications
  • One year experience in a similar position and/or performing similar tasks or an equivalent combination of education and experience that provides the required knowledge, skills, and abilities as outlined in this job description.
  • Current and valid Driver's license per City policies outlined in the Employee Handbook.
Preferred Qualifications
  • Associate’s degree or equivalent from two-year college or technical school.
  • Project Management Professional (PMP) Certification desirable.
  • Public Sector Experience desirable.
The following are the qualifications for Project Manager II position.
Minimum Qualifications
  • Bachelor’s degree (B.A./B.S.) from four-year college or university.
  • 2-3 years’ experience in a similar position and/or performing similar tasks.
  • Or, an equivalent combination of education and experience that provides the required knowledge, skills, and abilities as outlined in this job description.
  • Current and valid Driver's license per City policies outlined in the Employee Handbook.
Preferred Qualifications
