Job Purpose:
The purpose of this position is to oversee the City's learning & development program, and further advance the City’s commitment to diversity, equity and inclusion (DEI) by coordinating, and implementing programs and activities designed to establish DEI as a shared value across the organization.
Essential Duties and Responsibilities:
Ø Identifies training needs and, in consultation with departmental leadership, establishes immediate and/or long-range training priorities for City personnel.
Ø Plans, develops, organizes, and implements comprehensive learning and development plans including functional skills and technical knowledge training.
Ø Designs and develops training courses, which may include audio-visual aids, handbooks, and/or written on-line documentation, to meet specific training needs.
Ø Delivers in-person training on generic or technical topics to targeted personnel.
Ø Coordinates, administers, and monitors the City’s Supervisor Training Program.
Ø Works collaboratively with the Human Resources Director to develop and facilitate DEI training for City employees.
Ø Acts as the official representative on DEI to the City Manager’s office and elected officials.
Ø Advises, and assists department directors in a variety of DEI matters, including the interpretation and application of anti-discrimination laws, civil rights laws, difficult and sensitive citizen concerns and inquiries, community relations problems, and training and education.
Ø Ensures compliance with Title VI assurances, policies, and program objectives.
Ø Maintains registration and attendance records of employees to prepare reports on learning and development programs and activities; assesses the success and/or opportunities for improvement of such programs.
Ø Continuously monitors and evaluates relevancy and accuracy of training course content and analyzes the process and impact of training on learning and development, and on-the-job performance.
Supplemental Functions:
Ø Performs other similar duties as required by the Human Resources Director.
Job Specifications and Qualifications:
Knowledge:

Skills:

Education/Experience:
Bachelor's degree in Human Resources, Business Administration, Organizational Psychology, Training & Development, Education, Social Sciences or related field from an accredited college or university, with at least five (5) years of relevant experience designing and implementing employee development programs;along with demonstrable success in training adult learners; or the City may consider an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job. Master’s degree preferred.
Licensing and Certifications:
PLEASE NOTE: Applicants must meet the City’s criteria for an acceptable driving record.

The mission of the City of Concord is to partner with our community to deliver services, preserve, protect and enhance the quality of life and plan for the future. Concord's history dates back over 200 years. Back in the late 1700's, it seems there was a disagreement between the German and Scots-Irish settlements in the area over exactly where the County seat of the newly formed county of Cabarrus should be located. A compromise was eventually reached, and the new city was founded in 1796 on a 26 acre site. The city was named Concord, meaning "harmony," to reflect the spirit in which the issue... was settled.
