Description

To manage and lead the development and implementation of recreational programs and guest services that align with the city's vision and address the diverse needs of the community. Provides exceptional managerial and supervisory direction, ensuring the successful execution of high-quality recreational opportunities that enhance community engagement and well-being.
Examples of Duties

  • Manage and supervise recreation supervisors, guest services personnel (front desk) and seasonal recreation associates. Includes assigning tasks, evaluating performance, providing training, and assisting in problem solving.
  • Provides input and assists in the development of department short and long range goals and department policies and procedures.
  • Provides input and assists in the long-range planning of city recreation programs, services, and facilities.
  • Develops and implements the Recreation Department's comprehensive marketing plan and strategies, ensuring pertinent and accurate information across all marketing platforms. Develops web surveys and updates city web and social media pages. Determines effective marketing trends and target markets.
  • Actively assesses community recreation interests to add, modify or delete program offerings meeting the needs and plans of the city, department and community. Ensures quality assurance and safety measurements are met.
  • Oversee staff that design, organize and oversee a diverse range of community-based recreational programs and events; assuring that all activities are accessible and welcoming to individuals of all backgrounds, abilities, and demographics.
  • Develop and implement select community-wide programs and events; prepares and monitors contractual service agreements.
  • Oversees planning and implementation of cooperative and collaborative program efforts with a variety of agencies, contractors and instructors, citizen groups, city departments and elected officials.
  • Coordinates with parks & facilities superintendent and/or facility manager special needs or requests that are necessary for the efficient operation of all programs with the community.
  • Assists in development of the Recreation Department budget, monitors budget and approves purchases.
  • Oversees Rec-trac or equivalent registration software system components.
  • Guide the development and updating of training manuals for staff and volunteers.
  • Prepares and maintains a variety of reports, records, contracts and files for assigned program areas.
  • Seeks out grant opportunities and writes grant applications.
  • Promotes recreational programs and events through community brochures, fliers, presentations, Cable TV, newspaper articles, website, etc. in coordination with the communications coordinator.
  • Responds in a polite and professional manner to public requests and concerns. Gives information and assistance and interprets facility policies to the public.
  • Represents the City of Crystal and the department at various functions.
  • Regularly attends Park and Recreation Commission meetings.
  • Performs other duties as assigned.
Typical Qualifications

MINIMUM REQUIREMENTS
  • Bachelor's degree in recreation, leisure studies or related field.
  • Two years experience in recreation programming, facility management or related field.
  • One year professional experience with Microsoft Office Suite software programs including word processing, spreadsheet, database, and PowerPoint.
  • One year professional experience with desktop publishing, Adobe Acrobat, Google Calendar and/or Calendar Creator, and social media outlets.
  • One year experience working with recreation software such as Rec TracĀ® or equivalent software.
  • Valid driver's license.
  • Able to work varying shifts: daytime, evenings, and weekends.
DESIRABLE TRAINING AND EXPERIENCE
  • Two years or more experience in a supervisory position with year-round staff in recreation programming, facility management or related field.
  • Certified Park and Recreation Professional
  • Master's degree in recreation, leisure studies or related field.
  • Four years or more experience in recreation programming, facility management or related field.
  • Two years or more professional experience with Microsoft Office Suite software programs including word processing, spreadsheet, database, and PowerPoint.
  • Two years or more professional experience with desktop publishing, Adobe Acrobat, Google Calendar and/or Calendar Creator, and social media outlets.
  • Two years or more professional experience with management and marketing using social media and web based applications
  • One year or more graphic design for creating professional promotional materials.
  • Fluency in Spanish, Hmong, French, Somali or Oromo language(s)
Knowledge, Skills and Abilities

Communications: Must have the ability to express oneself effectively both orally and in writing. Must have the ability to actively listen to others for understanding of their needs and situations; ability to read, speak and write English clearly. Must be able to appropriately control situations in order to quickly and accurately gather pertinent information and be able to communicate this information professionally and precisely to the proper recipient. Be able to read and understand correspondence, memoranda and directives. Must be able to effectively represent the organization, department and its operations to management and the public. Must have ability to give effective presentations at public meetings.

Technical Knowledge and Abilities: Must have knowledge of a planned community park and recreation system. Must be able to formulate, initiate, and administer policies and procedures. Must be able to delegate, supervise, and motivate personnel assigned. Must be able to maintain effective and respected work relationships. Must have knowledge of community's park and recreation facilities and equipment. Must have the ability to prepare and justify budgets. Must have knowledge of personal computers and programs including word processing, spreadsheet, and database including their operation, limitations and potential for application. Must have operational knowledge of registration and facility scheduling software. Must be able to perform simple mathematical functions such as addition, subtraction, multiplication, and division to determine fee schedules. Must have general knowledge of various office machines and be able to adjust the heating, cooling and lighting within the community center and various park buildings.
PHYSICAL REQUIRMENTS
This work requires the occasional exertion of up to 10 pounds of force; work regularly requires speaking or hearing and using hands to finger, handle or feel, frequently requires sitting and repetitive motions and frequently requires standing, walking, reaching with hands and arms and lifting; work requires close vision, distance vision, ability to adjust focus, color perception and peripheral vision; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data, operating machines and observing general surroundings and activities; work occasionally requires exposure to outdoor weather conditions; work is generally in a moderately noisy location (e.g. business office, light traffic).

Retirement Health Savings Plan (RHS) - Regular full-time and regular part-time employees are eligible for the RHS Plan. The City will contribute a set dollar amount per month. Employees who have a minimum balance of hours in their sick leave banks will also contribute a set number of days into their individual accounts.

Vacation and Sick Leave - Upon your start date, you will accrue vacation and sick leave at the rate of 12 days per year (0-5 years of completed service). This is prorated for part-time employees according to hours worked. Each full time employee must expend a minimum of 80 hours of vacation each calendar year.
Holidays - The City has 12 paid holidays per year, two of which are personal/floating holiday.
Education Benefits - Employees may be eligible for a percentage of reimbursement of tuition up to a set amount on "work-related" courses, required fees and books upon completion and receipt of a grade of "C" or "satisfactory."
Deferred Compensation - This is a voluntary plan which allows employees to place a portion of their earnings into a 457 pretax deferred investment plan. This plan is subject to IRS Rulings.
Direct Deposit - The City requires direct deposit regarding payroll checks.
Flexible Benefit Plan(FSA) - This is a voluntary plan whereby a portion of your salary may be set aside to cover estimated health care costs and dependant daycare costs. This contribution is taken from gross wages and you must expend all the money you set aside or lose it. This plan is subject to IRS Rulings.
Employee Assistance Program - The City provides an employee assistance program for employees and their family members enrolled in the City's health insurance program.
Mileage Reimbursement - Personal automobile use for authorized trips, meetings, work, etc. will be reimbursed at the rate and consistent with IRS Regulations.
