Chief Housing Officer
The Chief Housing Officer position aims to lead, manage, supervise, and coordinate initiatives to address the City's affordable and attainable housing requirements. This role involves collaborating with and directly supporting the Mayor by creating partnerships with regional, state, and federal housing authorities along with local service providers and philanthropic organizations. Responsibilities include setting organizational goals, assessing service delivery, developing projects and programs, and advising the Mayor's Office on housing issues.
 
Essential Job Functions - the basic job duties an employee must be able to perform:
  • Coordinate, administer, and implement affordable housing plans and programs for all residents
  • Manage a multi-year strategic vision and direction for affordable housing including the implementation of the Comprehensive Housing Plan
  • Update the City's strategic plan on the progress made toward the Comprehensive Housing Plan
  • Manages and participates in the development and implementation of goals and policies
  • Conduct organizational studies and prepare strategic/financial plans consistent with organizational priorities
  • Establish effective working relationships with executive management over City agencies involved in housing financing, development, and permitting processes
  • Maintain close relationships and dialogue with regulatory agencies 
  • Represent the City at external engagements and develop relationships with external stakeholders
  • Lead, manage, and direct staff in all matters relating to housing
  • Create and maintain consistent project review and development procedures
  • Manage and monitor the work performance of a department including evaluating program and work objectives along with effectiveness, establishing broad organizational goals, and realigning work and staffing assignments for the department
We are looking for candidates who demonstrate:
Knowledge of:
  • Operations, services, and activities of affordable housing plans and programs
  • Operations and organization of municipal government, as well as municipal budget preparation and administration
Ability to:
  • Manage and direct comprehensive affordable housing strategies
  • Identify and respond to sensitive community and organizational issues, concerns, and needs
  • Strong leadership skills
  • Keep current with legislative proposals and the effects they may have on programs while communicating any effects legislative proposals may have on programming or funding 
  • Bachelor’s degree from an accredited college or university with major coursework in a related area of study.
  • Five years of full-time, professional experience in a related field
  • Three years of administrative, leadership, and supervisory experience
  • Possess or obtain upon hire, and maintain a valid, non-probationary Colorado driver's license not subject to restriction related to alcohol and/or drug violations or pending charges
One year of relevant work experience may be substituted for one year of required education (OR) one year of relevant academic coursework beyond the minimum requirement may be substituted for one year of required professional experience.
  • Experience working in a municipal or other government environment, in a housing capacity
  • Experience with policy development and implementation of organization-wide initiatives
  • Experience communicating with diverse stakeholders
The City of Colorado Springs offers additional compensation depending on the position, area of assignment, and specific job assignments, including shift differential, pay differential, acting or lead, special assignment, hazard pay, longevity, cell phone allowance, uniform allowance, relocation, awards, standby, call out, compensatory time off, tuition, overtime, extra duty, incentive, holiday premium, proficiency, and vacation sell back.
