Job Description Summary:
Under general direction, leads Utilities Maintenance programs and projects for the Water, Wastewater and Flood and Stormwater utilities. This position directly supervises Utilities Maintenance supervisors and associated resources and works in a collaborative manner to foster teamwork and coordination to execute maintenance activities. This position supports the conceptual development of construction projects and works with supervisors in overseeing their project organization, scheduling and implementation. This position leads interdepartmental coordination and division management support, including planning, organizing, and directing execution of complex Utilities Maintenance projects and programs with non-routine, challenging and/or sensitive elements.
Job Description:
ESSENTIAL DUTIES AND RESPONSIBILITIES
Team Leadership
  • Functions as a part of workgroup leadership in close partnership and coordination with the Utilities Maintenance Senior Manager.
  • Collaborates with Utilities engineering and other related staff to strategically plan and prioritize maintenance and repair needs. This includes development of short-range and long-range work plans and management of associated staffing and budgets, including cost and schedule estimation.
  • Supervises the Water, Wastewater, and Field Services Supervisors and provides support to their staff to achieve a supportive culture where teamwork, professional development, mentoring, and candid feedback are prioritized.
  • Leads hiring processes, ensuring equity and adherence to city guidelines; develops goals, documents performance, and provides feedback; and formally evaluates the work of employees, including formal disciplinary actions when required.
  • Fosters and maintains positive relationships with internal and external customers, vendors, partners, and other agencies.
  • Acts and functions as Utilities Maintenance Senior Manager when absent or as assigned.
Program and Project Management
  • Coordinates with internal and external partners and seeks resolution to difficult situations that require tactful persuasion and negotiation skills, while maintaining long-term relationships.
  • Responds to public inquiry and requests and ensures timely and appropriate response in accordance with department policy and practices.
  • Leads and supports others in the conceptual development of construction projects and oversees their project organization, scheduling and implementation. Includes training and supporting Utilities Maintenance supervisors in budgeting, permitting, community engagement and other activities concerned with the construction of civil and underground utilities projects.
  • Provides guidance and supports teams in developing, monitoring, and analyzing metrics to assess workgroup performance and proactively plan projects and programs. This includes integrating Beehive Asset Management into planning and assessment efforts and collaborating with other project managers, project sponsors, and operating departments to identify project objectives, milestones, resource requirements, performance metrics, and deliverables.
  • Develops and oversees job and workplace Safety Program and Committee to ensure worker safety, best practices, and compliance with safety regulations (such as OSHA when applicable).
  • Assists with the development and implementation of the equipment and maintenance budget and tracks expenditures.
  • Provides construction management guidance on field construction activities tied to civil engineering and infrastructure projects such as earthwork, deep foundations, underground utilities, etc. Includes construction cost estimation.
  • Procures resources, equipment, and services (i.e., consultant and construction contracts, inspections).
  • In coordination with Utilities Maintenance Senior Manager and supervisors, supports development of annual work plan and implementation.
Technical Acumen
  • Works collaboratively with other city departments, outside organizations, agencies, private contractors, and the public to establish service level standards and practices. Provides technical guidance, direction, training, and information as needed.
  • Investigates Utilities issues/concerns to determine cause and oversees resolution. Remains generally alert to utility conditions indicating anticipated or needed repair. Performs field inspections and responds to emergencies.
  • Understands and supports compliance with external partner and regulatory agency maintenance requirements.
  • Reports spills and other discharges as required by environmental/public health agencies (U.S. EPA, Colorado Department of Public Health and Environment, among others).
  • Supports investigation and provision of information on legal claims regarding Utilities maintenance.
  • May act as a registered backup Operator in Responsible Charge for Wastewater Collections and Water Distribution systems with the State of Colorado.
  • May be required to perform specialized tasks on a work crew on occasion depending on the individual expertise and abilities of the crew members.

  • Have and maintain acceptable background information, including criminal conviction history and motor vehicle record.
PREFERRED QUALIFICATIONS
  • Experience in heavy construction, including cost estimation and project management.
  • Experience with continuous improvement projects.
  • Familiarity with design criteria and standard specifications.
  • Experience in storm and flood maintenance.
  • Experience with government purchasing contracts, RFP's and Continuing Service contracts.
  • Detailed understanding of Federal, State, and County laws and regulations governing water and sewer operations.
  • Experience with Water/Wastewater Utility, conceptual understanding of engineering.
  • Bilingual in Spanish.
REQUIRED EDUCATION AND EXPERIENCE
  • Bachelor's degree in Construction Management or a related field, and at least eight years of full-time experience in utilities maintenance or construction.
  • Or equivalent combination of education and experience.
  • Progressively responsible supervisory experience, with at least 5 years supervisory experience.
  • 7 years' experience in one of the following disciplines: water distribution, wastewater collections, utility locates and water metering.
  • State of Colorado Class 4 Wastewater Collection System Operator or ability to obtain within nine months after hire/promotion.
  • State of Colorado Class 4 Water Distribution System Operator or ability to obtain within nine months after hire/promotion.
  • If obtained, must maintain CDL in good standing as part of job function unless other arrangements are made with manager prior to a change in certification status.
  • Certified and experienced heavy equipment operator.
  • Confined space and Competent Person, Excavation certified.

WORKING CONDITIONS
Physical Demands: Sufficient clarity of speech and hearing or other communication capabilities that permits the employee to communicate effectively on the telephone and in person. Sufficient vision or other powers of observation that permits the employee to review, evaluate and prepare a variety of written documents and materials. Sufficient manual dexterity that permits the employee to operate computer equipment and other office equipment. Sufficient personal mobility and physical reflexes, which permits the employee to work in an office setting, and to conduct field work (~50%) which includes routine visits to sites with limited accessibility such as construction work sites, which require walking over rough surfaces and climbing. Work may include extended periods of time viewing a computer video monitor and/ or operating a keyboard.
Work Environment: Work is split between an office environment and outdoor settings. Non-office work settings are subject to continuous interruptions and background noises. Also includes routine visits to sites with limited accessibility such as construction work sites and city industrial facilities where there is exposure to tanks, open trenches, pipes, manholes, vaults, confined spaces, moving equipment, traffic, mechanical and electrical equipment, pressurized liquids and gasses, chemicals, open water, and uneven terrain.
Machines and equipment used include but are not limited to the following: Frequent use of standard business and professional tools and equipment including laptop computers and mobile devices, and city vehicles.
