City of Bloomington Illinois is Hiring a Crime Data Analyst Near Bloomington, IL

The Crime Data Analyst identifies crime patterns and trends by evaluating and analyzing police incident reports and data submitted by law enforcement officers to prepare reports for use in all divisions of the department. The position is responsible for dissemination of crime data to internal and external law enforcement personnel. Work involves extensive reading, report writing, data analyses and development of maps indicating incidents of crime. Various types of reports and charts are analyzed while conducting criminal justice research. This position is responsible for the design and maintenance of various state mandated incident data systems and reporting formats to meet periodic reporting requirements.
 
The Crime Data Analyst performs both routine and advanced analytical evaluation of the effectiveness of programs and enforcement strategies. Work involves research, analysis, and findings on crime trends both local and national in scope. The analyst also collects data needed to conduct complex research projects and performs sophisticated analysis of specific crimes to aid in instituting strategic and tactical suppression and prevention activities. The Crime Data Analyst is responsible for strategic and tactical planning assistance for internal and external law enforcement purposes.
 This list may not include all tasks and/or knowledge which may be expected of the employee, nor does it cover all specific duties which may be required. Other duties may be assigned.
 
Responsible for developing, maintaining, and analyzing a data collection system to monitor traffic stops and pedestrian contacts in compliance with State legislation. Perform criminal justice related research by reviewing current literature on specific topics, conducting limited field research, and analyzing data.
 
Read and analyze all police incident reports, calls for service and other related enforcement data through use of specialized analytical software. Report findings of criminal justice research to police administrators and to other law enforcement agencies as directed.
 
Maintaining a system to download crime data from the departmental records management system (RMS). Process this data into custom made applications to meet the department’s needs.
 
Provide in-progress assistance in high priority call types and monitor Public Safety Cameras (PSCs), Automatic License Plate Readers (ALPRs), and other electronic sensors during their workday. Communicate with officers/dispatchers on movement of suspect(s).
Produce and preserve digital evidence in accordance with State law and departmental policy to include resulting court testimony.
 
Prepare known offender bulletins, crime series bulletins and crime pattern bulletins for distribution to internal and external law enforcement partners.
 
Develop data sampling techniques and select samples. Determine accuracy of existing reporting systems. Maintain and update crime data sets and make corrections to improve system.
 
Conduct daily camera and sensor performance and respond to malfunctions as necessary.
 
Responsible for reporting monthly NIBRS and other data to the Illinois State Police, FBI, and or other agencies.
 
Prepare crime data reports and studies using complex analysis techniques combined with specialized software.
 
Work jointly with the Criminal Intelligence Analyst on case assignments and specials projects.
 
Participate in the training of new analysts/officers/dispatchers regarding specialized functions of the unit.
 General Skills Levels:
 
Knowledge of and proficiency in advanced statistical analytic techniques.
Knowledge of and proficiency in research methodology.
Knowledge of the field of crime data analysis.
Knowledge and proficiency in the use databases, spreadsheets, word-processing, internet-based research and the ability to learn a variety of current law enforcement technology platforms.
Knowledge of methods and techniques used for compliance, storage, retrieval, and disposition of related record keeping systems.
Ability to use database, spreadsheet, word-processing, and graphics packages on the computer for storing and retrieving data, gathering information, use of the Internet, generating reports, and all other related computing functions.
Ability to effectively analyze, summarize and communicate technical data orally and in writing.
Ability to manage functions, resolve conflict and work harmoniously with Department Heads, public officials, employees, outside professionals, and the general public.
Ability to handle highly confidential material on a routine basis in an atmosphere of loyalty and trust.
Ability to understand and follow oral and written instruction of a complex nature.


Education/Experience:
Required: Bachelor’s degree supplemented by course work in criminal justice, social sciences, computer science or a related field; or two or more years’ experience in criminal intelligence gathering and computer operation.
Any combination of training and experience to provide the above knowledge, skills and abilities.
 
Certificates/Licenses:
Required: Valid Illinois Driver’s License.
