Under the immediate supervision of the Assistant Police Chief, the part-time Parking Control Officer is responsible for enforcing parking regulations in the downtown area in order to provide parking turnover and safety. This position is responsible for exercising sound judgment and continually working toward achieving the best possible relationship between the City and the public. Position requires regular and reliable attendance. ESSENTIAL FUNCTIONS: For purposes of 42 USC 12101Checks free and metered parking areas in a rotation for violations.Collects money from parking meters.Enforces all parking regulations in the City by means of both vehicular and foot patrol including monitoring parking meters and parking in general.Picks up and delivers mail to and from City Hall and Courthouses.Gives testimonies in court occasionally if needed.Prepares reports and observes the general State of Ohio and City’s parking enforcement strategy and makes recommendations for change.Represents the City of Delaware by demonstrating a positive attitude and progressive actions through the display of professionalism, courtesy and appropriate tact and discretion in all interactions with other employees and the public.Performs other duties as assigned.KNOWLEDGE, SKILLS, AND ABILITIESKNOWLEDGE Microsoft Office applications (e.g., Outlook, Word, Excel, Publisher, Access, Sharepoint, OneNote, and Teams) and other computer software.City and Department goals and objectives.City and Department policies and procedures.Government structure and process.Safety practices and procedures.Local and state laws which pertain to parking (after training).Parking control practice and procedures (after training).Basic understanding of mathematics.Familiarization with current technology for mobile enforcement.SKILLS Excellent organization, attention to detail, accuracy, time management, and critical thinking skills.Using tact, discretion, initiative and independent judgment within established guidelines.Civic engagement and customer service.Safely operating assigned vehicles at all times, especially in heavy traffic and under adverse weather conditions.Developing and maintaining rapport with citizens as well as business owners in the downtown area.Conflict resolution and problem solving.Interacting with people of different social, economic, and ethnic backgrounds.Maintaining information/data necessary to generate detailed reports.ABILITIES Understand, interpret, and apply laws, rules, or regulations to specific situations.Operate assigned equipment.Add, subtract, multiply, and divide.Calculate fractions, decimals, and percentages.Prepare correspondence.Compile and prepare reports. Understand and follow written and oral instructions, policies and procedures.Be honest, dependable and trustworthy.Maintain effective working relationships.Communicate effectively, both in oral and written form. Exercise independent judgement and discretion.Perform work in a safe manner and report unsafe activities, conditions, and faulty equipment.Physically walk the downtown business area while enforcing parking restrictions for extended periods of time.Mechanical work on meters, such as removing meter heads, replacing small intricate parts.Withstand working outside in extreme weather conditions.Read and write reports and correspondence with a computer keyboard.Work with basic hand tools.
EXAMPLE OF DUTIES
PHYSICAL REQUIREMENTSSufficient physical ability to lift, carry and/or otherwise move heavy objects, in excess of fifty (50) pounds, during the course of daily duties.Sufficient personal mobility, flexibility, and physical reflexes, with or without reasonable accommodation, which permits the employee to stand, walk, or sit for long periods of time in both an office environment and outdoor environment.Sufficient clarity of speech and hearing capabilities, with or without reasonable accommodation, which permits the employee to communicate effectively over the phone, communications radio and in person.Sufficient visual acuity sufficient to operate a motor vehicle day and night in order to observe violations pertinent to position; to read and write reports, correspondence, etc.Sufficient manual dexterity, with or without reasonable accommodation, which permits the employee to operate standard office equipment, including computer, typewriter, copier, fax-machine, multi-line telephone, communications radio etc.Ability to tolerate exposure to inclement weather.
SUPPLEMENTAL INFORMATION
The regular workweek for this part-time position will be up to 30 hours per week. This position is part of the Part Time, Intermittent and Seasonal Pay Plan.
