Job Summary Monitors and administers contracts awarded by various City departments to ensure compliance with contract terms and city, state and federal regulations. Job Description Overview The Senior Contract Compliance Administrator oversees, monitors, and administers contracts awarded by various City departments to ensure compliance with all contractual terms and city, state, and federal regulations. The Senior Contract Compliance Administrator within the Office of Arts and Culture supports the division’s efforts of funding and operationalizing equity through partnerships with Dallas community artists and arts and cultural organizations. Under the direction of the Assistant Director and Cultural Programs Manager, this position coordinates end-to-end planning and execution of three funding programs, from initial community outreach through ensuring contractual compliance of artists and arts organizations. Essential Functions 1 Develops, administers, and coordinates contracts and contract exhibits which state the services to be provided and contractual standards to ensure that City requirements and regulatory program requirements are met; coordinates department or division contract development process. 2 Coordinates, facilitates, and administers the request for proposal (RFP) and request for bid (RFB) process; attends pre-bid conferences or public hearings to provide information and guidance to potential contractors on the City's contracting process and requirements; coordinates the Council agenda process for contracts requiring City Council approval. 3 Monitors the City of Dallas Good Faith Effort Plan for Minority & Women Business Enterprise (MWBE) compliance from contractors and vendors. 4 Conducts on-site visits to agencies or project sites to monitor compliance with City contractual agreements. 5 Prepares and reviews contract change orders, supplemental agreements, contract addenda and amendments, subcontractor changes, and Administrative Actions for compliance with the City's procedures; maintains file of contract documents. 6 Advises and coordinates with contractors, subcontractors, or outside agencies on reporting requirements, reimbursement procedures, budgetary controls and other issues to ensure compliance with the contract terms and applicable regulatory requirements. 7 Reviews program and financial records of contracted programs or projects to ensure compliance with contract specifications; makes recommendations for improving service delivery and internal controls; acts as the liaison for Administrative Actions, Contract Extensions, and Contracts for the buyers between the City Attorney's Office and City Secretary's Office 8 Develops and implements contract tracking methods to provide information to City management on expenditures, minority participation, work schedules, vendor performance, contract action dates, insurance obligations, and other data; tracks proposals and the selection process. 9 Reviews and authorizes payment vouchers from contractors; develops and administers division budget; drafts and presents agenda items related to procurement, contracts and other items. 10 Performs any and all other work as needed or assigned. Knowledge and Skills 1 Knowledge of City contract policies, procedures and requirements. 2 Knowledge of Community Development Block Grants (CDBG) regulations, and other City organizations. 3 Knowledge of City insurance requirements for facility usage. 4 Ability to negotiate and administer contracts and contractual logistics. 5 Ability to use spreadsheet and database software to generate reports. 6 Communicating effectively verbally and in writing. 7 Establishing and maintaining effective working relationships. 8 Knowledge of public administration and governmental environment 9 Knowledge of customer service techniques to resolve problems and issues, especially for artistic vendors. 10 Ability to establish and maintain an effective working relationship with all levels of management, including city officials, vendors, and the public. 11 Ability to work autonomously, organize and complete assigned tasks on a timely basis, with minimal supervision. 12 Strong computer skills, including advanced Microsoft Excel knowledge (logical, financial, and statistical functions; lookups; pivot tables and charts). 13 Ability to speak comfortably in public, and to run webinars and workshops on various topics related to cultural programs. 14 Knowledge of Dallas neighborhoods, and a history of civic engagement and volunteerism a plus. 15 Ability to work irregular hours including Thursday evening, the first Thursday of each month. 16 Bilingual – Spanish – oral and written preferred. Experience Two (2) years of experience in one (1) or more of the following areas: Evaluating/auditing fiscal and performance requirements of grant programs or contracts Managing, negotiating, or developing contracts Monitoring federal programs Arts administration, ideally at an artistic, cultural, or governmental organization Licenses and Certifications None Education Bachelor's Degree in Business Administration and Management, Art, Art Administration, Organizational or Hospitality Management, Social Science or a related field EQUIVALENCIES High school diploma or GED plus six (6) years of required experience will meet the education and experience requirements Associate degree in any field plus four (4) years of the required experience will meet the education and experience requirements Bachelor’s degree (or higher) in a non-specified field plus four (4) years of the required experience will meet the education and experience requirements. Salary Range $25.61 - $30.76 The salary listed on this job posting is the starting salary range; amount offered will depend upon qualifications.
