General Position Summary

Under the direction of the Human Resources Manager, the Human Resources Analyst performs professional duties involving recruitment, selection, retention, employee relations, compensation, development and maintenance of policies and programs, training coordination, benefit and leave administration, records administration, and human resource system maintenance and reporting.

Essential Functions

  • Performs a variety of technical, administrative, and complex duties in support of the Human Resources Division.
  • Full life cycle recruitment responsibilities for all positions below supervisory level. Prepares, conducts, and coordinates the employee recruitment and selection process; prepares and post job announcements, participates in interviews, conducts reference, background, and credit checks, creates offer letters and presents offers.
  • Conducts employee orientations for Personnel Handbook and Safety Manual.
  • Participates in employee relations actions and performance improvement plan design as directed.
  • Assists with coordination of employee benefits programs and leave administration including FMLA, Shared Leave Program and Workers Compensation and Return to Work Programs.
  • Acts as Wellbeing Coordinator for the Wellness Program and responsible for annual submission of Well City Application to AWC.
  • Responsible for maintaining the Wellbeing Committee snack bar, ordering, stocking, reporting and managing IOU's.
  • Assists with the administration of the Safety Program, including review of incident and accident forms.
  • Approves personnel actions within the human resource information system.
  • Responsible for serving as record coordinator for Human Resources; maintaining essential records according to the State record retention schedule and investigating and responding to public disclosure requests related to division as requested.
  • Assists with recognition and tenure awards and programs.
  • Coordinates all staff meetings and HR sponsored training classes including room arrangements, and class registration and documentation.
  • Completes special projects including responding to requests for job descriptions, pay or other information, including providing statistical data for government reports.
  • Prepares reports and other correspondence. (OSHA 300, EEO-4, PERS eligibility, etc.)
  • Assists in the development of programs, procedures, and guidelines to help management and employees meet the strategic goals of the City.
  • Assists with the coordination of unemployment claims.
  • Coordinates Hearing Conservation Program.
  • Administrative tasks such as processing invoices, contracts and purchase cards.
  • Prepares new hire packets, assembles employee files and performs routine filing.
  • Coordinates various special projects and on-going programs as assigned.
  • Performs website design and maintenance of information on the HR website.
  • Assists in identifying current and future employee training requirements and recommending cost-effective training programs.
  • Maintains the division's filing systems. Archive and destroy documents in accordance with laws, regulations and city policies and procedures.
  • Tracks part time employee hours for ACA compliance.

Education and/or Experience

Bachelor of Arts degree in Human Resources or related field, and two years increasingly responsible human resources administration experience, OR a combination of work experience, education, and training which provides the candidate with the knowledge, skills, and abilities to effectively perform the essential functions of the job will be considered.

Special Requirements

  • Human Resources Certifications strongly preferred: Professional in Human Resources (PHR) and/or Society of Human Resources Management Competent Professional (SHRM-CP).
  • Successful completion of pre-employment background check.
