Job Summary Review and approve plats and engineering plans to ensure compliance with the city's codes, ordinances and construction standards. Job Description Overview The Project Coordinator III provides senior level coordination, management, and facilitation of various infrastructure and construction projects across the City. Responsible for facilitating and ensuring permitting, plan review, accurate documentation, and competent customer service. Position Purpose (Job-Specific) The Project Coordinator Ill provides competent coordination, management, and facilitation of various programmatic and infrastructure projects on behalf of OHS. Responsible for assisting with property management activities including onsite visits and communication with tenants and Security Services provider. Other responsibilities include effectively communicating with City departments and tenants at all OHS properties. Accurate and timely review of property needs, preparation and filing of documentation and advising supervisor of tenant needs is required. Oversees the day-to-day operations of the OHS Volunteer Corps, ensuring smooth acceptance, training, and assignment of volunteers, and streamlined communications. Assists supervisor with development and execution of fundraising activities to support OHS' various projects and temporary inclement weather sheltering activities. Essential Functions 1 Performs project coordination, oversees permitting processes, and maintains open communications for various infrastructure and related construction projects occurring within the City; facilitates communication and collaboration between the departments, contractors, and other project personnel; conducts and facilitates meetings to address problems, open discussion, and encourage successful project implementation. 2 Facilitates and oversees the successful delivery of accurate building inspection review and permitting process; leads and supervises plans examiners and demonstrates knowledge in many field including engineering, zoning, permitting, and others. 3 Coordinates team review meetings that review multi-million dollar utility infrastructure projects; consults plan reviews, explains related codes and ordinances, and provides conflict resolution; coordinates various testing and evaluation prior to project implementation to ensure uninterrupted services. 4 Provide guidelines for project reviews by setting schedules and expectations of staff; meets with assigned staff daily and weekly on project issues that may arise; trains and provides direction on challenging or complex coordination issues; responds to inquiries regarding contract procedures or status of current projects and works with staff to maintain strong communication between all parties. 5 Reviews plans and plats for zoning compliance; verifies the plan zoning, researches previous plans, analyzes plans against ordinances and ensures appropriate approvals; supervises the issuance and administration of permits in accordance with approved associated plans; serves as a member of the Plat Committee and assists surveyors and engineers with requirement s of plat release and acceptance. 6 Reviews, evaluates, and ensures contract compliance with all City standards for private development contracts; manages insurance documents and other related forms are submitted and up to date; checks that all contract values match scope of engineering plans; evaluates contracts for water/wastewater contracts, paving or drainage contracts, and other infrastructure related contracts. 7 Researches and coordinates funding sources for all projects ensuring a seamless production from start to completion; calculates and creates Posse invoices for inspection fees, acreage fees, and other fees ensuring timely payment for uninterrupted project progress. 8 Transfers and coordinates funding within the Capital Improvement Management Information System from Council-approved blanket accounts into individual project accounts; develops and creates Capital Funding Requests for qualifying projects and creates payment authorization memos for signature. 9 Conducts and attends various meetings to discuss construction related issues, concerns of project implementation, layout of new utilities and infrastructure, and to ensure collaboration and effective project coordination between all necessary parties. 10 Performs any and all other work as needed or assigned. Essential Functions (Job-Specific) Property Communications and Partnership Management Performs project coordination, oversees OHS property management as liaison to property tenants, and maintains open communications for various infrastructure and related projects occurring on behalf of OHS; facilitates communication and collaboration between City departments, contractors, and other project personnel; conducts and facilitates meetings to address problems, open discussion, and encourage successful project implementation. Oversees the successful delivery of services at OHS properties. Answers partner organization questions regarding OHS properties, identifies roadblocks to project success, and makes requests for testing and other documentation to be completed as needed; ensures coordination of related departments to address identified issues to ensure uninterrupted services. Maintain guidelines for project reviews set by partnering departments and organizations inhabiting each property by adhering to set schedules and maintaining expectations of staff; meets with assigned staff daily and weekly on project issues that may arise; provides direction on challenging or complex coordination issues; responds to inquiries regarding property procedures or status of current projects and works with staff to maintain strong communication between all parties. Researches previous plans and zoning as needed; coordinates with relevant departments on issuance and administration of permits in accordance with approved associated plans as related to OHS properties. Reviews, evaluates, and ensures contract compliance with all City standards for private development contracts as they interact with OHS property affiliated projects; manages required documents and other related forms, ensuring that they are submitted and up to date. Assists in overseeing work sites as part of the larger, inter-departmental team managing OHS property issues, ensuring effective workflow and communication between all departments and outside entities. Attends various meetings to discuss property related issues, concerns, and to ensure collaboration and effective project coordination between all necessary parties. Volunteer Corps Assists supervisor with volunteer coordination, planning, coordinates, monitors, and implements the department's volunteer program by assessing the department's needs and ensuring services are provided to the community through volunteer activity. Assists supervisor in coordination of the volunteer program within the department; including ensuring necessary trainings of volunteer staff, recruiting of volunteers, monitoring volunteer activities, and conducting programs to show appreciation of services rendered to the department. Assists supervisor in meeting, engagement of and collaboration with outside groups to recognize services of volunteers from various corporate entities and other entities. Approves the placement of volunteers; processes applications and all personal information to ensure quality of volunteer program and service. Researches and collects program statistical data and information to evaluate effectiveness of program. Development and Fundraising Assists supervisor with development and fundraising activities to support OHS' various projects and temporary inclement weather sheltering activities. Assists in the development and implementation of fund-raising efforts; tracking and monitoring of associated expenses and revenues while determining necessary projects needing funding and support. Coordinates and facilitates the completion of various development projects at the direction of the supervisor Minimum Qualifications Education High School Diploma, GED Education (Preferred) Bachelor's degree (in business or project management related field). (Preferred) Experience Five (5) years of experience working in Utility Construction, planning, or coordination, Utility Inspection, or Permitting. Experience (Preferred) Two (2) years (full-time) of experience working in project/initiative management. (Preferred) Demonstrated leadership over complex situations. (Preferred) Demonstrated effective communications skills (Preferred) Licenses and Certifications Certifications may be required based on area of assignment. Salary Range $60,538.39 - $75,672.99 The salary listed on this job posting is the starting salary range; amount offered will depend upon qualifications.
