Perform highly complex and varied technical, and professional duties in support of all Human Resources areas including employee relations, labor relations, classification/compensation, workers’ compensation administration, occupational health and safety programs, data analytics, process improvement, employee benefits, training and development, diversity and inclusion, policies and procedures, Human Resources Information Management Systems, recruitment and selection, leave administration, and the administration of various State and Federal mandates. These tasks are illustrative only and may include other related duties.

This assignment will primarily coordinate the citywide safety program; manage the City’s workers’ compensation and early return to work programs; assist departments with safety compliance; manage the City’s driver safety program; and manage the City’s DOT drug-testing program.

Serves as a resource, technical expert, and consultant, providing professional Human Resources guidance to City management and staff, the public and other agencies requiring the use of judgment and the interpretation of a variety of policies, rules and regulations.
 
Manages the job classification program; conducts classification and compensation analysis and recommendations; reviews and develops job descriptions; and maintains classification and compensation plans. Determines appropriate FLSA status of positions; responds to salary and benefit surveys.
 
Acts as the system administrator for HR management software including HRIS, onboarding, learning management, recruitment, and timekeeping systems; identifies, proposes and tests system enhancements. Analyzes data and develops reports, workforce statistics, etc.
 
Coordinates citywide safety program including but not limited to developing and overseeing city and departmental policies and procedures; managing the City’s workers’ compensation and early return to work programs; and assisting departments with safety compliance. Researches innovative safety programs to better manage and control loss. Monitors the Risk Management Fund and assists in fund administration.
 
Manages the City’s driver safety program in compliance with Department of Transportation (DOT) guidelines as well as for employees who drive as an essential function of their position. Manages the City’s DOT drug-testing program and serves as the City’s Designated Employer Representative.
 
Conducts investigations of grievances, discrimination complaints and misconduct/performance issues; makes recommendations for appropriate action; prepares required documentation and responses.
 
Develops, implements and analyzes Human Resources systems to improve usability and performance across the department and citywide. Evaluates problem areas, researches and recommends solutions to automate and enhance Human Resources programs and processes.
 
Conducts a variety of research, data analytics and process improvement studies related to department programs and special projects; recommends best practices on all human resource activities.
 
Serves as back-up for monthly payroll processing. Responsibilities include reconciling payroll registers; processing payment back-up paperwork for deductions, payroll taxes, and City-paid benefits; compiling information for payroll tax reporting; completing subsystem reconciliations to the General Ledger; assisting department representatives with related questions; and resolving payroll system issues.
 
Provides training and guidance to Human Resources Analysts as needed.
 
May coordinate, develop, present, and track training programs to management and employees and to all new employees in area of assignment.
 
Prepares negotiation materials; prepares costing and analysis of proposals; participates in the negotiation team and ensures timely and accurate administration of collective bargaining agreements.
 
Assists in coordination of leave administration with employee and managers; conducts interactive processes with employees; leads the interactive process and coordinates reasonable accommodations. Ensures compliance with FMLA, OFLA and ADA.
 
Makes employee handbook and policy updates and assists in the implementation and application of new and existing policies.
 
Attends Human Resource and safety-related seminars and conferences, and reads industry journals and magazines to stay current on trends and legal requirements.
 
Uses initiative and independent judgment to see that Human Resource, performance, safety and benefit matters are handled effectively and efficiently so as to provide superior customer service to employees.
 
Maintains confidential employee records in accordance with applicable state and federal laws.
 
Acts ethically and honestly; applies ethical standards of behavior to daily work activities and interactions. Builds confidence in the City through own actions.
 
Conforms to all safety rules and performs work in a safe manner.
 
Delivers excellent customer service to diverse audiences.
 
Maintains effective work relationships.
 
Adheres to all City and Department policies.
 
Arrives to work, meetings and other work-related functions on time and maintains regular job attendance.
 
Performs related duties as required.

Education and Experience
Bachelor’s degree from an accredited college or university with major course work in human resources, public administration, business administration, organizational development, or a related field.
 
Five years of increasingly responsible professional human resource experience. Public Sector experience is highly preferable.
 
Five years computer experience in using HR Management Software (HRIS, Onboarding, Learning Management, Recruitment) and in proficiently using the Microsoft Office Suite.
 
Knowledge, Skills and Abilities
Ability to conduct organizational, procedural and statistical research studies and analyses and prepare and maintain confidential, technical and statistical records and reports.
 
Ability to review documents related to operations; observe, identify and problem solve operations and procedures; understand, interpret and offer guidance on Human Resources policies and procedures; explain operations and problem-solve Human Resources issues to the public and City employees.
 
Skill and ability to provide direction and training, to lead and direct, resolve personnel conflicts, effectively coordinate activities with other departments, outside agencies and the public.
 
Skill and ability to serve as professional resource and consultant to managers, supervisors, and employees regarding the resolution of complex personnel issues, requiring interpretation of City policies, procedures, collective bargaining agreements, and applicable federal, state, and local laws.
 
Ability to read, interpret, and apply pertinent laws, rules, regulations, standards, and procedures.
 
Ability to organize, prioritize, and coordinate work activities. Work with interruption; effectively handle multiple assignments and deal firmly and courteously with internal and external customers.
 
Ability to use initiative and sound independent judgment within scope of responsibility.
 
Ability to maintain confidentiality.
 
Ability to work with diverse groups in a tactful and effective manner.
 
Ability to analyze situations quickly and objectively and determine proper course of action.
 
Ability to establish and maintain effective working relationships with those contacted in the course of the work.
 
Ability to communicate clearly and concisely, both orally and in writing.
 
Special Requirements
First Aid and CPR Certification or the ability to obtain within six months of appointment may be required.
 
Travel among City worksites and to training/conferences is required.
