Class Summary

EMPLOYMENT CONTRACT REQUIRED
Incumbent is responsible for managing the activities, operations relating to sanitary sewer and stormwater operations.
REPORTING STRUCTURE:
Receives general guidance from the Wastewater Operations Officer.

Typical Class Essential Duties

1. Exercises direct supervision over the assigned divisions to include: authorizing time-off, approving payroll and hiring; coordinates staffing and operational activities; ensures that training and development is provided to staff; provides consistent accountability with disciplinary actions (as warranted), in addition to maintaining a healthy and safe work environment.
2. Manages all functions of the sanitary sewer and stormwater operations to include coordinating, prioritizing, and assigning operational activities for sanitary sewer and stormwater systems including collection systems construction, stormwater drainage, and pump stations.
3. Participates in the development and implementation of goals, objectives, policies, and priorities for Water Distribution operations. Identifies resource needs; recommends and implements policies and procedures. Sets objectives and procedures for work group(s) within the sanitary sewer and stormwater operations.
4. Serves as the Regulatory Compliance Officer for sanitary sewer and stormwater operations by coordinating activities to maintain permit compliance with regulation agencies such as the Environmental Protection Agency (EPA), Department of Environmental Quality (DEQ), and State Engineer’s Office (SEO).
5. Prepares, recommends, and manages the budget for sanitary sewer and stormwater operations.
6. Assists the Wastewater Operations Officer on making recommendations for Capital improvement plan(s) and implements the plan(s) accordingly.
7. Ensures standard operating procedures (SOPs) for operating and maintaining the sanitary sewer and stormwater operations are completed, accurate, and up to date; maintains the preventative and corrective maintenance software.
8. Coordinates and monitors the work of external contractors and ensures compliance with specifications and City standards, for effective, safe, and secure operations.
9. Coordinates departmental activities and priorities with other City departments and external agencies. Represents the City of Casper on related boards and committees.
10. Continuously monitors plant operations, reviews and assesses operational logs, records and reports issues; and inspects plant facilities and operations on a regular basis.
11. Prepares, reviews, and interprets operational and statistical reports.
12. Represents the City of Casper by responding to the public, citizens, its employees, and others in a prompt, professional, and courteous manner while continuously maintaining a positive customer service demeanor.
13. Performs other duties of a similar nature or level.

Training, Experience & Certifications

EDUCATION and EXPERIENCE
  • Minimum of three (3) years of increasingly responsible experience in the operations of a Wastewater treatment plant or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed below.
  • Minimum of two (2) years of experience working as a supervisor.
  • High school diploma or equivalent (G.E.D.) required.
  • Bachelor’s Degree in engineering, public or business administration, environmental science or a closely related field preferred.
LICENSING and CERTIFICATIONS
  • Possession of, or ability to obtain, a valid Wyoming Driver’s License is preferred.
  • Possession of, or ability to obtain, a Wyoming Class II Wastewater Collection Certificate within one (1) year of hire.

Physical and Environmental Conditions:
City of Casper employees in data creation and modification, security sensitive or safety and protective positions are subject to pre-employment drug testing. Some employees may be subject to random drug testing if their responsibilities include:

Positions in this class typically require: stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, grasping, talking, hearing, seeing and repetitive motions. Can include long periods of sitting or long periods of standing.
Light Work: Exerting up to 20 pounds of force occasionally and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to lift, carry, push, and pull or otherwise move objects, including the human body.
Incumbents typically work indoors in an office environment. Occasional fieldwork is expected in all weather conditions, and work in confined spaces or at heights may be necessary.
Incumbents will likely be exposed to fumes, loud machinery noise, harmful chemicals, wet conditions, and electrical hazards. Work may require the use of personal protective equipment including hard hats, eye protection, hearing protectors, gloves, safety vests, and safety shoes.
The position requires frequent standing and walking, as well as sitting, typing, and customer contact, both by telephone and in person.
