The City of Delray Beach seeks an experienced Fire Chief who will lead by example and foster an environment of trust, respect and positivity within the department and throughout the organization. The successful candidate will be able to interact professionally with City officials, Senior Managers, staff and the general public and will embrace the diversity of the organization and the community.
The ideal candidate will provide superior customer service and respond to difficult and sensitive situations and citizen inquiries with tact and diplomacy. The Fire Chief will supervise the work of subordinates in a manner conducive to exceptional performance and high morale. An ability to work effectively in high stress situations, defuse potential conflicts and use discretion in confidential matters is essential to this position.
The chosen candidate will have extensive knowledge of fire suppression and prevention principles, procedures, and applicable laws and advanced professional knowledge of management principles to formulate departmental policy and manage departmental activities. The Fire Chief must be able to easily adapt to changing situations, demonstrating flexibility and the use of logical and practical courses of actions to meet organization, department, and division goals. The selected candidate will be able to exercise sound judgment in devising, implementing, and interpreting departmental and City policies and carry out all duties with discretion, fairness, and integrity.

Essential Job Duties

These essential job functions are not to be construed as a complete statement of all duties performed. Employees will be required to perform other job-related marginal duties as required.
Highly responsible management and administrative work in the efficient delivery of emergency and non-emergency community-based service in a cost effective, innovative and pro-active manner. Work is performed under the administrative direction of the City Manager.
1. Maintain strong and active contacts with subordinates to discuss and review status of departmental work plans and other programs. Maintain communications.
2. Set broad policy objectives and monitor performance of subordinates targeted at the general administration and management of the department.
3. Prepares department budget for consideration and then exercises control over adopted budget ensuring budget is met by making adjustments as necessary to achieve objectives within available resources. Develop long range Capital Improvement Plans and implement programs aimed at compliance with these plans.
4. Advise City administration on community issues, policies and sources; make presentations to the City Commission, as necessary.
5. Meet with supervisors and peers to identify organizational issues and solutions.
6. Formulate strategic operational plans with subordinates for major operations. Support and participate in team building and organizational development programs.
7. Review and approve recommended disciplinary actions; recommend hiring and firing.
8. May supervise or command major emergencies.
FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS:

  • Knowledge of management principles and practices.
  • Knowledge of modern practices in firefighting, emergency medical services, hazardous materials incident control and disaster preparedness.
  • Ability to lead and motivate an organization and group of people.
  • Ability to foster innovation within the department.
  • Ability to communicate effectively in writing and orally.
  • Ability to advocate management rights without alienating employees.
  • Skill at making public presentations.

Minimum Qualifications

Bachelor’s Degree in Fire Science, Fire Administration, Public Administration, Emergency Medical Service, Organizational Management or related; supplemented by ten (10) years of progressively responsible full-time paid experience in a fire department or related municipal service, five (5) of which shall have been acquired in a managerial capacity, preferably at the level of a Chief Officer (Chief, Assistant Chief, Battalion Chief, Division Chief). Must possess a State of Florida Firefighter Standards Certificate, and a valid State of Florida Class “E” driver’s license with a clean driving record. Certificates and/or licenses must remain valid for the period of employment.
For application purposes, a valid drivers license from any state (equivalent to a State of Florida Class E ) may be utilized, and the ability to obtain the State of Florida license within thirty (30 days from the date of employment is required.
Preferred Education and Requirements:
Masters degree in public administration or closely related field
Graduate of the National Fire Academy Executive Fire Officer Program
Achieved Chief Fire Officer designation from the Center for Public Safety Excellence
Possess State of Florida Fire Inspector I Certification
