Under the direction of a Police Captain, enforce certain regulatory ordinances within the City of Delaware, particularly in regards to animal control and junked/abandoned vehicles. Work closely with the City Planning Department with respect to abandoned and junk vehicle abatement and will collaborate on other areas such as unsafe buildings, unkempt yards and junk complaints. Animal control responsibilities will include handling all animal complaints while on duty and following up on all animal complaints taken by Police Officers, working closely with the County Humane Society and County Dog Warden.

Work Hours: 9:00 am - 5:00 pm (Tuesday thru Friday) and 8:00 am - 4:00 pm (Saturday) ESSENTIAL FUNCTIONS

  • Enforcement of laws and ordinances of the City and State.
  • Address citizen complaints; reporting violations and hazardous conditions.
  • Enforcement of animal control laws and ordinances governing licensing, impounding, humane treatment, sanitation and disposal of animal. Work in tandem with the Delaware County Humane Society to assure all animals within the City are treated in a humane manner.
  • Work collaboratively with the City's Planning Department to address abandoned and junk vehicle abatement and advertising and junk-yard violations, as well as safety, sanitation and health hazards.
  • Perform preventative patrol aimed at enhancing public security.

KNOWLEDGE, SKILLS & ABILITIES

  • Skill in maintaining information and data necessary to generate detailed reports.
  • Knowledge of basic local and State laws, ordinances and regulations governing licensing, impounding, humane treatment, sanitation and disposal of animals (after training).
  • Knowledge of basic local and state laws, ordinances and regulations governing the processing of junk or abandoned vehicles (after training).
  • Knowledge of departmental practices, policies and procedures (after training).
  • Familiarity with the symptoms of animal behavior/diseases.
  • Ability to keep accurate and detailed records.
  • Ability to develop and maintain cooperative working relationships with the general public.
  • Ability to work independently within established guidelines.

Illustrative Examples of Work / Physical Requirements & Working Conditions

ILLUSTRATIVE EXAMPLES OF WORK

  • Drives a City vehicle when patrolling assigned areas in a preventative manner.
  • Issues summons to persons in violation.
  • Picks-up stray or unlicensed animals; impounds animal in violation of ordinances; issues verbal/written warnings and citations for failure to comply with pertinent animal control laws and ordinances; locates and quarantines animals suspected of biting humans or other animals and investigates animal nuisance complaints.
  • Maintains detailed records related to violations; records results of all complaints investigated (including follow-up) and prepares necessary reports.
  • Investigates abandoned vehicle violations and issues verbal/written warnings and citations for failure to comply with pertinent junked/abandoned vehicle laws and ordinances.
  • Addresses parking violations and issues verbal/written warnings and citations for failure to comply with pertinent parking laws and ordinances.
  • Testifies in court, as necessary, related to enforcement of laws and ordinances of the City and State.
  • Listens to complaints and explains regulations and procedures; uses good public relations skills and proper conduct while strictly enforcing compliance with laws and ordinances of the City and State.
  • Performs other related duties as required.

PHYSICAL REQUIREMENTS AND WORKING CONDITIONS

  • Sufficient physical ability to lift, carry and/or otherwise move heavy objects, in excess of fifty (50) pounds, during the course of daily duties.
  • Sufficient personal mobility, flexibility and physical reflexes, with or without reasonable accommodation, which permits the employee to stand, walk, or sit for long periods of time in both an office environment and outdoor environment; ability to give chase on foot to animals running at large and to physically restrain combative/aggressive animals.
  • Sufficient clarity of speech and hearing capabilities, with or without reasonable accommodation, which permits the employee to communicate effectively over the phone, communications radio and in person.
  • Sufficient visual acuity sufficient to operate a motor vehicle day and night in order to observe violations pertinent to position; to read and write reports, correspondence, etc.
  • Sufficient manual dexterity, with or without reasonable accommodation, which permits the employee to operate standard office equipment, including computer, typewriter, copier, fax-machine, multi-line telephone, communications radio etc.
  • Freedom from mental disorders which would interfere with performance of duties as described including freedom of mental phobias regarding animals in order to perform animal control duties.
  • Ability to tolerate exposure to inclement weather.

Training, Experience, and Qualifications

  • Possession of a high school diploma or equivalent GED.
  • One year or more experience in a high public contact work environment, preferably within a law enforcement agency.
  • Must possess a valid Ohio driver's license at the time of employment and continuously throughout the term of employment.
  • Successful completion of a pre-employment drug screen, background investigation and polygraph.

Supplemental Information / Special Requirements

Please note that the normal working schedule for this position is not guaranteed and is subject to modification by Police Administration. Notification of schedule changes are made as soon as practical and in accordance with the collective bargaining agreement for this position.
