Job Description

JOB SUMMARY

The Designer I is responsible to assist in planning and serve as a design team leader. The class is responsible for preparing and reviewing construction plans and estimates and inspecting work-sites to ensure work is being conducted according to the plan.

KEY FUNCTIONS/KNOWLEDGE/SKILLS:

  • Slightly above average skills; knowledge of more complex work routines, rules, procedures, or operations; ability to operate higher-level specialized equipment
  • Inspects materials, grades, and other work compliance with contract specifications.
  • Design of construction projects.
  • Designs drainage and street improvement plans.
  • Project management of CDBG and City projects.
  • Inspects worksites.
  • Prepare cost estimate
  • Reviews construction designs, subdivisions, and street improvement.
  • Reviews commercial site development plans for Engineering and Traffic.
  • Reviews Fiber permits within City right of way.
  • Assists in the preparation of cost estimates.
  • Prepares reports of expenditures, activities and performed other related required information.
  • Work is performed under direction of a higher level of authority and will provide direct immediate to general supervision of assigned subordinates.
  • Checks progress of assignments, verifying adherence to assignment requirements and determining quality of work performed by team members.
  • Determines proper and efficient usage of materials, equipment, and hand and power tools by subordinates in the performance of their assignments.
  • Prepares complete, accurate and timely reports, records, and logs.
  • Operates and utilizes various hand and power tools and equipment (light to heavy) appropriate to assigned area.
  • Adheres to and enforces safety practices and procedures in work areas and in performance of work assignments.
  • Perform other related duties as assigned.

Education and Experience

Bachelor’s degree plus one year of experience, or high school graduation or GED plus five years of experience.

Special Certifications and License

Valid Texas Driver’s License.

Requires AEC Certified Engineering Degree.

Independence and Judgement

Average judgment; must recognize and resolve problems such as bad grammar, type of procedure to apply, where to refer call or correspondence without specified destination, whether there is a problem/malfunction with a piece of equipment that needs attention, etc.; may involve freedom in selection of work methods among approved routines, setting of priorities, or sequencing of tasks within established schedules.

Initiative and Ingenuity

General guidelines: occasionally requires interpretation of available options to apply to non-standard situations; day-to-day work drives priorities.

Supervisory and Responsibility

Does not supervise.

Financial Responsibility

Orders and picks up supplies (usually not more than $200.00); posts transactions but does not directly handle checks or cash; sends invoices for billing.

Level and Frequency of Outside Contacts

Frequent contact with the public or other organizations; interactions may require obtaining cooperation of people; courtesy and tact are required when dealing with moderately difficult or sensitive issues.

Physical Demands

Light physical effort; may require brief periods of heavy muscular exertion, such as standing, lifting, moving, pulling, pushing, etc, ability to exert up to 25lbs. of force occasionally to move objects.

Responsibility for Equipment and Property

Responsible for assigned equipment/property used outside of office; use of City vehicle.

Working Conditions

Fair inside or outside conditions; exposure to disagreeable conditions is brief or otherwise insignificant; space problems; only occasional situations that place the employee in a stressful environment.

Other Requirements

The City of Brownsville requires all employees to successfully pass a Drug & Alcohol and a physical examination and a Background Check.
