An exciting opportunity to join the City of Bloomington's Engineering Department as our Traffic Engineer! This is a new position for the City and the person in this role will have an awesome chance to help shape the team and community. Some of the projects the person in this position will help guide include a citywide signal re-timing project and smart traffic signal system evaluation, the development of a high-frequency east/west crosstown transit route, a major north/south downtown corridor study, and the development of the City’s Safe Streets and Roads for All (SS4A) Action Plan.

The Traffic Engineer will be the manager of the Operation Division of the Engineering Department which is responsible for investigating transportation inquiries and coordinating potential changes to traffic control devices that optimize the mobility, safety, and accessibility of the City’s transportation system in an equitable and sustainable manner for people of all ages and abilities using all modes of transportation. Manage staff that assists in data collection, technical evaluations, and oversight of use of the City’s public right-of-way. Assist in the review and oversight of city capital projects, private development/utility capital projects, and transportation planning initiatives.
The mission of the Engineering Department is to serve the community by overseeing use of the public right-of-way. This effort includes permitting and inspecting the work done in the right-of-way by other entities, managing the City’s capital infrastructure projects, and making data-driven decisions regarding transportation operations. The Department improves the safety, mobility, and accessibility of the multi-modal transportation system by requiring high-quality work supporting the vision and goals of the City’s adopted plans. The Department is dedicated to fostering a welcoming and positive work environment, upholding the highest ethical standards, striving for continual improvement, and working collaboratively with both internal and external stakeholders.

Incumbent performs duties in the City Engineering Department as prescribed by federal, state, and local laws, regulations, guidelines, and policies. Reviews major initiatives with the City Engineer. Work is reviewed only to ensure conformance to the overall objectives of the Administration.
Reports directly to the City Engineer.
Exercised
Incumbent directly supervises the Engineering Field Specialist, Transportation Technician, and Engineering Technician positions. Incumbent coordinates extensively and provides significant guidance to operation staff within the Public Works Traffic and Parking Divisions. Independent judgment is continuously required when analyzing engineering alternatives and making determinations. Frequently uses effective communication skills to recommend preferred solutions to boards and commissions, the Administration, and the general public. Errors in judgment may or may not be immediately apparent and may result in a substantial loss of money to the City, the potential for liability, as well as inconvenience to the public. Incumbent applies a wide variety of rules, laws, and professional engineering knowledge to assist the City Engineer on all transportation matters.
Difficulty of Work
Most work is performed in a modern office environment, though regular field work is required in various weather conditions and is exposed to normal hazards associated with traffic and construction projects. Incumbent attends occasional evening meetings.
Personal Work Relationships
Incumbent maintains frequent contact and communicates with department staff, local, state, and federal agency representatives, community leaders, members of various Boards of Directors, and the general public during varied situations and circumstances, often requiring extensive communication skills to gain cooperation in the face of differences of opinion.
