JOB SUMMARY:

The ERP and Payroll Operations Specialist is responsible for administering payroll & related programs, accurately processing payroll, managing the ERP Payroll process, maintaining applicable General Ledger entries, implementing strategic projects, and building best in class employee experiences. This role sits at the intersection of people and processes. This position performs professional level human resources, payroll, and accounting work and carries out responsibilities which impact all finance functional areas, with a strong emphasis on employee life-cycle administration and management. The ERP & Payroll Operations Specialist is responsible for recommending, developing, implementing, administering, coordinating, and / or evaluating ERP and payroll policies, statutes, programs, and procedures. This position works closely with Human Resources.

RESPONSIBILITIES:

Data entry of bi-weekly payroll data such as hours worked, taxes, insurance, and other deductions to be withheld from employees pay. Data entry of all payroll changes into payroll system accurately. Review payroll data to detect and reconcile payroll discrepancies.

Ensure employee benefits changes are entered appropriately in payroll system for payroll deduction after open enrollment. Coordinate with human resources to process any garnishments on employees and process employee's workers compensation. Maintain accurate data in excel spreadsheets of position numbers for city and employee pay information. Prepare and process merit increase forms for departments. Prepare check requests for garnishments and other payroll deductions. Update shadow systems with payroll changes.

Provide customer service regarding various payroll inquiries to both employees and directors. Prepare and submit payroll taxes and state unemployment reports. Prepare and submit IRS Form W-2 (Wage and Tax Statement) and IRS Form 1095 (Health Insurance Offer and Coverage Statement). Maintains various excel spreadsheets and word documents. Prepare check requests for submission to accounts payable of vendor invoices.

Maintain ERP - Payroll platform systems setup, maintenance, and optimization.

Establish, document and audit programs and processes.

Research, analyze data and prepare reports on ERP and Payroll trends, new project suggestions, and current program goals and progress.

Assist in cyclical projects and serve as subject matter expert for implementation projects relating to ERP and digitization projects.

Assist with ERP administration, acting as the in-house expert in providing guidance and reporting. Work closely with various staff to assure integrity of files and documents.

Assist with the implementation and ongoing administration of monthly file feeds and various automated initiatives, file specifications, and electronic workflow.

Develop, review, and revise program policies and procedures. Maintain and apply knowledge of legal requirements and government reporting regulations affecting payroll and finance functions and ensure policies, procedures, and reporting are in compliance.

Assist in the process for creating, maintaining, and purging historical records by sustaining recordkeeping systems and processes.

KNOWLEDGE, SKILLS, AND ABILITIES:

  • Knowledge of Governmental accounting principles and practices
  • Knowledge of payroll processing, employment taxes, and Fair Labor Standards Act
  • Knowledge of business English and arithmetic
  • Knowledge of modern office practices, procedures, and equipment including applicable computer operations
  • Knowledge of Office365 products including excel and word
  • Ability to maintain confidentiality of employee data
  • Ability to evaluate situations and make decisions
  • Ability to make arithmetic calculations rapidly and accurately
  • Ability to communicate effectively both orally and in writing
  • Ability to establish and maintain an effective working relationship with the public and coworkers

REQUIRED MINIMUM QUALIFICATIONS :

  • Consistent, in-person attendance is an essential function of this position
  • Associate's degree (A.A.) or equivalent from two-year college or technical school
  • Five (5) years of broad, progressive payroll-related experience
  • Demonstrated experience with automated file uploads and electronic transmission of data

PREFERRED QUALIFICATIONS :

  • Bachelor's degree in finance or related field
  • Seven (7) years of broad, progressive experience in Payroll and/or Finance
  • Certified Payroll Professional designation

WORKING CONDITIONS:

Physical:

Work requires extensive use of a personal computer along with the ability to occasionally walk, squat, bend, use hands to operate, handle, or feel objects or controls; and reach with hands and arms. The employee must occasionally be able to lift/move objects weighing up to twenty-five pounds. This position also requires visual acuity to read documents, computer screens/displays, keyboards, etcetera.

Environmental:

Duties performed in an office environment. Escorted travel to/from banking institution.
