GENERAL PURPOSE
Under the general supervision of the Fire Chief or His Designee, to perform the full range of fire protection and prevention duties in a training, learning and assisting capacity; to inspect for fire and life hazards; to enforce all applicable codes, regulations and ordinances for the prevention of fire and for the protection of life and property against fire and panic; to participate in the review of plans of new or remodeled structures for compliance with fire safety requirements; to enforce a variety of codes, laws and abatement procedures; and to do related work as required.
SUPERVISION RECEIVED/EXERCISED
Works under the general supervision of the Fire Chief or his designee.
DISTINGUISHING CHARACTERISTICS: :
Under the supervision of the Officer in charge of the Fire Protection Division, is responsible for performing such inspections, plan review, enforces City and Fire Districts weed abatement ordinances; develops and administers public fire safety education programs and public relations programs. Investigates routine complaints of fire/life safety hazards. The Fire Protection Specialist I performs technical and specialized work in the fields of fire and life safety inspection, building code enforcement, hazardous materials disclosure and inspection, fire ground investigation to determine cause an origin of a fire, engineering and code enforcement, and to perform other duties as required. This is an entry level class in the Fire Protection Specialist series. This class is distinguished from the Fire Protection Specialist II by the performance of the more routine tasks and duties assigned to positions within the series. Fire Protection Specialist I coordinates plans and specifications with respect to fire standards and fire protection features, and the performance of field inspections. Assignments are generally limited in scope, contain fairly routine tasks, and are performed within a procedural framework established by higher-level employees. Employees at this level are expected to learn the full scope of duties. As experience is acquired, incumbents perform with less immediate supervision and continue to learn the full scope of the duties and responsibilities. Fire Protection Specialist I, is the entry level classification where emphasis is on learning and gaining experience within a limited, designed framework of procedures, and requires higher level of supervision.
PRIMARY DUTIES AND RESPONSIBILITIES
The following essential functions are those that are critical, integral, necessary, crucial, primary and fundamental to the job.   • In a training, learning and assisting capacity, performs all of the normally assigned duties of a Fire Protection Specialist II.
  • Assumes responsibility for a wide variety of fire protection activities of the department.
  • Inspects commercial and industrial buildings, schools and related structures and facilities.
  • Participates in the review of building plans for conformance with protection laws and regulations and for possible fire hazards.
  • Investigates complaints from private citizens and other City departments relating to fire and safety hazards
  • Provides technical advice regarding the installation and maintenance of fire prevention equipment.
  • Speaks before school groups and other organizations on fire prevention matters.
  • Confers with supervisor regarding overall departmental fire prevention and inspection programs.
  • Maintains required records and prepares reports.
  • Issues correction and citations.
  • Prepares publicity on fire safety.
  • May assist in determining the cause and origin of fires and prepares reports of same; may interview fire witnesses and victims; collects and preserves evidence; estimates fire loses, assist in preparing criminal fire cases.
  • Processes State Fire Marshall and Department of Social Services fire clearance request; processes business applications for fire clearances.
  • Performs other duties as assigned or required.
MINIMUM QUALIFICATIONS
Education and Experience:
Must be 18 years of age or older.
Possession of a High School Diploma, GED, or High School Equivalency Certificate.
Completion of college level course work in Fire Science and Fire Prevention is desirable.
Special Requirements:
Must be able to provide proof of USA Citizenship or legal right to work in USA.
Must successfully pass pre-employment examination including drug screen, fingerprinting, and background check.
Required Licenses or Certifications:
  • Possession of an appropriate California driver's license issued by the State Department of Motor Vehicles.
  • Employee must obtain certificate OSFM Fire Inspector 1A, 1B, 1C, 1D, Fire Investigation1A, 1B, and 1C.
  • Employee must obtain all certificates within 18 months to maintain employment.
  • City of Compton will be responsible for cost of classes.
Required Knowledge of:
  • Basic principles, practices and procedures of modern fire prevention and inspection techniques.
  • General rules and regulations of the Fire Department.
  • General operation and capabilities of types of Fire Department apparatus and the ability to apply this knowledge of fire prevention situations.
  • Basic local, State and National Safety codes, ordinance and laws relating to fire prevention.
  • Building materials and construction and the principles of heat travel and combustions.
  • Intermediate skills in Microsoft Word, Excel, and Outlook.
Ability to:
  • Learn to work without direct supervision and make independent decisions in the field, keeping in mind all applicable codes and established procedures.
  • Learn to investigate complaints, make necessary recommendations or corrections.
  • Write necessary letters of citations and follow through until the case is closed.
  • Interpret, apply and explain a wide variety of codes, ordinances, regulations and policies.

  • Work cooperatively with other City and State bureaus in making inspections and assisting them with investigations.
  • Establish and maintain cooperative relationships with citizens, schools and all other organizations necessary for successful performance for fire prevention duties.
  • Prepares clear, concise reports, learn to assist in investigations, interview witnesses and prepare accurate, clear and concise reports that can be used for prosecution in criminal cases.
  • Read and interpret building plans, specifications and blue prints
  • Obtain appropriate Fire Prevention certificates.
Physical Demands / Work Environment:
  • Work may be performed outdoors with time spent in moderate to high temperatures (above 90 degrees) with exposure to environmental hazards associated with emergencies ie, exposure to sun over 50% of the time, slippery surfaces contact with oil, electrical shock, exposure to allergy causing agents, .
  • Work requires light to moderate lifting (50lbs.), carrying, driving and on occasion climbing (above 12 feet).
  • Moderate finger dexterity, hearing, and visual color discrimination and near vision is required.
  • Work may involve exposure to wet surfaces, occasional loud noise and dust.
  • Possibility of bodily injury
  • Occasional work beyond normal work hours
  • Use of a Respirator is required
  • Moderate to frequent walking, jumping, crawling and climbing.
  • Work is performed in standard office environment as needed.
EXAMINATION

The purpose of this examination is to establish an eligible list from which vacant position(s) may be filled.

Phase one (1) is a written examination (weighted 50%) which will measure all or portions of the above knowledge, and skills. Phase two (2) is an oral examination (weighted 50%) that will be administered by an appraisal panel to evaluate professional qualifications, background and suitability. The oral examination may include graded simulation exercises, writing exercises, and oral presentations. A passing score for each phase is 70%. Each candidate will be notified via mail or e-mail.

The City of Compton reserves the right to utilize alternative testing methods, if deemed necessary. Failure in one phase of the examination shall be grounds for declaring the applicant as failing in the entire examination, and as disqualified for subsequent parts of an examination.

GENERAL INFORMATION TO EXAMINATION APPLICANTS The City of Compton does not discriminate on the basis of race, color, national origin, sex, religion, age, or disability in employment or provisions of services.

ELIGIBLE LISTS Recruitment may be conducted on a (a) promotional basis, (b) open-competitive basis, or (c) promotional and open-competitive basis simultaneously. All candidates who attain an overall score of at least 70.00 (open-competitive) and at least 75.00 (promotional) will be placed in rank order on the relevant eligible list(s).

PLEASE NOTE :
All permanent City employees that attain an overall score of at least 75.00 will be placed on both the promotional eligible list and the open-competitive eligible list. All City employees that attain a score of 70.00 on EACH PHASE of the examination but an overall score of less than 75.00 will be placed on the open-competitive eligible list only.

Each eligible list shall remain in effect one (1) year from the date of its establishment unless it is extended, abolished or exhausted. Whenever possible, three (3) names are certified to fill any one (1) vacant position. No candidate may be certified more than three (3) times for any one classified position. When certifying eligible lists to appointing powers, the promotional eligible list takes precedence over the open-competitive eligible list. A department manager's recommendation for employment is subject to the City Manager's approval.

EXAMINATION APPEAL PROCEDURE A candidate may, within five (5) days after taking the written examination, file in writing with the City Manager an appeal against any part of the test, citing the item or items against which the appeal is directed, and the reason(s) for such appeal. The Personnel Board will consider appeals from the decisions and ratings of qualifications appraisals (interview) boards if such appeals meet the conditions described in the Personnel Rules and Regulations (Section 6.8).

EXAMINATION RECORDS
All examination papers, including the employment application, resume, and other attachments submitted by candidates are the property of the Personnel Board and are confidential records which may be open to inspection only for purposes and under conditions established by the Personnel Board.

VETERAN'S PREFERENCE In all entrance examinations (open-competitive only) for positions in the Classified Service, veterans who served in the armed forces of the United States during time(s) of war, and who attain an overall passing score in the examination are allowed additional preferential credit in accordance with the Personnel Rules and Regulations. In order to claim veterans' credit, the applicant must submit proof of service and honorable discharge (showing specific dates of service) on a U.S. Military form (DD-214) at the time of application or not later than the final filing date for the examination.

The City of Compton offers an excellent benefits program which includes membership in the California Public Employees' Retirement System (PERS); family-covered insurances: dental, health, vision; life insurance (for employee only); Employee Assistance Program; six personal leave days; 15 holidays (including birthday); vacation; sick leave; bereavement leave; educational reimbursement; personal development; deferred compensation; 4/10 work week. The City also pays the employee's 8% share of contribution towards retirement.
Retirement:
Employees hired after January 1, 2013, who are new to CalPERS, or are returning members with a break in service greater than six months, will be enrolled in the 2% @ 62 retirement plan and will be required to pay at least 50% (currently 6.5%) of the normal PERS cost.
Dental:
The City pays 100% of the full family monthly premium towards the HMO dental insurance plan.
Health:
The City pays 100% of the full family monthly premium based at Kaiser Los Angeles Region's rates. Employees selecting health plans with higher monthly premiums than Kaiser will incur out-of-pocket costs.
Vision:
The City offers a voluntary vision insurance plan.
Life:
The City pays 100% of the monthly premium for employee only towards $55,000 life insurance coverage.
Employee Assistance Program:
Provides confidential counseling, education and referral for work and life issues at no cost to the employee; subject to program provisions.
Vacation:

Employees of this Unit may use vacation leave after the satisfactory completion of six months of continuous service with the CITY. Employees shall accrue vacation as follows: *6 months to 5 years of service - 6.667 per month; 5 to 10 years of service - 10.00 hours per month; 10 to 15 years of service -14.00 hours per month; 15 or more years of service - 17.334 hours per month

Educational Reimbursement:
Employees receive up to $2,000 per fiscal year for job-related courses.
